CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator

SCOPE/PROJECT DESCRIPTION:
The applicant is proposing 4,000 square foot church wit-h a 900
square foot canopy.
There is an existing occupied house located on the frcnt portion
of the property which is proposed to remain for the use as a
parsonaqe house for a period of appraximately one year at which
time it will either be demolished or this portion af t:~c property
sold.
SUMMARY OF DEPARTMENTAL REQUIREMErTTS:
1. Building and Safety (456=3675)
A. Discussion/Requirements
1. Plan review has been completed by Building and
Saf ety .
2. A letter stating requirements to be completed was
given to the applicant by Building and Safety's
Tom Postlewait.
3. Fire District No. 1 has been contacted and has no
requirements.

B. Permit Release Requirernents
1. The requirements noted in the plan review letter
need to be satisfied and a revised plan or and
addendum to the current plan must be submitted in
order for Building and Safety to sign the perrnit

2. Engineers Office (456-3600)
A. Discussion/Requirements
1. A cogy of comments and a copy of the check print
of the drainage glan with comments noted was given
to the applicant and Building and Safety by Bob
McCann.
2. Gary Nelson will be your contacIC, person at the
Engineer's Office.
B. Permit Release Requirements
1. Include the impervious surface to the driveway on
the 208 dr3inage calculations.
2. The fol+owing improvements within adjacent
Right-of-tday are required prior to the release of
a buildi^g permit:
a. An RID/CRP agreement "Notice to Public No. 6"
on Sprague Avenue needs to be recorded.
b. A~~py of a recorded property deed for the
sub;e^t property must be submitted. Upon
receipt of the deed the engineer's stafAl- will
prepare the right-of way deed and/or the
RID/CRP agreement.
c. Appraach permits must be obtained from the
County Engineer's Engineer's Office for
driveway approaches to Sprague Avenue.
3. Return the check print with corrections to your
contact person at the Engineer's Off ice for review
and approval.
3. Health District (456-6040)
A. Discussion/Requirements
1. This project will be connected to public sewer,
therefore, the Health District will sign off the
permit.

4. Planning Department (456-2205)
A. Discussion/Requirements
1. This project is in an agricultural zone which is
an acceptable zone for this proposal.
2. It was determined that there is an existing house
on the front pQrtion of the lot for the possible
use as a parsonage.
3. It was stated that the number of seats in the
principle area of worship is 299.
4. The parking is adequate.
5. No signage was specified. Sign per;nits will be
required when signage is installed. Conformance
with signage requirements for the agricultural
zone must be satisfied.
6. The setbacks are adequate for this praject. If
the applicant should cio any future expansion a 35
foot front yard setback must be maintained from
the former railroad right-of-way line, which has
been designated for as a future county road.
7. The Planning Department will contact Russell
Williams at 926-1289 with any comments regarding
the parsonage house.
B. Permit Release Requirements
1. A determination on the use of the existing
resi3ence as a parsanage will need to be made.
2. The parsonage house needs to be illustrated on the
site plan including all setbacks from property
lines.
5. Utilities (456-3604)
A. Discussion/Requirements
1. There were two options for sewer connection
discussed. The first is to connect to the line ~
which is located on Sprague if grade from the ~
church site to the sewer line is feasible. The
second option is to connect to the main trunk line
which is at the back of the property. However,
the only access point is at a man hole.

The applicant stated the desire to connect to the
main line at the back of the property and that a
man hole is located near the property.
2. A sewer connection permit is required.
3. A sewer connection agreement must be signed prior
to sewer connection permit issuance.
4. The parsonage house will not be connected to the
sewer based upon the fact that the applicant will
be subdividing and selling this portion of
property at a later date. This will be done only
upon the Utilities Department appraval.
B. Permit Release Requirements
l. The Utilities Department will sign off the permit.
REQUIRED ACTIONS: CountY
1. John Pederson to check on use of house for a parsonage as
accessory building to the church.
2. The Utilities Department will give the applicant's engineer,
Simpson, the location, depth and details on procedures for
entering the man hole on the main trunk line.
ADJOt : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise. also, should there be any
changes from what appears in the minutes, we should be notified
within one day of your receipt of these minutes. The meeting was

