Please fiind enclosed the map showing existing conditions at the
Ranney site.
Lots A and H are undeveloped with gras5 and weed cover: C and D
have existing single family dwellings. The soil is a garrison
gravely loam with a hydrolic soi2 graup rating B and all slopes
less than one percent (i%). The follvwing is a list of C values
for proposed and present cQnditions:
PRESENT
A~ B- Meadows and pasture land - 0.25
C, D- 2.2 Dwellings/gross acre -0.25
PROPOSED
A, H- 1.77 Dwellings/gross acre -0.25
C, D- Remains the same - 0.25
With the C values remaining the same and other factors taQing
constant for the site, the proposed and present O runoff would
remain the same.
We have spvke with two landowners to the north of Baldwin Ave.
and they stated that they have never had any flooding or runoff
problems in the area that they are aware of and that the drywell
in the corner of Vista Rd. and Baldwin Ave, has never flooded.
With the present drywells and drainage functioning satisfactory,
believer the development of lots A and B to single family
residential dwellings wi11 have little to no effect on the
present drainage conditions.

IN THE MATTER OF ) FINDINGS OF FACT,
SHORT PLAT NO. SP-653-90 ) CONCLUSIONS AND
DECISION
THIS MATTER, an application for subdivision of land, from Ray Ranney has been received
and decided upon, pursuant to Spokane County Suhdivision regularions, on the !VIAA day of
October, 1990.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
The proposal is to divide 2.03 acres into 4 lots for the devetopment of residences.
3. The proposal is located west of Vista Road, south of Indiana Avenue and north of
Baldwin Avenue in Secdon 7, Township 25 North, Range 44 EWM, Spokane County,
Washington.
4. The current zoning of the property is Agricultural Suburban (AS). The proposed lot
sizes, frontage and intended uses are allowed within this zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The
development and uses proposed are generally in accord with this category/designation.
6. The required public notice was provided for this proposal and agencies having a potential
interest in the project were notified and recommendations solicited.
7. No one in the area commented on the proposal.
8. The Spokane County Arterial Road Plan identifies Vista Road as a Collector ArteriaL
The existing right of way width of 55 feet is inadequate to implement the Arterial Road
Plan. Therefore, a strip of property 5 feet in width aiong Vista Road shall be set aside in
reserve as a Future Acquisition Area.
9. Recognizing the recommended cond.itions and Spokane County development standards,
the proposed subd.ivision makes appropriate provisions for the public health, safety and
gcneral welfare and that the public use and interest will be served by platting the
subdivision.
10. The project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Application
SP-653-90 is hereby APPROVED until November 1, 1993, subject to conditions noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalization of the short subdivision. This decision is final unless
appealed in wridng, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.
PLANNING DEPARTMENT CONDITIONS
1. The preliminary plat of record approval is for the properry legally described in the
applicaaon for the proposal.
2. The fina] plat shall be designed substandally in confonnance with the preliminary plat
of record. No increase of density or number of lots shall occur without a change af
condition applicadon submittal and approval.

