Said water plan must also have been approved by the appropriate health authorities, The health authorities, water supplier (purveyor) , and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. S28 The pwrveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual arrange:::ents have been made with the plat sponsor for construction of the water system, in accordance wfth the appcoved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for oo mpletion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arrangements will include a provision holding Spokane County and the purveyor harmless from claims by any lot puchaser refused a building per- mft due to the failure of the plat sponsor to satisfactorily complete the approved water system. S29 The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorlties and the local fire distclct and pucveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each lot prfor to sale of each lot. These duplexes were to be located so that two would be adjaccnt to each other. There are uow six duplexes constructed within this area and thres are a.djacent to eacb other. I believe through personal observation that due to the makeup of the ground (clay and bed rock) and the land being low, putting in two or more septic tanks and drain fields will create a health problem. There has been up to or more than twelve inches of water in the field in the spring and summer. 2. The Pratt School is now crowded, classes have thirty or more in a class, two or more families will not help this crowded condition. 3. There have been several duplexes built on llth Avenue this summer. This has increased traffic and since llth is mostly unpaved adds to the dust problem we already have. Between Coleman and Park Road there are cars parked on both sides of the road which is dangerous. and now with more csrs it will become even more dustyand dangerous.
