2. Topograghy, soils and water:
a. This project lies in a relatively f lat area at the eoutheast corner
of 12th and McAonald RQad. Loca1 drainage ways are insignificant.
It is located oveY the Spokane Vailey Aquifer.
b. Surface soils are clasaed as Garrisvn very grave3.ly loam with 0 to
8% slopes. They have a septic tank filter field limitation of slight
with possible contamtnativn of groundwater.
c. Gealogically the svi1s are glaciofluvia1 deposits; stream-laid sand and
gravel; contains some baulders atn pl.aees; includes svme uridiffetentiiated
glacial deposits. The lower terrace remnants have probably aeen seworked
by streams. These gealogic structrares yield mederate to very large
amarants af water.
d. The data From recorded, registered water wells in the area shaws the
wells are 80 ta 183 feet deep and hane static vater levels varying frarn
50 [a 158 feet below the surf$ce. The r4ta1 nitrogen level was 1.67
PPm• The Vera Water and Fower Company has fndicateci that it can suPFlY
damestic use water for the plat upan completian of agreements wLth the
develaper.

3. Impac[ discussian:
a. The piat sponsor has proposed 3 lots on 1.2•acres. Each lot is to be
served by a public water spstem and its individual on-site sewage dis-
posal sqstem. Thi's raiaes the questions of signi-ficance of the impact
on the groundwater in the area and.possible alternatives for sewage
disposal.
b. In-the course of the-conduct of the Atmy-Corps study, Dr. Todd considered
typical soils, n`a[ural and sewage disposal rechatge to the groundwater,
and,the effect of continued urb'an development in the Spokane River Valley
upon the quality of-the groundwater. In summary, he concluded-.that:
(1) In normal precipitation years subsurface disposal o"f sewage
-treatment eff.luent does reach and recharge the groundwater.
(2) All dissolvedisalts -in .sewage .effluent will be carried to the
-groundwater. However, bacteria and detergents (phosphate,porti'on)
are mostlq removed by the deep soil layer above the groundwater
and "minor dissolved constituents such as Phosphates, which are
•knoant to react• viith_ soil particles-, or nitrates, which are taken,
up by plant roots" will be less than the total found in septic
tank ef f luents-.
(3) "The calculated results a[ the downstream ead of groundwater flow
line indicate tha[ the maximum.range of (dissolved) solids concen-
tration expected at present (1975) is up to 93 mg/1 (milligrams
per liter) above the natural,groundwater background of 155 m$/1:.
The forecast year'2020 maxiinum incremental concentration is.101 mg/1
=above the natural background." "The analytical results o£ the
forecast~impact of year 2020,when compared with the'present impact,
both measured in,terms of leachate volume and dissolved eolids
concentration, indicate that the present impact on groundwater
quality is already a substantial proportion of the ultimate level."
c. Cuirrently, tesults of chemical analysis show the total nitrogen content
of the gTOUadwater as in the range of 1.49~ to 1.67 ppm. A-projected
incremental incgease using Dr.;Todd's expected 8.6 p.ercent would result
in ranges 1.61 to 1.181 ppm. Crarrent-Pederal and State drinkfng water
standards permit up to 14 ppm.
& Alternative seviage d-isposal methods ttiat would not-recharge the gr•ound-
water have the following general characteristfcs:
'(1) Collector-and central treatment systems discharging to-surface
waters would require at least tertiary treatment and perhap9,
more to obtain a permit -fot the discharge.from-the Department
of Ecology. These systems are not''current-ly economically ayail-
able for-this project.
(2) Sealed systems, whether individual or cvmmunity, depend on
evaporation for liquid removal. Some, such as lagoons, have
eafety hazards associated with them and relatively poor cammunitq
acceptance.

~ .Written approval of'the easements -by -Che utility company must 'b.e received
~ prior to the submittal of the :f inal -plat . (NOTE,: The f ir-st sentence is
superfluous if the easements are shown on the preliminary map as-required
by Ordinance-Chapters S-and 6.)
c. Drainage,,plans and design.calculations showing the grades and alignment
of,drainge facilities shall be submitted to the County i3ngineer -and
Spokane County Health District for.approval prior to construction and
the filing of -the final plat.

the_use of an-individual on-site-9ewage disposal system.
e. •Prior to f iling of the -f inal plat, the sponsor shall present -evidence
that the plat lies within the recorded service area of the water
s.ystem proposed to serve the plat. The dedicatory language on the plat
