Dear Mr. Petty:
After a preliminary review of the submitted building plans for the additions to the
residence of Marsha Sundburg at 1221 S. Whipple Rd, Spokane Valley, WA 99206, the
following items need to be addressed:
1. The 2006 International Residential Code (IRC) Section R106.1.1 Information on
construction documents. states: ... "Construction documents shall be of
sufficient clarity to indicate the location, nature and extent of the work proposed
and show in detail that it will conform to the provisions of this code and relevant
laws, ordinances,rules and regulations, as determined by the building official."
2. The plans indicate that the living room wall and bedroom walls are being
demolished and the existing windows and doors utilized in the two additions, but
the sizes of those windows and doors is not legible on the reduced size floor plan
submitted. This would be required to determine header sizes per IRC Section
R602.7 and egress requirements per IRC Section R310.
3. The spacing of those windows next to the door and proximity to the floor in the
living room might require the windows to be tempered glass per IRC Section
R308.4.
4. When additions are constructed the dwelling shall be provided with smoke alarms
throughout per IRC Section R313.2.1.
5. The exterior walls are subject to the bracing or shear wall requirements of IRC
Section R602.10.
6. IRC Section R602.10.6 provides for the utilization of alternate brace wall panels
if the prescriptive brace wall panels described in IRC Section R602.10.3 and
R602.10.4 are not possible.
7. IRC Section R301.1.3 Engineered design. states: "When a building of otherwise
conventional construction contains structural elements exceeding the limits of
Section R301 or otherwise not conforming to this code, these elements shall be
designed in accordance with accepted engineering practice"... This would require
seismic and wind shear analysis by a licensed engineer.
8. The plans do not provide for a required radon system per the 2006 Washington
State Ventilation and Indoor Air Quality Code (WSVIAC) Section 503 or a 6 mil
ground cover per the 2006 Washington State Energy Code (WSEC) Section
502.1.6.7.
9. The plans do not provide for crawl space ventilation per IRC Section 408.1.
10. The plans do not provide for foundation damp proofing per IRC Section R406.1.
11. The plans do not provide for the joist sizing per IRC Section R502.3.

12. The plans do not provide for the floor system sheathing per IRC Section
R502.1.2.
13. The plans do not provide for anchor bolts or sole plates per IRC Section R403.1.6.
14. The plans do not provide for the height and spacing of the studs per IRC Section
R602.3.1.
15. The plans do not provide for the box girder supports per IRC Section R606.14.
This could extend to the foundation which may require expanded footings to
support the loads per IRC Section 401.2.
16. The plans do not provide for weather resistant exterior wall envelope per IRC
Section R703.1 and R703.6.3.
17. The plans do not provide for flashing per IRC Section R703.8.
18. The plans do not provide for interior wall covering per IRC Section R702.1 or a
vapor retarder per the WSEC Section 502.1.6.6.
19. The plans do not provide for the ceiling finishes per IRC Section R805.1 or the
vapor retarder per WSEC Section 502.1.6.3.
20. The plans do not provide for an attic access per IRC Section R807.1.
21. The plans do not indicate a top plate size per IRC Section R602.3.2.
22. The plans do not provide for attic ventilation per IRC Section R806.
23. The plans do not provide for unobstructed clearance to insulation for ventilation
purposes per WSEC Section 502.1.4.3 and IRC Section 806.3.
24. The plans do not provide for rafter size and spacing for the overframe per IRC
Section 802.2.
25. The plans do not provide for lateral bearing support of rafters per IRC Section
R602.8.1 or fastening per the truss installation standards.
26. The plans do not provide for underlayment per IRC Section R905.2.3.
27. The plans do not provide for an ice barrier per IRC Section R905.2.7.1.
28. The plans indicate the deck is being moved forward but there are no construction
details per IRC Section R502.2.2. Those details would provide clarification for
concrete or wood decking,joists, footings, beams, etc. per IRC Section R106.1.1
and Chapter 5.
29. The plans do not provide for details on the deck guard rail per IRC Section R312.
30. The plans do not provide for stairs or landings per IRC Section R311.5.
Until the above items are addressed satisfactorily, the permit cannot be issued. Attached

The TARGET DATE is the date we estimate your project application will have had its initial technical
review. It is not the date for approval or permit issuance.
Tips for a Smoother Project Application Review
> Submit complete, accurate plans and documents.
Extra time may be required for re-submittals as project application reviewers work on multiple applications and it
may be several days before they can look at your new or revised information.
➢ Designate a specific contact person to communicate with the City.
While the person designated as the applicant's contactperson with the City can be changed, one individual with the
expertise for dealing with reviewer comments would be the best choice for the entire review process.
➢ Call staff regarding the status of your project only after the target date shown at the top of the page.
Although you should be contacted on or by the target date,please feel free to contact us if you haven't heard from us
by your target date. Staff may contact you before the target date if the initial review is complete. By following this
procedure,you will save time and allow the reviewers to complete the work more expeditiously.
Steps in the Permit Process
1. Counter Complete. Your application has been accepted as counter complete. This means all of the required
documents, as indicated on your Pre-Application Checklist have been submitted or have been approved for deferred
submittal. This does not prevent technical staff from requesting additional information as a result of their technical review.
2. Quality Check. The next step in the process isa quality check to make sure that the application is reviewable and free
from substantive flaws that would prevent technical staff from completing the technical review once it is started. When
this step is complete, your application will be routed to the appropriate staff and remain in their review queue until it
comes up for review.
3. Technical Compliance. Once an application is administratively complete, it is routed to technical staff for compliance
review. Depending on the type of project, technical staff may include multiple reviewers. You should be contacted by
phone,fax, email,or mail by your TARGET DATE once the initial technical compliance review is complete.
4. Permit Issuance. When the technical compliance review of the application is complete, including any subsequent re-
submittals, each reviewer will approve their section of the application and route it to the Permit Center. When all sections
of the application are received, a Permit Specialist will process the application and contact the person specified on your
application for permit pick-up. Information regarding fees and pre-construction meetings (if required) will be provided by
the Permit Specialist at that time.
