Conditions of Approval for Short Plat
NOTE: Those checked are applicable
A. Conditions
S1 That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
S2 That a statement be placed in the de-u'ication to the effect that no more "
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creatinq additional lors or
building sites without filing a replat.
(T3 That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
~ That appropriate provision be made that the follow3.ng described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
. border the plat boundary. (`remporary cuI de sacs are required when
streets ternninate at the plat boundaries.)
~ That appropciate street names be indicated.
(H~ That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution on the Planning Department and the utility
companies. Written approval of the easements by the utility company
must be received prior to the submittal of the final plat.
~ That a certificate of title be furnished the Planning Depactment prfor to
the filing of the final plat.
S8 That an avigation easement satisfactory to the Spokane Airport Board be
provided for the benefit of Fairchild Air Force Base and Spokane Inter-
national Airport.
S9 That conditional approval of the plat is given subject to the dedication of
right of way to the public and apprn--al of the road system in the plat by
the County Engineer.
S10 That plans, profiles, and cross sections showing proposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
S11 That drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Enqineer for
approval prior to construction and the filing of a final plat.
S12 Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed iand surveyor, who
shall be responsfble for perpetuating all evidence of the location of
suvey monuments which may be dis Lr bed during cons tniction and who shall
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed monuments
have been replaced.
S13 No construction work is to be performed with the Public Right of Way until
a permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
S14 All constrvction within the Public Right of Way is to be coinpleted prior
to filing the final plat or a bond in the amount estimated by the County
i
Engineer to cover the cost of construction of improvements, construction
certification, "As Built" plans, and monurcienting the street centerlines,
shall be filed with the County Engineer.
S15 No direct aces s from lots to S tub Road connections until such road s are
constructed to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 rfght of ways until such time as
additional right of ways are dedicated and roads are established as County
Roads.

S17 Road design, construction, and drafnage conCrol for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
design proposal acceptable to the Srate Highway Department of the proposed
State Higrhway-County Road intersection. State Highway Department
approval of the proposed design must be received prior to the filinq of
the final plat. Improvements to the State Highway are to be the :esponsi-
bilfty of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.

S20 That the following statement be placed in the plat dedication:
WARIVING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit ta be issued
on prperty on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, rnaintain, provide drafnaqe or
snow removal on a private road. This requirement is and shall run
with the land and shall be bindinq upon the owner, their heirs, successors
or assfgns includfng the obligation to parkicipate in the maintenance of
the private road as provided herein.
4P That each lot be authorized for the use of individual on-site sewage
disposal systems . S22 The dedicatory language of the plat will state the sponsor will assume
no responsibility for provision of domestfc water.
S23 That conditional approval be gi.ven subject to provisions fn the plat for a
public sewer system. Approval of the desiqn of said systems must be
given by County and State Health authorities and the County Utilities
Dapartment prior to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Worjcs D-apartment.
S24 That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.
S25 Prfor to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
dis trict .
S26 That an on-site sewage management system be created and approved by the
Spokane County Health Dis trict prior to filing of the Final Plat.

2 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authocities. The
health authorities, water supplfer (purveyor) , and fire protection dis trict
will certify, prior to the filing of the final plat, on the face of safd
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certifica tion will be draf ted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangfl---,snts have
been made with the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for aompletion
of the water system and inspection by the appropriate health authorities
prior to application for building permits wfthin the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mit due to the failure of the plat sponsor to satisfactorily complete the
approved wa ter sys tem .
S29 The plat dedicatian will contain a stateraent to the effect that the public
water system as approved by County and State Health authorities and
the local fire distrlct and purveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service as
well as fire protection to each lot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolutfon No. 77-1392 be
accomplished by the project applicant within thirty (30) days of focmal
action by the Short Plat Adminsitrator or before the ffling of the final
plat; as instructed by the Planning Department,

1. Topography, soils aad water.
a. Field survey bp Gene-Sharp done June 21, 1978, showed a flat uneven
terrain. One existing well that is not presently utilized is located
200 feet from the south property line of this plat.
b. Soils are Spriagdale (Sxb) and listed as slight limitation for sewage
disposal wfth possible contamination of grouadwater.
c. 3'he tJashingtoa Water Power has indicated that they are able to provide
- water to the plat and.that satisfactory arrangements have been made for
service.
d. The plat apansor has proposed two (2) lots on twa acres.
2. Recommend that:
a. An on-site sewage management system be reqnired if the number of dwelling
units authorized in the plat exceede seven (7).
b. An on-site subsurface disposal system be suthorized for each lot.
c. A public water system including fire flows serve each lot prfor to sale
of the lot. 0