3. The Plwning Directvrldesignee shaU review any praposed final plat to ensure
compliance with these Findings and Conditions of Approval.
4. The pneliminary plat is given conditional approval for ttuee (3) years, specif'ica11y to
November l, 1993. The apglicant may request an extension Qf time by submitting a
wnttea r+equest approximateIy forty-five (45) datys prior to the above exp►ration date.
5. Appropriate utility easements shall be indicated an capies of the proposed final plat.
Written approvat of utility easements by apprapriate utility cQmpanies shall be received
vrith the submittal af the fina.I platlbinding site plan.
6. T'hree (3) current certificates of title shaU be furnished to the Planning Department prior
to filing tte fin,al pla€lbinding site plan.
7. 'I'be finai pLat/binding site ptan map shaU indicate by a ciear, dashed line the required
yard setbacks from all private, "Tract X" ar public r+oads. The dedication sha1J contain
the following statement:
"Side yard aad rear yard setback.s shall be determined at the time building permits are
reyuested unless these setbacks are specifrcally drafted on this final platf binding site
plan. T'he setbacks indicated an this plat/binding site plan rray be varied from if proger
zoning appravals are abtained."
8. A survey is requised grior to the fiing of a final plat/binding site plan,
9. Aplan for water faciiities adequate for domestic servi.ve and fire protaction shaU be
apgmved by the water purveyor, apPropriate ~ir+e protection district, County Building &
Safety Depar[ment and County Health District, The agencies will certify on the Water
Pla.n, priar to the fding of a final platlbinding site plan, that tMe plan is in conformance
with their resgectiye needs aczd regulations. The Water Plan and certdf'ication shall be
drafted an a transgarency suitabie for repraducfiion and be signeci by the plat/binding
sate plan span$or.
10. The vc+ater purveyar shaU eertify that appropnate conwactual arrangements and schedule
of impmvements have been made with the plat spansor for con.struction of the water
system in aecordance with the approved Wat+er Plan. 1"he time schedule shall pravide
for compietion of the water system and insge,ction by the apPmpriaoe health authorities
priar ta application for building permits within the final plat, ne arrangements ar
agreements shaU inctude a pravision hotding Spokane County and the purvey4r
hazmless from claims by any lot purchaser refused a bui2dirtg permit due to the failure
of the subdivision spansor to sarisfactoriiy r.omplete the appr+vved water system.
11. The final plat aedication shaU cantain the follawing statement:
"'I'he pubJic urater syst+em, pursuant to the Water Plan apgmved by county and state
healch authorities, the local fire protectivn district, Caunty Buitding & Safety
Department and water purveyor, shall be installed within this subdivision ar binding
site plan, and the applicant shaU provide for individual darnestic water scrvice as well
as fixe protecrion ta each tot priar to sale af each lot and prior ta issuance of a building
permit for each ]ot.,"
12. No building permit will be issued for any lot within the final plat unti] oertified by a
VV'ashington state-Iicensed engineer that "the water system has been installed pursuant
t4 the approved Water Flan for the final plat!" including a signed liGense starnp. The
certification may be in the form of a letter, but is preferrrd to be certified on a copy of
the Water Plan as a schematic rrtap showing the "as-built" vvat+er system.
13. The Water Plan and the above four (4) coaditians of approval regarding the Water Plan
may be waived by the Plannirig Director/designee upon receipt af letters from the
appropriate water purveyor and fire prwotection distnct stating that simple caanections to
an existing, approved water system will pr+ovide adequate domestic and fire protection
water €o ensuxe the public hea,ith, safety and general welfare.
14. 'Ihe Spokane County Planning Deparament shall prepar+e and record with the County
AudYtor aTitle Natice specifying a future land acquisitian area far road right-of-way
and utilrties. The reserved future acquisition acrea Title Nadce shall be reieased, in full
or in pm by the Planning Department. The natice should be recorded within the same
time frame as an appeal and shall provide the follvwi,ig:

a. At least five feet of reserved future acquisidon area for road right-of-way and
utilities, in addition to the existing and/or newly dedicated right-of-way along
Vista Road. NOTE: The County Engineer has raquired zero feet of new
dedication.
b. Future building and other setbacks required by the Spokane County Z,oning Code
shall be measured from the reserved future acquisition area.
c. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the future acquisition area for road right-of-way and utilities. If
any of the above improvements are made within this area, they shall be relocated
at the applicant's expense when roadway improvements are made.
d. The future acquisiiion area, until acquired, shall be private property and may be
used as allowed in the zane, except that any impmvements (such as landscaping,
parking, surface drainage, drainfieid, signs or others) shall be considered interim
uses.
COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is given by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
2. Drainage plans and design calculations showiag the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construction and/or the
filing of the final plat. Drainage plans to be prepared under the direcdon of a licensed
Professional Civil Engineer.
3. No constrvction work is to be perfonned within che existing or proposed public right-
of-way until a pernut has been issued by the County Engineer. All work is subject to
inspecdon and approval by the County Engineer.
4. Ind.ividual driveway access pennits are required prior to issuance of a building pennit
for driveway approaches to the county road system.
5. Existing county roads providing direct access to the plat shell be paved and/or curbed to
Spokane County standards.
6. Sidewalks are required along the arterial on Vista Road.
7. The word "applicant" shall include the owner or owners of the property, his heirs,
• assigns and successors.
8. To construct the road 'unprovements stated herein, the applicant may, with the approval
of the County Engineer, Join in and be a willing participant in any petirion or resolution
which purpose is the formation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RID is
cneated or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Vista Road and Indiana Avenue.
9. As an alternative method of constructing the road improvements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
improvements stated herein by joining and participating in a Counry Road Project
(CRP) to the extent of the required road improvements. At such time as an RID is
creaced or any Road Improvement Project is sancdoned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Vista Road and Indiana Avenue.
10. The foUowing statement shall be placed in the plat ded.ication:
"The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the fonnation of a Road Improvement District
(RID) by the petidon method pursuant to Chapter 36.88 RCW, which petirion
includes the owner(s)' property, and further not to object, by the signing of a
ballot, to the fonnation of an RID by the resolution method pursuant to Chapter

