S1 That the plat be designed as indicated on the preliminary plat of recor+d
and/or attached sheets as noted.
(S2 That a statement be placed in the dee-ication to the effect that no more
than one dwelling stcucture be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.
(4:3 That the plat provide for right of way width for streets as indicated on the
preliminary plat of record.

the County Engineer.
S10 That plans, profiles, and cross sections showing proposed street center-
line and curb grades be submitted to the County Engineer for approval
prior to constnuction and the filing of a final plat.
S11 That drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and the filing of a final plat.
S12 Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of
suvey cnonuments which may be distur bed during cons truction and dvho shall
furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades
shown on the approved construction plans and that all disturbed monuments
have been replaced.

and Stub Road connections are the responsibility of the developer.
S18 That the sponsor shall prepare and submit to the County Engineer a
dESfgn proposal acceptable to the State Highway Department of the proposed
S tate Highway-County Road inters ection . S ta te Highway Department
approval of the proposed design must be received prior to the filing of
the final plat. Improvements to the State Highway are to be t5e 7esponsi-
bility of the sponsor and may either be constcucted or a bond to cover the
cost of such improvements furnfshed to the County Engineer in the amount
as determined by the County Engineer and the State Highway Department.

WARNING: Spokane County has no responsibility to build, improve,
maintafn, or otherwise service the private roads contained within or
providing service to the property described in this plat. By accepting
this plat or subsequently by allowing a building permit to be issued
on prsperty on a prlvate road, Spokane County assumes no obligation for
said private road and the owners hereby acknowledge that the County has
no obligation of any kind or nature whatsoever to establish, examine,
survey, construct, alter, repair, improve, mafntain, provide drainage or
snow removal on a private road. This requirement is and shall run
with the land and shall be binding upon the owner, their heirs, successors
or assigns including the obligation to participate in the maintenance of
the priva te road a s provided herein.
CS 2 That each lot be authorized for the use of individual on-site sewaqe
disposal systems.
S22 The dedicatory Ianguage of the plat will state the sponsor will assume
no responsfbility for provision of domestic water.
S23 That conditional approval be given subject to provisions in the plat for a
public sewer system. Approval of the design of safd systems must be
given by County and State Health authorities and the County Utilities
Dapartment prior to filing of the ffnal plat. A suitable guarantee will
be required to cover the cost of pcoviding said system in the amount as
determined by the Public Worics Deapartment.
S24 That a statement be placed fn the dedication to the effect that a public
sewer system will be made available for the plat and individual service
will be provided to each lot prior to sale.
S25 Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded sercrice area of the proposed water
dis trict .
S26 That an on-site sewage management system be created and apprtioved by the

S27 That a plan for water facilities adquate for fire protection be approved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities, The
health authorities, water supplier (purveyor) , and fire protection district
will certify, prior to the filing of the final plat, on the face of said
water plan that the plan is in conformance with their requirements and
will adequately satisfy their respective needs. Said water plan and
certification will be drafted on a transparency suitable for reproduction.
S28 The pwrveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrange:::ents have
been made with the plat sponsor for construction of the water system, in
accordance wfth the appcoved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for oo mpletion
of the water system and inspection by the appropriate health authorities
prior to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot puchaser refused a building per-
mft due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
S29 The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorlties and
the local fire distclct and pucveyor will be installed within this plat,
and the subdivider will provide for individual domestic water service as
well as fire protection to each lot prfor to sale of each lot.
S30 That the provisions of SEPA's NOTICE OF ACTION pusuant to 43.21C 080
RCW and the Board of County Commissioners; Resolutfon No. 77-1392 be
accomplished by the project applicant within thirty (30) days of formal
action by the Short Plat Adminsitrator or before the filing of the final
plat; as instructed by the Planning Department.

1) At the corner of Eleventh anc3 Braclley, , a duplex
was built in a single family dlvelli.ng zone. We
and nur neig.hbors were not notified of the zone
change.
2) The property situated on the soutb side of Eleventla
and between r3radley and Dollar was rezonea fpr
single fa.luily clwellings with five duplexes. These
duplexes were to be located so that two would be
adjaccnt to each other. There are uow six duplexes
constructed within this area and thres are a.djacent
to eacb other. I f there was to be a change f roia
original rezoning, ivhy uere tye nat infortned?
3) These duplexes, Nvhich are furxiished, have not been
sn1d.
t"Jhen we purchased our home site, the area was zaned for
single faanily dwelliugs. We are now being overrun witb
duplexes. One of our neiglabors has said it r-ould da no
trood 1;o voice our di,sapproval of this application, how-
@ver as a taxpaqer and an architect, I have to believe
in the planuing system and hope you consider us, the
single family dwellers, and deny the application for

To Whom It May Concern:
I am against the construction of a duplex on Short
Plot Application #SP-78-095 for the following reasons:
1. I believe through personal observation that due to the
makeup of the ground (clay and bed rock) and the land
being low, putting in two or more septic tanks and
drain fields will create a health problem. There
has been up to or more than twelve inches of water
in the field in the spring and summer.
2. The Pratt School is now crowded, classes have
thirty or more in a class, two or more families
will not help this crowded condition.
3. There have been several duplexes built on llth
Avenue this summer. This has increased traffic
and since llth is mostly unpaved adds to the dust
problem we already have. Between Coleman and Park
Road there are cars parked on both sides of the
road which is dangerous. and now with more csrs
it will become even more dustyand dangerous.

area in the low-lying.portions, and septic taaks placed too low
would flood under cer,taiaa conditions and bring.sewage to the
surface.
Thereforeve feel that the moat westerly duplex proposed, in
particulaT, would be too low'for, minimum standards of septic
tank;s,, as we: have seen. water stending ver-y- deep (several feet
deep ) in the .low-lying :portions of this area. Adding four
more families tin sucha small area .would create health -problems,,
we think.
