THIS MATTER, an application for the approval of a short plat, pursuant
to Spokane County Resolution N'o. 78-291, came before the Spokane County Short

Havin-3 reviewed the records and files in this matter, the Spokane County
Short Plat Admfnistrator makes the following:
FINDINGS OF FACT AND CONCLUSION
I
That apprflprfat2 provisions have been made for sewage disposal, water
. supply, storm water control, circulation, fire protection, and other necessarv public
facilities 3nd utili-ies.

That t..he uses and der.sity pnoposed by the plat sponsor appear to be com-
patible with existing development in the immediate area as weil as being compatible
with the Spokane County Comprehensive Plan.
III
That no significant adverse environmental impact will likely result feom the
approval of this prop4 sal.
Therefore, the Spokane County Short Plat Administrator hereby issues this
DECISION
Short Plat Application as submitted by the applicant is hereby approved
subiect to conditions which shall be complied with by the applicant and/or sponsor
prior to finalization of the short plat.

ILI) That the plat be designed as indicated on the preliminary plat of recoc9d
and/or attached sheets as noted.
S2 ~ That a statement be placed in the dec•fcation to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdfvided for the purposes of creating additional lots or
building sites without filing a replat.
~ That the plat provide for right of way width for streets as indicated on the
preliminacy plat of record.
~ That approprlate provision be tnade that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edqes of all streets that terminate or
border the plat boundary. ('Temporary cul de sacs are required when
streets terminate at the plat boundaries.)
That appropriate street names be indicated.

preliminaty plat for distribution on the Planning Department and the utility
companies. Written approval of the easements by the utility company
mus t be received prior to the submittal of the final pla t.

the €iling of the final pla t.
S8 That an aviqation easement satisfactory to the Spokane Airport Board be
provided for the benefit of Fairchild Air Force Base and Spokane Inter-
national Airport.
S9 That conditional approval of the plat is given subject to the dedication of
rlght of way to the public and appr^!.-al of the road system in the plat by
the County Engineer.
S10 That plans, profiles, and cross sections showing proposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
S11 That drainage plans and design calculations showing the grades and
alignment of drainage facilities be submattted to the County Engineer for
approval pcior to construction and the filing of a final plat.
S12 Constructfon within rhe proposed public streets and easements shall be
pecformed under the direct supervision of a licensed Iand surveyor, who
shall be responsible for perpetuatfng all evidence of the location of
suvey monuments which may be dis Lir bed during cons tnuction and who shall
furnish the County Engineer with "As Buflt" plans and a certificate fn
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed monuments
have been replaced.
S13 No construction work is to be performed with the Public Right of Way until
a permit has been issued by the County Engineer. All work is su bject to
inspection and approval by the County Engineer.
SI4 All construction within the Public Right of Way fs to be completed prfor
to filing the final plat or a bond fn the amount estimated by the County
Engineer to cover the cost of construction of improvements, construction
certification, "As Built" plans, and monumenting the street centerlines,
shall be filed with the County Engfneer.
S15 No direct acess from lots to Stub Road connections until such roads are
constnicted to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 right of ways until such time as
additional cight of ways are dedicated and roads are established as County
Roads.
S17 Road design, construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
de.sign proposal acceptable to the State Highway Department of the proposed
State Highway-County Road intersection. State Highway Department
approval of the proposed design must be received prior to the filfng of
the final plat. Improvements to the State Highway are to be the -esponsi-
bility of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.

. Existing county roads providing direct access
to lots of the plat shall be paved and;*arcurbed to the standards of the
County Engineer.
140hat the following statement be placed in the plat dedication:
WARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the prlvate roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowinq a building permit to be issued
on prperty on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, cons truct, alter, repair, improve, maintain, provide dr3lnaqe or
snow reTnoval on a private road. This requirement f s and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assigns including the obligation to participate in the maintenance of
the priva te road a s provid ed herein.
CS21) That each lot be authorized for the use of individual on-site sewage
~ disposal systems.
S22 The dedicatory language of the plat wl11 state the sponsor will assume
no responsibility for provision of domestic water.
S23 That conditional approval be gfven subject to provisions in the plat for a
public sevver system. Approval of the design of said systems must be
given by County and State Health authorlties and the County Utilities
Dapartment prior to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Works Dzpartment.
S24 That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the pcoposed water
district.
S26 That an on-site sewaqe management system be created and approved by the
Spakane County Health District prior to filing of the Final Plat.

That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire protection district
, will certify, prfor to the filinq of the final plat, on the face of safd
water plan that the plan is in conformance with their requirements and
will adequately satisfy thefr respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the filing of the final pla t on a
copy of said water plan tha t appropriate contractual arrang~ nn.ents have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
s chedule . The time s chedule will provid e, in any ca s e, for oomple tion
of the water system and inspection by the approprfate health authorities
prior to application for building permits within the plat. The contractual
arrangements will include a provision holdinq Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mft due to the failure of the plat sponsor to satisfactorily complete the
approved wa ter sys tem .
S29 he plat dedication will contain a statement to the effect that the public

and the subdivider w#11 provide for individual domestic water service as
well as fire protection to each lot pcior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolution No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department,

1. Topography, soils and water.
a. Field survey by Gene Sharp done June 15, 1978, showed a flat f ield.
ido existing wells were located on or adjacent to the property.
b. Soils are Garrison gravelly loam (GgA) and listed as having slight
limitation for sewage disposal with possible contamination of
groundcaater.

c. Vera Water and Power Company has. indicated that they are able to
provide water to the plat, however, satisfactorp arrangements have
not been made for service as of April 14, 1978.
d. 1'he plat sporsor has proposed two (2) lots on 1.41 acres.
2. Recommend that:
a. An,on-site sewage management system be required if number of dwelling
units authorized in plat-exceeds 9.
. The dedicatory language of the plat will state that each lot is autho-