CONDTTIONS OF APPROVAL ) CONCLUSIONS AND ~ - ~ • FOR SP-656-90 ) DECISION
THIS MATTER, a cbange of conditions for an alteration of an approved preliminary short
plat, from Jack Moore has been received and decided upon, pursuant to Spokane County
Subdivision regulations, on the 41v day of June, 1991.
FINDINGS OF FACT AND COIVCLUSIONS
1. The individual signing below has furthe.r been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to divide 1.98 acres into 21ots for the development of a church and
commercial uses.
3. The preliminary plat was previovsly approved on October 9, 1991.
4. The proposal is located south of and adjacent to Sprague Avenue and approximately 650
feet east of Sullivan Road in the NW 1/4 of Section 24, Township 25 Nordi, Ra.nge 44
EWNi, Spokane County, Washington.
5. The pr+evious zoning of the property was Agricultural (A). 'I'he current zoning is
Regional Business (B-3). Tlie proposed lot sizes, frontage and intended uses are allowed
within this zone.
6. The Spokane County Comprehensive Plan designates this area as CommerCial. The
developanent and uses proposed are generally in accord with this category.
7. The required public notice was provided for this proposal and agencies having a potential
interest in the project were notified and recommendations solicited.
8. No one in the area commented on the proposal.
9. The Spokane County Arterial Road Plan designates Sprague Avenue as a Principal
Arterial with a 130 foot right of way. A Future Controlled Access Principal Arterial with
a 160 foot right of way is located south of and adjacent to the site.
In addition to the required dedicatioa, a strip of property 20 feet wide along Sprague
Avenue and a strip of property 50 feet wide along the south property line is to be set aside
in reserve as a futur+e acquisition area.
10. The applicant has requested a change of conditions to the approved preliminary plat. The
Counry Engineer has recommended a change of cond.itions based on this request,
11. Recognizing the recommended conditions and Spokane County development standards,
the proposed subdivision makes appropriate provisions for the public heal.th, safety and
general welfare and that the public use and interest will be served by platting the
subdivision.
12. The project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Application
SP-656-90 is hereby APPROVED until November 1, 1993, subject to conditions noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalizadon of the short subdivision. This decision is final unless
appealed in writing, consistent with adopted appeal procedures.
These Conditions of Approval apply to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.

