Short Plat Administrator makes the following:
FINDINGS OF FACT AND CONCLUSION

That appropriate provisions have been made for sewage disposal, water
supply, stocm water control, circulation, fire protection, and other necessary public
facilities 3nd utili-ies.

That the uses and der.sity proposed by the plat sponsor appear to be com-
patible with existinq develapment in the immediate area as well as beinq compatible
with the Spakane County Comprehensive Plan.

SI That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
S2 That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
QS3 That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
S4 That appropriate provision be made that the following described property
be held in trust until the continuatton of the streets be dedicated ar
deeded: A 1' strfp at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when,
streets terminate at the plat boundaries.)

S6 That approprlate utility easements be indicated on copies of the approved
preliminary plat for distribution on the Planning Department and the utility

the County Engineer,
S10 That plans, profiles, and cross sections showing pcoposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
SIl That drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and the filing of a final plat.
S12 Construction within the proposed public streets and easements shall be
perfocmed under the direct supervfsion of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of
suvey monuments which may be dis Lr bed during cons truction and who shall
furnish the County Engineer with "As Buflt" plans and a certificate in
writinq that all improvements were installed to the lines and grades
shown on the approved constnuction plans and that all disturbed monuments
have been replaced.
S13 No construction work is to be pecformed with the Public Rfght of V1lay until
a permit has been issMd_hX.the County Enqineer. All work is subject to
inspection and approval by the County Engineer.
S14 All construction within the Public Right of Way is to be completed prior
to ffling the final plat or a bond in the amount estimated by the County
Engineer to cover the cost of construction of improverrients, construction
certificatfon, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engineer.
S15 ' No direct acess from lots to Stub Road connectfons until such roads are
constructed to County Standards and established as County Roads,
S16 No direct access from lots to 1/2 cight of ways until such time as
additional right of ways are dedicated and roads are established as County
Roads.
S17 Road design, construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
design proposal acceptable to the State Highway Department of the proposed
State Hia~hway-County Road intersection. State Highway Department
approval of the proposed design mus t be received prior to the filing of
Che final plat. Improvements to the State Highway are to be the -esponsf-
bility of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highvvay Departraent.

County Enqineer.
S20 That the foilowing statement be placed in the plat dedication:
WARrTING: Spokane County has no responsibility to build, improve,
mafntain, or otherwise service the private roads contained wfthfn or
providing servfce to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit Co be issued
on ptperty on a private road, Spokane County assumes no obligation for
safd private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provfde drainage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assigns including the obligation to participate in the maintenance of
the priva te road a s provided herein.
S21 That each lot be authorfzed for the use of individual on-site sew3ge
disposal systems.
S22 The dedicatory language of the plat will state the sponsor will assume
no responsibility for provisfon of dotnestic water.
S23 That conditfonal approval be gfven subiect to provisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorltfes and the County Utilities
Dapartnnent pnor to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Worics Department.
S24 That a statemEnt be placed in the dedication to the effect that a public
sewer system will be made available for the plat and indivfdual seYVice
will be provided to each ].ot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
district.
S26 That an on-site sewage management system be created and approved by the
Spokane County Health Dis trict prior to filing of the Final Plat.

S27 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been appcoved by the appropriate health authorities. The
health authorities, water supplfer (pwrveyor) , and fire protection district
will certify, prior to the filinq of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
wfll adequately satisfy their respective needs. Said water plan and
certification will be drafted on a transparency suftable for reproduction.
S28 The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan tha t appropciate contractual arranga~~~nts have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for aompletion
of the water system and inspection by the appropciate health authorities
prior to application for building permits within the plat. The contractual
arrangements will include a provfsion holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mft due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
S29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and purveyor will be installed within this piat,
and the subdivider will provide for fndividual domestic water service as
well as fire protection to each lot prior to sale of each lot,
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolution No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the finai
plat; as instructed by the Planning Department.
