SP-655•90 ) CONCLUSIONS AND DECISION THIS MATTER, an application for subdivision of land, from Glenda Garcia has been received and decided upon, pursuant to Spokane County Subdivision regulations, on the e_'~day of October, 1990. FINDINGS OF FACT AND CONCLUSIONS 1. The individual signing below has further been properly delegated the responsibiliry for rendering the decision by the Spokane County Director of Planning. 2. The propasal is to divide one acre into two lots for the development of single family residences. 3. The proposal is located north of and adjacent to Grave Avenue and approximately 900 feet west of Bowdish Road in Secrion 9, Townsbip 25 North, Range 44 EWM, Spokane Counry, Washington. 4. The curnent zoning of the prnperty is Agricultural (A). The proposed lot sizes, frontage and intended uses are allowed within this zone. 5. The Spokane County Comprehensive Plan designates this area as Urban. The development and uses proposed are genemlly in aocord with this category/designaaon. 6. The required public notice was provided for this proposal and agencies having a potential intenest in the project were nodfied and recommendations solicited. 7. No one in the area commented on the proposal. 8. The Spokane County Arterial Road Plan identifies Grace Avenue as a Local Access streeL Existing right of way width of 40 feet is inadequate to implement the Arterial Road Plan. Therefore, a right of way dedication consisting of a strip of property 5 feet in width along Grace Avenue is required. 9. Recognizing the recommended cvnditions and Spokane County development standards, the proposcd subdivision makes appropriate provisions for the public health, safety and general welfare and that the public use and interest will be served by platting the subdivision. 10. The project is exempt from environmental review under the Smte Environmenul Policy Act pursuant to WAC 197-11-800 (6) (a). DECISION Based upon the above noted Findings of Fact and Conclusions, Short Piat Application SP-655-90 is hereby APPROVED until November 1,1993, subject to conditioas noted below. Most of the conditions of approval shall be accomplished by the applicant and/or sponsor prior to finalization of the short subdivision. This decision is fwal unless appealed in wrinng, consistent with adopted appeal procedures.
