S1 That the plat be designed as indicated on the preliminary plat of record

S15 No direct acess from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 cight of ways until such time as
additional right of ways are dedicated and roads are established as County
Roads.
S17 Road design, construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
desiqn proposal acceptable to the State Highway Department of the proposed
State Highway-County Road intersection. State Highway Department
approval of the proposed design must be received prior to the filing of
the final plat. Improvements to the State Highway are to be the -esponsi-
bility of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.
S1a That all roads within the plat be curbed and/or paved to the specification
of the County Engineer. Existing county roads providing direct access
to lots of the plat shall be paved and/or curbed to the standards of the
County Engineer.
S20 That the followfng statement be placed in the plat dedication:
WAR1VING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued
on prtperty on a private road, Spokane County assumes no obligation for
said prfvate road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, cons truct, alter, repair, improve, maintain, provide dr3inage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assiqns includinq the obligation to participate in the maintenance of
the priva te road a s provid ed h erein .
S21 That each lot be authocized for the use of individual on-site sewage
disposal systems .
S22 The dedicatory language of the plat will state the sponsor will assume
no responsibility for provisfon of domestic water.
S23 That conditional approval be given subject to provisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorities and the County Utilities
Dapartment prior to ffling of the final plat. A suitable guarantee will
be required to cover the cost of provfding said system in the amount as
determined by the Public Works Dspartment.
That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and individual service

also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire protection dis trict
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.

copy of said water plan that appropriate contractual arrangPirQnts have
been made wf.th the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a time

of the water system and inspection by the appropriate health authorities

arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a buildfng per-
mit due to the failure of the plat sponsor to satisfactorily coinplete the
approved water systenl.

water system as approved by County and State Health authorities and
the local fire district and purveyor will be installed within this plat,
and the subdivider will provide for individual domestic waeer service as
well as fire protectian to each lot prior to sale of each lot.
S30 That the provfsfons of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolution No. 77-1392 be

to Spokane County Resolution No. 78-291, came before the Spokane County Short

Having reviewed the records and files in this matter, the Spokane County
Short Plat Administrator makes the following:
FINDINGS OF FACT AND CONCLUSION
I
That appropriate provisions have been made for sewage disposal, water
supply, storm water control, circulation, fire protection, and other necessary public
facilities and utili°ies.

That rhe uses and density proposed by the plat sponsor appear to be com-
patible wi*h existing development fn the immediate area as well as being compatible
with the Spokane County Comprehensive Plan.

a. Field survey by Scott Fink done July 10, 1978, showed fl.at open ground
surraunded by several businesses and existing homes. No exist-ing wells
were located on or adjacent to the property.
b. Soils are Garrison gravelly loam and are listed as having slight limita-
tions for sewage disposal with possible contamination of groundcaater.
c. The Modern Electric Water District has indicated that they are atile to
provide water to the plat, however, satis£actory arrangements have not
been made for service as of June 7, 1978.
d. The plat sponsor has proposed fovr(4) lots on 1.1 acres.
2. Recotmnend that :
. An on-site sewage management system be required if the number of dwell-ing
units authorized in the plat exceeds four (4).
b. The f.inal plat shall be designed as indicated on the preliminary plat of
~ record and/or attached sheets as noted.
