THIS MATTER, an application for the approval of a short plat, pursuant to
Spokane County Resolution No. 78-291, came before the Spokane County Short Plat

Having reviewed the records and files in this matter, the Spokane County
Short Plat Administrator makes the following:
' FINDINGS OF FACT AND CONCLUSION

That appropriate provisions have been made for sewage disposal, water supply,
°storm water control, circulation, fire protection, and other necessary public facilities
and utilities.

That the uses and density proposed by the plat sponsor appear to be compatible
with existing development in the immediate area as well as being compatible with the
Spokane County Comprehensive Plan.

S33 That each lot be aulhorized for the use of indivtidual on-site sewaye

S34. The dedicatory language of the plal will state the sponsor• will assujiie na
responsibility for provision of domestic waler.
S35. That conditional approval is given subject lo and provision tor• operation
and maintenance in the plat for a public sewer system. Approval of the
design of said system must be given by County Health District arid !he
County Utilities Department prior to filing of the final plat. A suitable
guarantee will be required to the Ueparlinenl to cover the cost of
providing said system in the amount ds determined by the Public Wor•ks
Department.
S36. A statement shall be placed in the dedication to the eftect that, "A public
sewer system will be made available for the plat and indivisual ser•vice will
be provided to each lot prior to sale. Use of individual on-site systems
shal I not be authorized."
537. Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system proposed
ta serve the plat. The dedicatory language on the plat shall state, "Use
of private wells and water systems is prohibited."
S38. That an on-site sewage management system be crealed and approved by
the Spokane County Health Districi prior to filing of the Final Plat.
(E3d9_ That the plan for facilities adequate for domestic use, domestic irrigation
use and fire protection use shall be approved by the water supptier.
Said water plan must have been approved by the Spokane County Utility
Departrnent, the fire protection district, and the health authorities. The
Spokane County Utility Department, heatth authorities, water supplier
(purveyor), and fire protection disirict will certify, prior to the filing of
the final plat, on the face of said water plan that the plan is in
conformance with their requirements and will adequately satisfy their
respective needs. Said water plan and certification witf be drafted on a
transparency suitable for reproduction.
540. he purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsar for consCruction of the water system, in
accordance with the approved plan, and in dccordance with a time
schedule. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate heaith authorities prior
to app{ication for building permits .within the plat. The contractual
arrangements witl include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of lhe plat sponsor to satisfactorily complete the
approved water system.
41. The plat dedicaLion will contain a statement to the eFfect that: the public
water system as approved by County and State Health authorities and the
{ocal fire disirict and purveyor will be installed within this plat, and the ,
subdivider will provide for individual domes(ic water service as well as fire
proteclion to each lot prior to sale of' each lot.
S42. That the provisions of SEPA`s NUTICE OF ACT ION pursuartt to Chapter
43.21C.080 RCW and lhe Board of County Cominissioners Resolution
##71-1392 be accornplistied by the project applican[ wilfiin ttiirty (30) days

2. Topography, soils, and water:
a. 1his ,pro3ect lies in a gently slopift-area east and south of 16th and
Carnahan. Local drainageways are.significant. It-is located over the
Spokane- Valley .Aquifer -Lnvi'ronmentally Sensitive Area.
b. Surface soils are classed as Spokane Stony loam with SX slo,pes,. Theq
have a septic tank filter field limitation of modera'te with possible
contamination of groundwater.
c. Geologically, the soils are,glaciofluvial :deposits; stream-laid sand ,
and gravel,; contains some boulders,in places; includes some undiffer- entiated glacia'1,deposits. The lower "terrace,remnants have probably ;
been revorked by,streams. Theae geologic structures yield moderate to
very- large amount•s of water.

