Dear Bob;
On this particular short plat, we won't send a form letter.
I intend to sign off the short plat when it is presented to
me. As far as the easements required, there will be none,
as the only service will be water. We have made arrange-
ments with the owner to modify the water service to the ex-
is ting home on the one lot and provide new service to the
other lot. The only complication is the power pole that
may have to be relocated. The developer will have to pay
the cost of this.

A. Conditions
S1 That the plat be designed as indicated on the preliminacy plat of record
and/or attached sheets as noted.
S2 That a statement be placed in the dedication to the effect that no more
than one dwelling s tructure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.
4 That appropciate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries.)

furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvernents were installed to the lines and grades

S13 No construction work is to be performed with the Public Right of Way until

S15 No direct acess from lots to Stub Road connections until such roads are

S17 Road design, construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Enqineer a
dEsign proposal acceptable to the S tate Highwap Department of the proposed
State Highway-County Road intersection. State Highway Department
approval of the proposed desfgn must be received pcior to the filing of
the final plat. Improvements to the State Highway are to be tile -esponsi-
bility of the sponsor and may efther be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.

S20 That the following statement be placed in the plat dedication:
WARIVING: Spokane County has no responsibility to build, improve,
maintain, or otherwise service the prfvate roads contained within or
providing service to the property described in this plat. By acceptfng
this plat or subsequently by allowfng a building permit to be issued
on poperty on a private road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge thar the County has
no obliqation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide drainage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assigns including the obligation Co participate in the maintenance of
the priva te road a s provided herein.
('S20 That each lot be authorized for the use of individual on-site sewage
disposal systems .
S22 The dedicatocy language of the plat will state the sponsor will assume
no responsibility for provision of domestic water.
S23 That conditfonal approval be given subject to provisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorities and the County Utilities
Department prior to filing of the final plat. A suitable guarantee will
be requfred to cover the cost of providing said system in the amount as
determined by the Public Works Department.
S24 That a statement be placed in the dedication to the effect that a public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
district.
S26 That an on-site sewaqe management system be created and approved by the
Spokane County Health Dis trict prior to filing of the Final Plat.

S27 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorftfes, water supplfer (purveyor) , and fire protection district
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with eheir requirements and
will adequately satisfy theic respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the filing of the ffnal plat on a
copy of said water plan that appropriate contractual arrangQ--:.' ents have
been made with the plat sponsor for construction of rhe watsr system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for oompletion
of the water systein and inspection by the appropriate health authocities
prior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mit due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire dfstrict and pucveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service as
well as fire protection to each lot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTTON pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolution TVo. 77 1392 be
accomplished by the pcoject applfcant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department.
