NOTE: Those checked are applicable
A. Conditions
S1 That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
~ That a statement be placed in the dedication to the effect that no more
than one dwelling sttucture be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filinq a replat.
Q That the plat provide for right of way width for streets as indicated on the
preliminaty plat of record.
~ That appropriate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the p1aC boundaries.)
55 That appropriate street names be indicated.
~ That appropriate utility easements be indicated on copies of the approved
preliminary plat for dfstribution on the Planning Department and the utility
companies. Written approval of the easements by the utility company

the County Engineer.
S10 That plans, profiles, and cross sections showing proposed street centec-
line and curb grades be submftted to the County Engineer for approval
prlor to construction and the filing of a final plat.
S11 That drainage plans and design calculations showinq the grades and
~ alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and the filing of a final plat.
S12 Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible for perpetuating all evfdence of the location of
suvey monuments which may be dis Lr bed durinq cons truction and who shall
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed ncionuments
have been replaced.
I3 No constniction work is to be performed with the Public Right of Way until
a permit has been issued by the County Engineer. All work is su biect to
inspection and approval by the County Engineer.
S14 Ali const,cuction within the Pubiic Right of way is to be completed prior
to filing the final plat or a bond fn the amount estimated by the County

Engineer to cover the cost of construction of improvements, construction
certffication, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engfneer.
S15 No direct acess from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 right of ways until such time as
additional right of ways are dedicated and roads are established as County
Road s .
S17 Road design, constcuction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
dEsign proposal acceptable to the State Hfghway Department of the proposed
State Highway-County Road intersection. State Highway Department
approval of the proposed design mus t be received prior to the filing of
the final plat. Improvements to the State Highway are to be the :esponsi-
bility of the sponsor and may either be cons tn,icted or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Dzpartment.

to lots of the plat shall be paved andAW curbed to the standards of the
County Engineer.
S20 That the following statement be placed in the plat dedication:
WARNING: Spokane County has no responsibflity to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued
on prperty on a private road, Spokane County assumes no obligation foc
said prfvate road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repafr, improve, maintaf.n, provide dninage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assigns including the obligation to participate in the maintenance of
the priva te road a s provided herein.
S21 That each lot be authorized for the use of individual on-site sewage
disposal sys tems .
S22 The dedicatocy language of the plat will state the sponsor will assume
no responsibility for provision of domestic water.
S23 That conditional approval be given subject to provisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorities and the County Utilities
Department prior to filinq of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Works Dzpartment.
S24 That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and indivfdual service
will be provided to each lot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
dis trict .
26 That an on-site sewage management system be created and approved by the
Spokane County Health Dis trict prior to filing of the Final Plat.

S27 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire prokection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire protection distrlct
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said watec plan and
certffication will be drafted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangei-"% Pnts have
been made with the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for vompletion
of the water system and inspection by the appropriate health authorities
prior to application for buiiding permits withfn the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a buildfng per-
mit due to the failure of the plat sponsor to satisfactorily complete the
approved water sys tem .
S29 The plat dedication will contain a statement to the effect that the publfc
water system as approved by County and State Health authorities and
the local fire district and purveyor will be installed within this plat,
and Che subdivfder will provide for individual domestic water service as
well as ffre protection to each lot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE Or^ ACTIOIV pusuant to 43.21C OSO
RCW and the Board of County Commissioners; Resolution No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department.

a. Field sus-dey by Scott Fink done June 27, 1978, ahowed a flat area
surrounded by older exieting hvmea. A1o existing wells Were located
on or adjacent to the property.
b. Soils are Garrison gravelly loam and are-listed as having slight
limitatioes for sewage dfsposal with possible contamination of
groundwater.
c. The Orchard Avenue Zrrigation District has indicated thet they are
able to provide water to the plat and that satisfactory arrangements have
been made for service as of 7-6-1978.
d. The plat sponsor has proposed 3 lots on 0.6 acrea.
2. Recommend that:
a. The f inal plat shall be designed as indicated on the preliminary
plat of-record andlor attached sheets as noted.

~ Drainage plans and desi$n calculations showing the grades and alignment
-of drainage facilities shall be submitted to,the County Engineer and
Spokane Couaty Health District for approval prior to construction
and the f iling of the f inal plat.
