SUBJECT: Short Plat 78-006
It is our understanding that the Planning Department has exempted the land area of
the dedicated road within the plat, thus creating a housing density exceeding 3.5
dwelling units per acre. Said density necessitating a sewage management system.
The Spokane County Health District does not exclude road areas in figuring the
housing density. With the dedicated road area this plat has a density of 2.88
dwelling units per acre. Therefore a sewage management system for Short Plat
78-006 is not required.

44" That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted. -
That a statement be placed in the dedication to the effect•that no more
than one dwelling structure be placed on any one lot, nor shall.any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat. ( That the plat provide for right of way width for streets as indicated
on the preliminary plat'of record. .

be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that t.ermina.te

' Construction within the proposed public streets and easements sha11 be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of
survey monuments which ma9 be distrubed during construction and who
shall furnish the County Engineer with "As Built" plans and a certificate
in writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed
monuments have been replaced. No construction work is to be performed with the Public Right of Way until
a permit has been issued by the County Engineer. All work is subject
to inspection and approval by the County Engineer.
All construction within the Public Right of Way is to be completed prior
to filing the final plat or a bond in the atnount estimated by the County
Engineer to cover the cost of construction of improveroents, construction
certification, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engineer. No direct access from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.

additional right of ways are dedicated and roads are established as
County Roads.
Road design, construction, and drainage control for 1/2 rights of ways and Stub Road connections are the responsibility of the developer.

That the sponsor shall prepare and submit to the County Engineer a
design proposal acceptable to the State Highway Department of the
proposed State Highway-County Road intersection. State Highway
Department approval of the proposed design must be received prior to
the filing of the final plat. Improvements to the State Highway are to be
the responsibility of the sponsor and may either be constructed or a bond to cover the cost of such improvements f.urnished to the County
Engineer in the amount as determined by the County Engineer and the
State Highway Department.
That all roads within the plat be curbed and/or paved to the specification
of the County Engineer. Existing county roads providing direct access
to lots of the plat shall be paved and/or curbed to the standards of the
County Engineer. . I
That the following statement be placed in the plat dedication:
WARNING: Spokane County has no responsibility to build, improve,
maintain or otherwise service the private roads contained within
or providing service to the property described irt this plat. By
accepting this plat or subsequently by allowing a building
permit to be issued on property on a private road, Spokane County assumes
no obligation for said private road a.nd the owners hereby acknowledge .
that the County has no obligation of any kind or nature whatsoever to establish, examine, survey, construct, alter, repair, improve,
maintain, provide drainage or snow removal on a private road. This
requirement is a.nd shall run with the land and shall be binding upon the
owner, their heirs, successors or assigns including the obligation to
participate in the mainten,ance of the private road as provided herein.
~ That each lot be authorized for the use of individual on-site sewage
disposal systems.
The dedicatory language of the plat will state the sponsor will assume
no responsibility for provision of domestic water.
That conditional approval be given subject to provisions in the plat
for 'a public sewer system. Approval of the design of said systems must
be given by County and State Health authorities and the County Utilities
Department prior to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount
as determined by the Public Works Department.
That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the platand individual service will
, be provided to each lot Prior to sale.
Prior to filing of the final plat, the sponsor shall present evidence
that the plat lies within the recorded service area of the proposed
water district.
That a.n on-site sewage management system be created and approved by the Spoka.ne County Health District prior to filing of the Final Plat.
That a plan for water facilities adequate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor), and fire protection
district will certify, prior to the filing af the final plat, on the
face of said water pla.n that the plan is in conformance with their
requirements and will adequately satisfy their respective needs.
Said water plan and certification will be drafted on a transparency
suitabZe for reproduction. '
The purveyor will also certify prior to the filing of the final plat
on a copy of said water plan that appropriate contractual arrangements
have been made with the plat sponsor for construction of the water system,
in accordance with the approved plan, and in accordance with a time
schedule. The*time schedule will provide, in any case, for completion
of the water system a.nd inspection by the appropriate health authorities
prior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spoka.ne County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily '
complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the
local fire district and purveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service
