S1 That the plat be designed as indicated on the preliminaly plat of record
and/or attached sheets as noted,
~ That a statement be placed in the deetication to the effect that no more ~
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
~ That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.

be held in trust until the contfnuation of the streets be dedicated or

S15 No direct acess from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.

drzsign proposal acceptable to the State Highway Department of the proposed
State Hiqhway-County Road intersection. State Highway Department
approval of the proposed design must be received prfor to the filing of
the final plat. Improvements to the State Highway are to be the -esponsi-
bility of the sponsor and may efther be constructed or a bond to cover the

or assigns including the obligation to participate in the maintenance of

Spokane County Health Dis tcict prior to ffling of the Final Plat.

S2 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorlties. The
health authorities, water supplier (purveyor) , and fire protection district
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
S2 The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan tha t appropriate contractual arrangei: ents have
been made with the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for oompletion
of the water system and inspection by the appropriate health authorities
prior to application for buildfng permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mit due to the failure of the plat sponsor to satisfactorfly complete the
approved water sys tem .
S29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and purveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service as
well as fire protection to each lot prior to sale of each lot.
(S3O That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolutfon No. 77-1392 be
accomplished by the project applicant wfthin thirty (30) days of formal

1. Topography, soils and water.
a. Field Survey by Scott Fink done 7-11-78, showed sloping ground to the
eaet with 5=15% slope. A seasonal watercourse runs through parcel 1
and'oa to adjacent property. One existing well was located on the prop-
erty on p'arcel #1.
b. Soils are Bong and Phoebe loamy sands and are listtd as haviag slight
limitations where slope is 0 to 8 percent; moderate wheze elope is 8 to
15 percent, and severe where slope is more than 15 percent (possible
coDtamination of groundwater.)
c. The Libertq Lake Utilities District has indicated that they are able to
pzovide watef to the plat, and-satisfactoicy arrangements have been made
for aervice as of 6-20, 1978. The subd1vision is not situated within
their service area at this time.
d. The plat sponaor has proposed 4 lots on 3.68 acres.
2. Reccmmend that :
~ An on-site sewage management system be required if the number of
dwelling units authorized in the plat exceeds twelve (12).
b. Due to slope, parcels 2, 3, and 4 will require a minimum SS foot set-
back to accomodate front yard drainffelds.
~ A 100 fcot sgparation will be. required, between all drainfield areas and
the seasonal water-course. The exact location shown on the_final'-drain-
age plan to be submitted shall refict this drainage. If this separatton
cannot be maintained with-the existing°location then.rechanneling ot cul-
vert will be required,
Q. FBefore filing the f inal plat must be incorporated into the service bound-
ary of Liberty Lake U'tilities D'ist-r-ict. This,will necessitate Boundary
Review Board approval. 'The sponsor'is to provide evidence that the plat
has*been incorporated into the service boundary before the final signing