PLANNING DEPARTMENT CONDITIONS
1. The final plat shall be designed substantially in conformance with the preliminary Plat
of record No increase of density or number of lots shall occur without a change of
condition application submittal and approval.
2. The Planning Director/designee shall review any proposed final plat/binding site plan to
ensure compliance with these Findings and Cood.itions of Approval.
3. The preliminary plat/binding site plan is given conditional approval for three (3) years,
specifically to November 1, 1993. The applicant may request an extension of time by
submitting a written request approximately forty-five (45) days prior to the above
expiration date.
4. Appropriate road name(s) shall be indacated.
5. Appropriate utility easements shall be indicated on copies of the proposed final
plat/binding site plan. Written approval of udlity easements by appmpriate utility
companies shall be received with the snbmittal of the final plat/binding site plan.
6. Three (3) current cerdficates of tide shall be furnished to the Planning Deparnnent prior
to filing the final platJbinding site plan.
7. The final plat map shall indicate by a clear, dashed line the r+equired yard setbacks from
all private, "Trace X" or public roads. The dedication shall contain the following
statement;
"Side yard and rear yar+d setbacks shall be determined at the time building permits are
requested unless these setbacks are specifically drafted on this final platJbind.ing site
plan. The setbacks indicated on this platJbinding site plan may be varied from if proper
zoning approvals are obtained."
8. A plan for water facilities adequate for domestic service and fire protection shall be
approved by the water purveyor, appropriate fire protection district, County Building &
Safety Department and County Health District The agencies will certify on the Water
Plan, prior to the filing of a final plat/binding site plan, that the plan is in conformance
with their respective needs and regulations. The Water Plan and certification shall be
drafted on a transparency suitable for reproduction and be signed by the platlbinding
site plan sponsor.
9. The water purveyor shall certify that appropriate contractual arrangements and schedule
of improvements have been made with the plat/binding site plan sponsar for
construction of the water system in accordance with the approved Water Plan. The time
schedule shall provide for compledon of the water system and inspection by the
appropriate health authorities prior to application for building pernaits within the final
plat/binding site plan. The arrangements or agr+eements shall include a provision
holding Spokane County and the purveyar harinless from claims by any lot purchaser
refused a bui,lding penmit due to the failure of the subdivision sponsor to satisfactorily
complete the approved water system.
10. The final plat/binding site plan dedication shall contain the following statement:
"The public water system, pursuant to the Water Plan approved by county and state
health authorities, the local fire protection district, County Building & Safery
Departiment and water purveyor, shall be installed within this subdivision or bindi.ng
site plan, and the applicant shall provide for individual domestic water service as well
as fire protection to each lot prior to sale of each lot and prior to issuance of a building
permit for each loL"
11. No building pernut will be issued far any lot within the final plat/binding site plan until
certified by a Washington state-licensed engineer that "the water system has been
installed pursua.nt to the approved Water Plan for the final plat/bindi.ng site plan,"
including a signed license stamp. 1'he certification may be in the form of a letter, but is
preferred to be certified on a copy of the Water Plan as a schematic map showing the
"as-built" water system.
12. The Water Piaa and the above four (4) conditioos of approval regarding the Water Plan
may be wa.ived by the Plan.ning Director/designee upon receipt of letters finm the
appropriate water purveyor and fire protection district stating that simple connections to

an existing, approved water system will provide adequate domestic and fire protection
water to ensure the public health, safety and general welfare.
13. A survey is required prior to the filing of a final plat,
14. Prior to finalization of this preli.mi.nary plat, the sponsor(s) shall submit a site plan
showing that adequate parldng exists for the church.
15. The Spokane County Planning Deparnnent shall prepare and record with the County
Auditor a Title Notice specifying a future land acquisition area for road right-of-way
and utilities. The reserved future acquisition area Title Notice shall be rele,ased, in full
or in part, by the Planning Deparanent. The notice should be recorded within the same
time frame as an appeal and shall provide the following:
a. At least 20 feet of reserved future acquisition area for road right-of-way and
utilities, in addition to the existing and/or newly dedicated right-of-way along
Sprague Avenue. NOTE: The County Engineer has required 15 feet of new
dedication.
b. At least 50 feet of reserved future acquisition area for a proposed Controlled
Access Principal Arterial for road right of-way and utilities, in addition to the
existing right-of-way.
c. Funm building and other setbacks requined by the Spokane County Zoniag Code
shall be measured from the reserved future acquisition area.
d. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the future acquisition area for road right-of-way and utiiities. If
any of the above improvements are made within thi.s area., they shall be reiocated
at the applicant's expense when roadway improvements are made.
e. The future acquisition area, unril acquired, shall be private property and may be
used as allowed in the zone, except that any improvements (such as landscaping,
parldng, surface drainage, drainfield, signs or others) shall be considered interim
uses.
COUNTY ENGINEER'S DEPARTMENT CONDITIONS
I. The cond.itional appr+oval of the plat is given by the County Engineer subject to
dedicadon of right-of-way and appmval of the road system as indicated in the
preliminary plat of record.
2. I?rainage plans and design calculatioos shawing the alignment of drainage facilities
shall be submiued to the County Engineer for approval prior to construction and/or the
filing of the final plat. Drainage plans to be prepared under the direction of a licensed
Professioaal Civil Engineer.
3. Individual driveway access permits are required prior to issuance of a building pennit
for driveway appmaches to the county road system.
4. Dedication of fifteen feet of additional right-of-way along Sprague Avenue is required.
5. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane County standards.
6. Sidewalks are required along the arterial on Sprague Avenue.
7. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors.
8. To construct the road improvements stated herein, the applicant may, with the approval
of the County Engineer, join in and be a willing participant in any petition or resolvrion
which purpose is the formation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owoer(s), their heirs, grantees
and assigns. This provision is applicable to Sprague Avenue. ~

