Parc Centre PUD Plat is a6.30 acre development of 22 siragle family residential lots lacated
north and vvest of the intersectivn of 12th Aaenue and Pierce Raad in the Spvkane Va11ey wifihin
Spvkane Gaunty,Washington. The site is currently Wacartt with field grass and fallvw fields as
the predvminant Yand cvver and vegetation. Single family residential develQpment lies to the
sauth and east. A aicinity and Tvcation map have heen included vvithin the technical section of
this document.
PURPGSE
The purpase of fhis report is to determine the extent of storm draanage facilities wtuch will be
. reguired ta dispose of the increase in starmwater ranaff created by the develapment of the Parc
Centre PUD plat. The startn drainage facilities on this praject will be designed to d'aspose of
runnff from a ten year design storm far the Qrrsite basins, and the ffty year storna event for basins
with offsite drainage, as required by the 5pvkane CQUnty Guidelines for Stormrvater
Management. This development is within the Aquifer Sensitive Area of Spokane Cvunty and is
subject tv '20$' requirements. For this prtaject, the 1 0- and 50- year curve from the Spokane,
Medical Lake, Reardcan, Cheney and Rockford intensity curves was used, as we11 as the SCS iso-
plravial rainfall curves.
A1VALYSIS ~ETHODOLOGY
per the Spvkane Cvunty Guidelines far Stormwater Management, the Rationa1Method, which is
recommended far basins Tess than ten acres in size, will be used tv detercnine tk►e peak discharges
and runaff vvlumes for all ansite basins.

The existing site naturally dxains to the north and west. Within the plat the natural topography
- vaas used as much as possible to route storm drainage. Uue to the flat slvpes encountet'ed, no
concentrated pre-existing flaws were observed nvr were there any signs t,hat anything other than
sheet flow and ground absaa-ption have occurred on this site. The general s1opes within this plat

vary frvm flat ta nearfly flat with the maximum existing slvpe at 0.0 l ft.lft. For development
Purpvses as stated the natural slaping was used far design and is mainta3ned as p4ssible

S!]ILS
As can be seen from the accomparaying soils map frorn the Spokane County 5oils Survey as
performed by the SCS, the site cvnsists of ane type of soil within the Class B type. This svil tyge
is described as follvws.
McB - Marble sandy loam, 0 tfl 8 pereent slopes: Soils wathin this soil ty}ae are excessively
drained svils of moderately rapid permeability, with a surface 1ayer vf loamy sa.nd, lvamy caarse
sand, or sandy 1oan and a subsoil stratum of coarse sand. They formed in sandy autwash under
grass, shrubs, and scattered pines. Surface runaff is slow, and #here is ti#t1e or nv hazaurd af
erosian. Staokane Countv Guidelines for Stornnwater Mar►aaernent indicate this ta be a 5ai1
Crroup Type A and pre-approved for drywelY instaLlation. .

There is a single basin, labeled Basin "iG", vvhich includes some offsite flow. Basin "G" will be
analyzed using a 50 year storm event.
Onsite
As this plat is within the aquifer sensitive area of Spakane County a11 ansite drainage will be
callected..and treated using the "208" runaffmethad as described in the Spakatie Corxnty
Cruidelines for Stcsrmwater Management. To facilitate this artalysis the Parc Centre plat was
divided intn 8 permarient basins (A thraugh I-). Tab1e 1 Iists the basins and pond cvmbinations
for easy reference.

Within each basin the streets are-divided into sub-basins by high and law rroadway grvfiles.
These facilities capture upstrearn stonrtwater runaff' fram the impervious street surface and direct
the runoff intv grassy '20$' ponds. As shawn ora the'2a8' calculativn warksheets included, the
'20$' storage volurne provided is adequate ta perfarm '248' Creatrnent for the rrznaff created by the
first half inch of rainfall.
- Curb Tnlets and Catch Basin Calculations
It is necessary to check the adequacy vf dhe curb inlets, inlets ar catch basins provided tv divert
the runvfFfrvm the gutter inta the'208" pands. The curb inlet calculation sheet included shows
the required lengths of curb openings, as well as the adequacy vf the inlet grates nr catch ba5in
grates.

BASIN DESCRTPTIDNS
Basins A throngh H
Within this plat, and due to the genera1 geographiG features, seaeral basic assurnptions were
follvwed and can be used to describe each basin. First, due to the relative tlatness af the plat aiad
groject vicinity, minimurn road grade is limited to 0.0050 ft.lft; secand; pnnds wi11 be vfthe lot
pond cvnftguration; third, porads wil1 be used along the 12' Avenue frantage to take advantage of
the 10' area between the curb and sidewalk, eliminating the need far additional structures
necessary in the case af dtyvvells being located rtaore thata 8' beyvnd the curb line. All of these
steps have been used in Wariaus hasins throughaut the drainage design of this project.
T'here are two basins, A and Bwhich have been analyzed in the predeveloped and deveiaped
condition to verify that the developed fdaaw is less than the predeuelaped flow. Basin A includes
Lvts 16 ar►d 17, Black 1, vvith a privake drive serving both lots. Grading of the lots is anticipated
to Fv11vw the natural tapography, wh1Gh floVGS 50LlEh to I10Tth Off fiYle plat. TL1pDgraphy W&5 d1Qt
gathered affsite in this area, but the available contnurs indicate flow from south uf these lots to
the nvrth as wvell. No increase in flaw is anticipa,ted due to the pa.ss thrmugh flow. Basin B
inclucEes the back half of Lots 1$- 22, Block L This area's natural slope directs flow to the north,
away frvm the frant yards, toward fhe plat boundary and is therefore not included in any of the
vther basins. Wittr the "C" factar dropping frvm 0.30 for the undeveloped state to 0.15 for the
develaped state due to landscaping, there is not an anticipated increase in flovv in Chis basin as
well. Na treatment ps requgred in these circurnstances.

Dear Bill:
This letter and attached calculations provide the documentation for the pavement design for the
above referenced project. The exhibit drawing included in this package documents that the
samples were obtained at a stated locations and soil classifications done on the samples under
the direct supervision of our geotechnical engineer, Jerry Peterson, P.E.
The resulting pavement design for 11" Lane, the private driveway, 121 Avenue and Pierce
Road are derived from the local access matrix provided by Spokane County at the predesign
meeting. The section for all of the above referenced roads is 2" ACP on 7" CSTC, based on
the soil classification and an ADT for each road of less than 200 trips. Please note that the five
with frontage on 121 are not to have access from the private driveway, leaving a maximum
number of lots accessing Pierce Road at 17. At 10 trips per day, the resulting total ADT is
170. Due to the very short design length of Pierce Road, one soil classification was done on -
the Parc Centre project, but three were done on the adjacent Meadowland, which also has a
section to be improved on Pierce Road.
