As we have discussed, i assurned the construction adrninistration of this project after the design
engineer, Llarin Maore, left Taylor Engineering in the spring of 2001. Phase 2constructian began
in April, 2001 and was completed in July 2001. Phase 3 contruction began in Tune, 2002 and
Gamp1eted in (]ctaber, 2002.
Two areas of this certification require sotne background informatian rirainage and a rock
retaining wall locatecl vn the narth side of ValIey Ridge Lane just east of Jerstad Lane,
Darin Movre's vriginal culvert and ditch calculations for Basin A assume that the entire basin
drains into VVetiand A through ane route In fact, as the hasin map s'haws, twv roughly equal
subbasins drain to Wetland AthrQUgh twa separate routes. This led ta QversFZing of the culverts.
The Phase 2 contraGtor asked for relief from a 24" culvert her,ause of conflicts vith already-
buried franchise utilities. In the search for alternatives, I made the reairzatian that the culverts
were much larger than TeqU1Fed, leading ta deeper ditches at the intersections Based on the
revised calculatians c4ntained tn the certificatian package, T approved the use of twca 12-inch
culverts in several areas where 24-inch culverts were called aut.

2002 to complete the certification process Over the )vinter of ZaD 112002, seVeral changes were
made to the site hy the hQUSing co,ntractor that were unappraved by me.
First, the hausing contractcar mada changes to the drainage systerr► an Va11ey Ridge i,.ane. In lieu
of the ditch on the south side of Valtey Ridge Lane, the cantractar installed a 12" PE pipe fram
the intersection of ierstad Lane and Valley Ridge Lane dorvn to the beginning of the overland
ditch ta Wetland #X TYte cantractar also eliminated the ditch on the narth side of Valley Ridge
L,ane in order tp cvnstruct arvck retaining wa11, which supports adupPex urut an the NE carner of
Jerstad and Valley Ridge Lane The face of the rvck vvall is immediately adjacent to the narth
edge of asphalt. This duplex unit was well an the way toward completion by the time Taylor
Engineering was back on site in the spring of 2002. The rQCk wall encraaches an the Caunty's
required 2-foot clear zvne, which extends from the edge of the traveied vvay
The retaining wall alsa eliminated the starmwater ditch indicated on the cirawings. The hausirag
cvntractarr added an area drain, which feeds a 4" drain pipe, which drains to the relacated ditch
This syskem T consider useless HaweVer, #he section of ditch that was displaced by the wall is at
- the tQp of the ditch's drainage basrn. Water naw sheet flows down aloragside the rock wall far
abau# 100 feet arid tIhen rira.ins affta the ditch There haVe heen na problems frann the eliminativn
of this sectivn of the ditch and i think it is nat much different than a curbed rvad in practice.
The 72" PE pipe on the south side of Valley Ridge Lane was installed in arder for the contractor
to grade a smoother lawn down ta the edge of the asphalt sidewaIk.
While this was not approded prior to its construction, it is safer arid more aesthetic thann the ditch
And the 12" pipe has the required capacity as indicated in the sevisf:d drainage calculations.
I also approvei substitutivn of tvva catch basins and pipe cannectin,g them in lieu of a 30-foot
seGtion of ditch at the end of Terstad Lane, approximately Sta. 3+-00, RT, This was to
accammodate the footprint of the adjar,ent duplex and elimianate steep grades davvn t❑ the ditch.
The completed drainage system has been in place fat' two years with na prQblerrhs This surnmer
vve experienced an all-time record ra'rnfafl event. Revisivns to the drainage system have elimina#ed
some of the ditches, which I believe has made for a safer, more aesthetic enviranment.
Recently the corparate headquarters for the Gtrod Samaritan Saciety has asked far reiease of their
band for Phase 2 and 3 frvm Spokane Valley. Fiaving spaken with ycau and persQnnel in our
office, I nvw feel #hat 1 can certify this project with the exceptions discussed abave. The rack
wall, aPthou,gh lt encrvaches inta the clear zane does not affect the clear view triangle. Alsa, it is

On March 28, 2002 our personnel obtained stockpile sampfes from Poe asphalt (State Une Pit).
Gradation averages were suppfied by Poe Asphalt. The material was separated by siave slzes and
recambined to the target values of the job mix formula as representation of the stockpile averages.
