A. Conditions
S1 That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
~ That a statement be placed in the det'-tica[ion to the effect that no more
than one dwelling stnicture be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creatinq additional lots or
building sites without filing a replat.
S3 That the plat provide for cight of way width for streecs as indicated on the
preliminacy plat of record. ,
S4 That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries.)
SS That appropriate stceet names be indicated.
S6 That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution on the Planning Department and the utility
companies. Written approval of the easements by the utility company
must be received prior to the submittal of the final plat.
S7 That a certificate of title be furnished the Planninq Dapartment prior to
the filing of the final plat.
S8 That an avigakion easement satisfactocy to the Spokane Airport Board be
provided for the benefit of Fairchild Air Force Base and Spokane Inter-
national Airport.
S9 That conditional approval of the plat is gtven subject to the dedication of
right of way to the public and apprn!.•al of the coad system in the plat by
the County Engineer.
S10 That plans, pcofiles, and cross sections showing proposed street center-
line and cucb grades be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
S11 That drainage plans and desiqn calculations showing the grades and
aliqnment of dcainaqe facilities be submitted to the County Engineer for
approval prior to construction and the filinq of a final plat.
S12 Constcvction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible foc perpetuating all evldence of the location of
suvey monuments which may be disturbed during construction and who shall
furnish the County Enqineer with "As Built" plans and a certificate in
wciting that all improvements were installed to the lines and grades
shown on the approved consttvction plans and that all disturbed monuments
have been replaced.
S13 No construction work is to be performed with the Public Riqht of Way until
a permit has been issued by the County Enqineer. All work is su biect to
inspection and approval by the County Engineer.
S14 All construction within the Public Right of Way is to be completed prior
to filing the final plat or a bond in the amount estimated by the County
• ~
Engineer to cover the cost of construction of improvements, construction
certification, "As Built" plans, and rnonumenting the street centerlines,
shall be filed with the County Engineer.
S15 No direct acess from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 right of ways until such time as
additional right of ways are dedicated and roads are established as County
Roads.
S17 Road design, construction, and dcainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
design proposal acceptable to the State Hiqhway Department of the proposed
State Highway-County Road lntersection. State Hlqhway Department
approval of the proposed design must be received prior to the filing of
the final plat. Improvernents to the State Hiqhway are to be the responsi-
bility of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.

County Engineer.
520 That the followinq statement be placed in the plat dedication:
WARNING: Spokane County has no responsibility to build, itnprove,
maintain, oc otherwise service the private roads contained within or
providing secvice to the property described in this plat. By acceptinq
this plat or subsequently by allowing a buildinq permit to be issued
on prperty on a private road, Spokane County assumes no obliqation for
said private road and the owners hereby acknowledge tha[ the County has
no obliqation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide dr-31nage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, succes sors
or assiqns including the obligation to participate in the maintenance af
the priva te road a s provid ed herein.
21 That each lot be authorized for the use of individual on-site sewage
disposal systems.
S22 The dedicatory language of the plat will state the sponsor will assume
no responsibility for pcovision of domestic water.
S23 That conditional approval be given subject to pcovisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorities and the County Utilities
Department prior to filinq of the final plat. A suitable guarantee will
be required to cover the cos t of providing said sys tem in the amount a s
determined by the Public Works Dzpartment.
S24 That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.
(%~2Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
dis trict .
S26 That an on-site sewage management system be created and approved by [he
Spokane County Health Dfstr' y~ orior to :"linq of the ]Final plat.

S27 That a plan fvr water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire protection distcict
will certify, prioc to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certification will be drafteci on a transparency suitable for reproduction.
(F2~8) The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arranqemQnts have
been made with the plat sponsor for construction of tha water system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for aompletion
of the water system and inspection by the appropriate heaith authorities
pcior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a buildinq pec-
mit due to the failure of the,plat sponsor to satisfactorily complete the
approved water systetn.
S29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authoclties and
the local fire district and purveyoc will be installed within this plat,
and the subdivider will provide for individual domestic water service as
well as fire protection to each lot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C OSO
RCW and the Board of County Commissioners; Resolution No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department.

No exfsting wells were lorated on or adjacent to the property.
Soils are Garrison gravel.ly loam and are listed as having slight lfmitations
for sewage disposal iaith possible contamination of groundoyater. ~
The Trentwood Irrigation District has indic ' ated that they are able to provide
water to the plat, ho«ever; satisfactory arrangements have not heen made for
service as of May S, 1978.
'The plat sponsor has proposed five lots on 4.21 acres. An on-site sewage
management spstem will be required if the number of dcfelling units authorized
in the plat exceeds 15.
