THIS MATTER, an application for the approval of a short plat, pursuant
to Spokane County Resolution No. 78-291, came before the Spokane County Short
Plat Administrator on the f~p A day of 4d46 , 1978.
Having reviewed the records and files in this matter, the Spokane County
Shoct Plat Administrator makes the following:
FINDINGS OF FACT AND CONCLUSION
I
That approprfate provisions have been made for sewage disposal, water
supply, storm water control, circulation, fire protectian, and other necessarv public
facilities and utili-ies .
II
That the uses and densi*y proposed by the plat sponsor appear to be com-

patibie with existing development in the immediate area as well as being compatible
with the Spokane County Comprehensive Plan.

That no significant adverse environmental impact will likely result fi-om the

Therefore, the Sporane County Short Plat Administrator hereby issues this

Short Plat Application as submitted by the applicant is hereby approved

Sl That the Plat be designed as indicated on th R reliminary plat of record
and/or attached sheets as noted.
S2 That a statement be placed in the dee-ication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
S3 That the plat provfde for right of way width for streets as indicated on the
preliminary plat of record.
S4 That approprlate provision be made that the following described property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1' strlp at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries.)

S6 That appropriate utility easements be indicated on copies of the approved
preliminary plat for distribution on the Planning Department and the utility
companies. Written approval of the easements by the utility cornpany
must be received prior to the submittal of the final plat.
S7 That a certificate of title be furnished the Planni.nq Department prior to
the filing of the final plat.
S8 That an avigation easement satisfactory to the Spokane Airport Board be
provfded for the benefit of Fafrchfld Afr Force Base and Spokane Inter-
national Airport.
S9 That conditional approval of the plat is given subject fo the dedication of
right of way to the public and appr.^•~-al of the road system in the plat by
the County Engfneer.
S10 That plans, profiles, and cross sections showing proposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to construction and the filing of a final plat.
Sll That drainage plans and design calculations showing the grades and
. alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and rhe filing of a final plat,
S12 Construction withi.n the proposed public streets and easements shall be
perfortned under the direct supeYVision of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of
suvey monuments which may be distrirbed during construction and who shall
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that alI disturbed monuments
have been replaced.
SI No construction work is to be performed with the Public Right of Way until
a permit has been fssued by the County Enqineer. All work is su biect to

S14 All constniction within the Public Right of Way is to be completed prior
to filing the final plat or a bond in the amount esti.mated by the County

Engineer to cover the cost of consttruuction of improvements, construction
certificatfon, "As Built" plans, and monumenting the s treet centerlines,
shall be filed with the County Engfneer.
S15 No direct acess from lots to Stub Road connections until such roads are
constructed to County Standards and established as County Roads.
S16 No direct access from lots to 1/2 right of ways until such time as
additional right of ways are dedicated and roads are established as County
Roads.
S17 Road design, construction, and drainage control for 1/2 rights of ways
and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
ciESign proposal acceptable to the State Highway Department of the proposed
State Highway-County Road intersection. State Highway Department
approval of the proposed design must be received prior to the filing of
the final plat. Improvements to the State Highway are to be the Tesponsi-
bility of the sponsor and may either be constructed or a bond to cover the
cost of such improvements furnished to the County Engineer in the amount
as determined by the County Engineer and the State Hfghway Department.

S20 That the following statement be placed in the plat dedication:
WARrTING: Spokane County has no responsibility to build, improve,
maintain, or otherwise servfce the private roads contained withfn or
providing service to the property described in this plat. By accepting
thfs plat or subsequently by allowing a building permit to be issued
on pnperty on a private road, Spokane County as sumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, maintain, provide dr3inage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assiqns including the obligation to participate in the maintenance of
the priva te road as provided herein.
S21 That each loe be authorized for the use of individual on-site sewage
disposal systems.
S22 The dedicatocy language of the plat will state the sponsor will assume
no responsibility for provision of domestic water.
S23 That conditional approval be given subiect to provisions in the plat for a
public sewer system. Approval of the design of said systems must be
given by County and State Health authorities and the County Utilities
Dapartment prior to filfng of the final plat. A suitable guarantee will
be required to cover the cost of providing said system in the amount as
determined by the Public Worjcs Department.
S24 That a statement be placed in the dedication to the effect that a public
sewer syseem will be made available for the plat and individual service
will be provided to each lot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the proposed water
dis trict .
S26 That an on-site sewage management system be created and approved by the

27 That a plan for water facilities adquate for fire protection be approved
by the water supplfer and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The
health authorities, water supplier (purveyor) , and fire proteckion district
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in confocmance with their requirements and
wfll adequately satisfy their respective needs. Safd water plan and
certification will be drafted on a transparency suitable for reproduction.
S28 The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan tha t appropriate contractual arrange, -aPnts have
been made with the plat sponsor for construction of the watsr system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule wiIl provide, in any case, for oo mpletion
of the water system and inspection by the approprfate health authorities
prfoc to application for building permits within the piat. The conttactual
arrangements will include a provision holdi.ng Spokane County and the
purveyor harrnless from claims by any lot puchaser refused a buildinq per-
mit due to the faflure of the plae sponsor to satisfactorily complete the
approved water sys tem .
29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and
the local fire district and purveyor wfll be installed within this plat,
and the subdfvider will provfde for individual domestic water service as
well as fire protection to each Iot prior to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolution No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department.

c. Modern Electric and Water Company has indicated that they are

factory arrangements have been made.
d. The plat sponsor has proposed 3 lots on .6 acres.
2. Recommend that:
a. An on-slte management system,be required if the number of dwelling
units authorized in the plat exceeds 2.
b. The dedicatory language of the plat will state that each lot is
authorized the use of-an individual on-site sewage di,sposal system.
c. A pl:an for water facilities adequate for domestic use, domestic
irrigation use and fire protectio'n use shall be approved by the
water supplier. Said water plan must have been approved by the
fire protection district and the appropriate health authorities.
The health authorities, water supplier (purveyor), and fire
protection district will certify, prior to the filing of the final
plat, on the face of said water pl.an that the plan i's in comformance
with their requirements and will adequately satisf~► their respective
. needs. Sai d water pl an and certi fi cati on 'wi l l be ~ drafted on a
transparency suitable for reproduction,
d. No more than one dwelling unit shall be authorized on eacii lot.
e. The plat dedication will contain a statement to the effect that:
"The public water system as approved by County and State Health

within this plat, and the subdivi-der will provide for individual .