36.88 RCW, which resolution includes the owner(s)' property. If an RID is
faimed by either the petition or resolution method as provided for in Chapter
36.88 RCW, che owner(s) or successor(s) further agee:
(a) that the improveaient(s) or construction contemplated within the proposed
RID is feasible;
(b) that the benefits to be derived from the fomaadon of the RID by the property
included therein, together with the amount of any County participation,
exceed the cost and expense of fornladon of the RID; and
(c) that the property within the proposed RID is sufficiendy developed.
Provided further that the owner(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjuncdon with the
formation of an RID by either petition or resoludon method under Chapter
36.88 RCW, and w appeal to the Superior Court the decision of the Board
of County Commissioners aff'uining the final assessment roll.
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane Counry, the improvements
required (curb, sidewalk, drainage control and paving) will be at the sole
expense of the undersigned owner(s), their heirs, grantees and assigns
without participation by Spokane County.
The RID waiver contained in this agceement shaU expire after ten (10) years
from the date of execudon below. However, the owner(s) or successor(s)
agree that if said RID waiver expines without construction of the required
improvements, the owner(s) or successor(s) agree to construct the required
improvements at their own expense, pay to Spokane County the then
estimated cost of the requined improvements to enable the County to
complete the same, or furnish a bond or other secure method suitable to the
County (which may include the execution of another RID waiver agreement)
providing for or securing to the County the actual construcdon of the
improvements.
All of the requirements of this agr+eement shall run with the land and shall be
binding upon the owner(s), their successor(s) or a.ssign(s)." This provision
is applicable to Vista Road and Indiana Avenue.
11. The County Engineer has designated Typical Roadway Section Number Two, Local
Access standanl for the improvement of Indiana Avenue, which is adjacent to the
' proposed development. This will require the addition of approximately 7- 9 feet of
asphalt along the frontage of the development. The constucdon of curbing is also
required.
12. The County Engineer has designated Typical Roadway Section Number Two, Collector
Arterial standard for the improvement of Vista Road, which is adjacent to the proposed
developmcnt. This will require the addidon of approximately 10 - 12 feet of asphalt
along the frontage of the developmenL The construction of curbing and sidewalk is
also required.
13. The proposed subdivision shall be improved to the standards set forth in Spokane
Councy Board of Commissioners Resolution No. 80-1592, as amended, whiCh
resolution establishes regulations for roads, approaches, dra.inage and fees in new
conswcaon.
14. The County Engineer has examined this development proposal and has determined that
the impacc of this proposal upon the exdsting county road system warrants the
dedication of additional right-of-way and the roadway improvements her+ein specified.
15. This proposed subdivision or deveiopment proposal is located within a drainage basin
which has been idenafied by the Spokane County Engineees office as having
stonnwater runoff problems. Since this proposed subdivision or development proposal
is affected by or is a contributor to stormwater flows, property owners should
participate in the planning and implementation of a future basiawide stormwater
management system. The following statement shall be placed in the plat ded.icadon:
"The owner(s) or successor(s) in interest agree to join in any Counry-approved