T. Impact discussion,:
a. The- plat sponsor-has proposed I lots on 1,'61 acres. Each lot is to b-e
served by a public water s.ystem and its ,indiv,idual on-site sewage dis-
posal sy,stem.. This raises the question of significance of the imp'act
on ttie.gr-oundwater in the,area and possible alternatives tor sewage
disp,osal,
b. In the course of the conduct of the Army Corps,study, Dr. Todd considered
typi'cal soils, na'tural and sewage disposal recharge to,the groundwater,
and the-effect of continued urban edvelopment in the Spokane River Valley
upon the quality of the groundwater. In summarq, he concluded that:
(1) In norirta'l precipitation years, subsurface-d:Lsposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in-sewage effluent will be carried 'to the_
Ptoundwater. However,, bacteria and detergents (phosphate -voz-
tion) are mostly removed by the deen soil Iayer above the
groundwatet aind 'tminor disso,tved constituent-s suCh, as phQS-
. phates, which are known to react caith salid part3.cles,, os
nit"rates, which are taken up by plant ravts:'' will be less
than the. tota]. .f_ouncl in septic tank ef f luents .
(3) "The calculated results at the dowmstream.encl of groundwater
flow line indicate that the -maximum rainge of {dissolved.sol-
id's concentration expected -at p.resen t (1975)' is up to 93 mg/1
(milligrams Per Ziter.) above t-he natural groundwater back-
ground of 155 mg/1. The farecast yeaT 2020 maximum incrementa•1
concentration is 101 6g./1 above' the natural background. The
analytical results af the forecast impa.et of yea.r 2020 when com-
pared with the present impact, both measured in terms,of leachate
volume and d'issolved solids concentration, indicate that the
present impact on,groundwater quality is already a substantial
propor-tion of the ultimate leyel."
c. Cur-rently, resul.ts- a.f. .,chemical anal.ysis show the total nftrogen content of
the groundcaater as in the range of 1:1 to 6.0 ppm. A proj;ected incre-
mental iacrease using Dr-.. Tadd's expected 8.6 per-cent would result in tanges
1.2 ppm. to 6.5 ppm. Cur-ren-t Federal -and State drinking water.standards

d. Altetriative-sewage disposal methods that would not recharge the groundwater

(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary 'treatment
and perhaps more to obtia•in a permit for the discharge
frvm the Department of lzcology-. These systems are not
'currentl.y economically available for this project.
(2) -Sealed-systems, whether indi-vidual or community, depend
on evaporation for liquid,remoVal. Some,,,such as la-
goons, have safety hazards associated,with them and
te-latively poor community acceptat7ce.

suitable for reproduction.
e. The purveyor will also certify pr-ior to,the f,iling of the final plat on a
copy of..said water ;plan that tbe appropri'ate conttactual arrangexnents have
been made with the =plat :sponsor £or- construction of the water- system, 'in
accordance with the approved plan, and in accordance with a time schedule.
The time sched.ule will provide, in any case, for completion of the water
system and inspection bythe appr.opriate-health authorities prior to ap-
1'ication for bui-lding 'permits within the plat. The contractual arrange-
ments will include a provision holding Spokane-County, Spokane County Health
District, and the purv.eyor harmless from',claims by any lot purchaser refused
a tiuilding permit- due-to -the fai'lure of -the plat sponsor to satisfactorily

This letCer is in your respoase to comments regarding the short plat approval
for the property east of Carnahan Road and south oF 16th Avenue. riy comments
regarding this approval are as follows. I would have no objection to this
division providing the following requirements are written into the covenance
for these three building lots:
l. Each house shnuld be a minimum of 1700 sq. ft. on one f loor and have a
minimum selling price of at least $80,000.
2. Each house would have to be of double wall canstruction or brick or
rock veneer on a least the front side.
3. Each house would be placed no closer tran 100 ft. from the other house.
4. Each house's garage will be attached to the main housing structure.
The above restrictions would provide prvtection to the other homeowners
in this area by assuring that these new houses would blend into the existing
residental area. If these above covenance are not adopted by this sub-division,
I would argue against approval of this project because it would be detrimental
tio the resale value of the other houses in the general area.
