THIS MATTER, an application for the approval of a short plat, pursuant
to Spokane County Resolution No. 78-291, came before the Spokane County Short

Having reviewed the records and files in this matter, the Spokane County
Short Plat Administrator makes the followinq:
FINDINGS OF FACT AND CONCLUSION

That appropriate provisions have been made for sewage disposal, water
supply, storm water control, circulation, fire protection, and other necessary public

(2LO) That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
S2 That a statement be placed in the dee-ication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
S3 i That the plat provide for right of way width for streets as indicated on the
prelfminary plat of record.

aliqnment of drainage facilities be submitted to the County Engfneer for
approval prior to construction and the filing of a final plat.
S12 Construction within the proposed public streets and easements shall be
performed under the direct supervision of a lfcensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of

furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements vvere installed to the lines and grades
shown on the approved construction plans and that all disturbed monuments

dEsign proposal acceptable to the State Highway DePartment of the proposed
State Highway-County Road intersectfon. State Highway Department
approval of the proposed design must be received prior to the filing of
the final plat. Improvements to the State Highway are to be the : esponsi-
bility of the sponsor and may either be constructed or a bond to cover the
cost o# such impcovements furnfshed to the County Engineer fn the amount
as determined by the County Engineer and the State Highway D2partment.

WARNING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the ptivate roads contained within or
providing service to the property described in this plat. 8y accepting
this plat or subsequently by allowing a building permit to be issued
on poperty on a private road, Spokane County assumes no oblfgation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever ro establish, examine,
swrvey, construct, alter, repair, improve, maintain, provide drdinage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or as sfgns including the obligation to participate in the maintenance of
the private road as provided herein.

S22 The dedicatoty language of the plat will state the sponsor will assume
no responsibility for provision of domestic water.

given by County and State Health authorities and the County Utilfties
Department prior to filing of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Works Department.

sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.

S26 That an on-site sewage manaqement system be created and approved by the
Spokane County Health Dis trict prior to filing of the Final Plat.

S27 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been appcoved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire protection district
will certify, prior to the ffling of the final plat, on the face of said
water plan thar the plan fs in conformance with their requirements and
will adequately satisfy thefr respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the ffling of the final plat on a
copy of said water plan that appropriate contractual arrange j:% Fints have
been made with the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a tfine
schedule. The time schedule will provide, in any case, for vompletion
of the water system and inspection by the appropriate health authorities
prior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mit due to the failure of the plat sponsor to satisfactorily complete the
approved wa ter sys tem .
S29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health autharfties and
the local fire district and purveyor will be installed wfthin this plat,
and the subdivider will provide for individual domestic water service as
well as fire protectfon to each lot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commf s sioners; Re solutfon No. 7 7-13 92 be
accomplished by the proiect applicant within thirty (30) days of focmal

1. Topography, soils and water.
a. Fiel'd survey by Dick Ellis done,July 12-, 1978, showed a relatively
flat area with one existing residentia:l structure located on it.
b. Soils are Garrison gravelly loam and are listed as having slight liani-
tations for sewage disposal with passible contamination of gtoundwater.
c. The Consolidated Irrigation nistrict #19 has indicated that they are
able to pravide water to the plat and satisfzctory arrangements have
been made to this effect.
d. The plat sponsor has proposed two lats on 1.75 acres.

rized the use of an ind-ividual on-site sewage disposal system.