stonnwater management program and to pay such rates and charges as may be fixed
through public hearings for service or benefit obtained by the planning, design,
conscrucang, maintaining or operadon of stormwater control faciliries."
16. The County Arterial Road Plan ideotifies Vista Road as a Collector Arterial. The
existing right-of-way width of 55 feet is not consistent with that specified in the Plan.
In order to implement the Arterial Road Plan, in addition to the required right-of-way
dedication, a strip af property 5 feet in width along the Vista Road frontage shall be set
aside in reserve. This property may be acquired by Spokane County at the time when
arterial i.mprovements are made to Vista Road.
Special Conditions:
17. Applicable Radii shall be dedicated on Baldwin Avenue and Vista Road, and Indiana
Avenue and Vista Road.
COLlNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate utility easements sha11 be indicated on copies of the preliminary plat of
record for distribution by the Planning Deparnnent to the utility companies, Spokane
County Engineer and the Spokane County Health Disorict. Written approval of the
easements by the utility companies must be received prior to the submittal of the final
plat.
3. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane
County.
4. Water service shall be coordinated through the Director of Udlities, Spokane County.
5. Water service shall be by an exisdng public water supply when approved by the
Regional Engineer (Spoka.ne), State Department of Health.
6. Prior to fil'ing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
7. Prior to filing the final plat, the sponsor shall demonstrate to the sadsfaction of the
Spokane County Health Disrrict that suitable sites for on-site sewage disposal systems
are available on tracts A and B.
8. Prior to filing the final plat, the sponsor shall demonstrate to the sadsfaction of the
' Spokane County Health District that the existing on-site sewage disposal systems
sen►ing the residences located on tract C and D is wholly located within the boundaries
of the tract.
9. Subject to specifiC application approval and issuance of permits by the health officer,
the use of individual on-site sewage disposal systems may be authorized.
10. The ded.icatory language of the plat wiU state: "Subject to specific application approval
and issuance of pernuts by the Health Officer, the use of on-site sewage systems may
be authorized."
11. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
12. The plat dedication will contain a statemeat to the effect that: "The public water system,
as approved by county and state health authorities, the local fire district and purveyor,
will be installed within this plat, and the subdivider will provide for individual domestic
water service as well as fre protecdon to each tract prior to sale of each tract."
C()UNTY UTILITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Commissioners Resoludon No. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. 1'his authorizadon is condirioned
on compliance with all rules and regulations of the Spokane County Health District and
is further conditioned and subject to specific application approval and issuance of
pennits by the Health District.

2. The dedication shall state:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of ULID by petition method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the
signing of a protest peddon against the fomnation of a ULID by resoludon method
pursuant to RCW Chapter 36.94 which includes the owner(s)' property. PROVIDED,
this condiaoa shall not prohibit the owner(s) or suocessor(s) from objecting to any
assessment(s) on the property as a result of irnprovements called for in conjuncaon
with the fomiation of a ULID by either petition or resolution method under RCW
Chapter 36.94." '
3. Any water service for this praject shall be provided in accordance with the Coordinated
Water System Plan for Spokane County, as ameaded.
4. The dediCation shall state: "Each new dwelling unit shall be double-plumbed for
Connection to future areawide collection systems."
BUILDING AND SAFETY DEPARTMENT CONDITIONS
1. The issuance of a building permit by the Departinent of Building and Safety is required.
2. Requirements of Fire District No. 1 need to be sadsfied during the building permit
pror;ess.
SPnKANE CUUNTY FIRE PROTECTION DISTRICT NO. 1
1. Installation of one new fire hydrant is required. The fire hydrant is to be installed on
the south side of Indiana Avenue at the northeast corner of Lot "B". The fire hydrant
shall conform to American Water Works Association Standard for dry barrel fire
hydrants AWWC502. Fire hydrant shall be installed as per approved water plan signed
by Valley F'ir+e Department.

Resolution 80-1592 attachment C. as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accrued.
