Conditfons S1 That the plat be designed as indicated on the preliminary plat of record and/or attached sheets as noted. 2 That a statement be placed in the dee-ication to the effect that no more than one dwelling structure be placed on any one Iot, nor shall any lot be further subdivided for the pucposes of creating additional lots or building sites without filing a replat. S18 That the sponsor shall prepare and submit to the County Engineer a design proposal acceptable to the State Highway Department of the proposed State Higrhway-County Road intersection. State Highway Department approval of the proposed design must be received pnor to the filing of the final plat. Improvements to the Srate Highway are to be the :esponsi- bility of the sponsor and may either be constructed or a bond to cover the cost of such improvements furnished to the County Engineer in the amount as determined by the County Engineer and the State Highway Department. S1? . Existing county roads providing direct access to lots of the plat shall be paved and4M curbed to the standards of the County Engineer. S20 That the following statement be placed in the plat dedication: WARNING: Spokane County has no responsibility to build, improve, maintafn, or otherwise service the private roads contained within or providing service to the property described in this plat. By accepting this plat or subsequently by allowing a building permit to be issued on ptaperty on a private road, Spokane County assumes no obligation for said private road and ehe owners hereby acknowledge that the County has no obligatfon of any kind or nature whatsoever to establish, examine, survey, construct, alter, repair, improve, maintain, provide drainage or snow removal on a private road. This requirement is and shall run with the land and shall be binding upon the owner, their heirs, successors or assigns fncludinq the obligation to participate in the maintenance of the priva te road a s provided herein. S21 That each lot be authorized for the use of individual on-site sewaqe _ disposal systems . S22 The dedicatory language of the piat will state the sponsor will assume no responsibility for provision o# damestic water. S23 That conditional approval be given subject to provisions in the plat for a public sewer system. Approval of the design of said systems must be given by County and State Health authorities and the County Utilities Dapartment prior to filing of the final plat. A suitable guarantee will be required to cover the cost of providinq said system in the amount as determined by the Public Works Department. S24 That a statement be placed in the dedication to the effect that a public sewer system will be made available for the plat and individual setvice will be provided to each lot prior to sale. S25 Prior to filing of the final plat, the sponsor shall present evidence that the plat lies within the recorded service area of the proposed water dis trict . S2 That an on-site sewage management system be created and approved by the Spokane Countp Health District prior to filing of the Final Plat. I~ ) S27 That a plan for water facilities adquate for fire protection be approved by the water supplier and fire protection district. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor) , and fire protection district will certify, prior to the filing of the ffnal plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. S28 The purveyor will also certify prior to the filing of the final plat on a copy of safd water plan tha t appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordance with the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for aompletion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arranqements will include a pcovision holdinq Spokane County and the purveyor harmless from claims by any lot puchaser refused a building pec- mit due to the failure of the plat sponsor to satisfactorlly complete the approved water system. 29 The plat dedication will contafn a statement to the effect that the public water systerri as approved by County and State Health authocities and the local fire district and purveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each Iot prior to sale of each lot. S30 That the provfsions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080 RCW and the Board of County Commissioners; Resolution No. 77-1392 be accomplished by the project applicant wfthin thicty (30) days of fornial action by the Short Plar Adminsitrator or before the filing of the final plat; as instructed by the Planning Department. The soils are Garrison.gravel (GgA) and shoul'd pose no drainage problem. Thete are no known private,water supplies within 150 feet'of this plat. Water eupply is furnished by_ Vera Irr,fgation. The data fTOm one Vera Irrigation well located at 24th and Adams,showed the well to be 160 f eet deep and to deliver 3,000 gpm, with'a total nitrogen content of 1.946 ppm. Using Todd's fornrula f.or projected incremental increase of,8.6 percent, a 2.1101 ppm. range would result. 2. Reconnnend ttiat : A. This project lies in a relatively flat area between 24th Avenue and 25th Avenue on Progress Road. Local drainage waqs are insignif icant. It is located over the Spokane Valley Aquifer. No private wells found within 100' of plat. b. Surface soils are classed as Garrison gravellq loam with 0 to Sx slopes. They have a septic tank filter field limitation of slight with possible contaminat'ion of groundwater. c. The data from two Vera Water District wells in the area shows the wells ate 160 to 175 feet deep aad deliver 3000 gpm. The total nitrogen level was 2.02 ppm. The Vera Water District had,indicated that it can supply domestic use water for the plat upon completion of agreements witb the developer. 3. Impact discussion. a. The p'lat sponsor has proposed taa lots on 0.66 acres. Each lot is to be served bq a public water system and i[s individual on-site sewage disposal system. This raiaes the question of significance of the impact on Che groundeater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps atudy, Dr. Todd conBidered typical soils, natural and sewage disposal rechatge to the groundwater, and the effect of continued urban d'evelopment in the Spokane River Valley upoa the quality of the groundwater. In summary, he concluded that: (1) In normal precipitation years subsurface disposal of sewage treatment effluent does teach and recharge the groundwater. (2) All,dissolved salts in sewage effluent will be carried to the groundwater. Aawever, bacteria and detergents (phoaphate pot- tion) are mos[lp removed by ehe deep soil layer above the groundwater and "minor disaolved constituents such as phoe- phates,,which are known to react with soil particles, or nitrates wbich are taken up by plant roots" Will be lese than the total found in septic tank effluents. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background."---"The analptical results of the forecast impact of-year 2020 when compared with the present impact both measured ia terms of leachate'volume and diseolved solida concentration, indicate that the present impact on grourdwater quelity is alteady s substantial proportion of the ultimate level." c. Currently, results of chemical analysis,show the total nitrogen content of the groundwater aa iu the range of 2.22 ppm. A projected incremental in- crease using Dr. Todd's expected 8.6 percent would result in ranges 2.19 ppm. Current Federal aad State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the groundwater have the following,general characteri8tics: (1) Collector and central tTeatment systems discharging to suYface waters would require at least tertiaty treatment and perhaps more to obtain a permit far the discharge from the Department of Ecology.