9. As an alternative method of constructing the road unprovements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
improvements stated hereui by joining and participating in a County Road Project
(CRP) to the extent of the reqwred road improvements. At such time as an RID is
created or any Road Improvement Project is sancrioned by Spokane County, the
unprovements required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner(s), their heirs, grantees
and assigns. This provision is applicable to Sprague Avenue.
10. The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the fonnation of a Road Impmvement District
(RID) by the petition method pursuant to Chapter 36.88 RCW, which petition
includes the owner(s)' property, and further not to object, by the signing of a
ballot, to the formation of an RID by the resolution method pursuant to Chapter
36.88 RCW, which resolution includes the owner(s)' property. If an RID is
fonned by either the petition or resolution method as provided for in Chapter
36.88 RCW, the owner(s) or successor(s) fiu-ther agree:
(a) that the improvement(s) or construction contemplated within the proposed
RID is feasible;
(b) that the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any Counry participation,
exceed the cost and expense of formation of the RID; and
(c) that the pruperty within the proposed RID is sufficiently developed.
Provided further that the ovmer(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a result of the improvements called for in conjunctioo with the
form,ation of an RID by either petidon or resolution method under Chapter
36.88 RCW, and to appeal to the Superior Court the decision of the Board
of County Commissioners affirming the final assessment roll.
It is further agreed that at such tine as an RID is created or any Road
Improvement Project is sanctioned by Spokane County, the improvements
requined (curb, sidewalk, drainage control and paving) will be at the sole
expense of the undersigned owner(s), their heirs, grantees and assigns
without participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years
from the date of execution below. However, the owner(s) or successor(s)
agree that if said RID waiver expires without construction of the required
i.mprovements, the owner(s) or successor(s) agree to construct the required
improvements at their own expense, pay to Spokane County the then
estimated cost of the required improvements to enable the County to
complete the same, or fmnish a bond or other secure method suitable to the
County (wtuch may include the executioA of another RID waiver agreement)
providing for or securing to the County the actual construction of the
unprovements.
All of the requirements of this agreement shall run with the land and shall be
binding upon the owner(s), their successor(s) or assign(s)." T'his provision
is applicable to Sprague Avenue.
11. The County Engineer has designated Typical Roadway Section Number One, Major
Arterial standard for the improvement of Sprague Avenue, which is adjacent ta the
proposed development This will require the addition of approximately ten feet of
asphalt along the frontage of the development. The construction of curbing [and
sidewalk] is also required.
12. The proposed subdivision shall be improved to the standards set forth in Spokane
County Board of Commissioners Resolution No. 80-1592, as ameaded, which
resolution establishes regulations for roads, approaches, drainage and fees in new
construction.

13. The County Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road system warrants the
dedication of add.itional right-of-way and the roadway improvements herein specified.
14. This proposed subdiva.sion or development proposal is located within a drainage basin
which has been identified by the Spokane County Engineer's office as having
stonnwat,er ninoff problems. Since this proposed subdivision or development proposal
is affected by or is a contributor to stormwater Aows, property owners should
paraicipate in the planning and implementation af a future basinwide sLormwater
management systiem The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to join in any County-approved
stormwater management program and to pay such rates and charges as may be fixed
through public hearings for service or benefit obtained bp the planning, design,
constructing, maintaining or operation of stormwater control facilities."
15. The following statement shall be placed in the final plat dedication: "The private road as
shown hereon is an easement which provides a means of ingress and egress for those
lots within the subdivision having frontage thereon."
16. The County Arterial Road Plan identifies Sprague Avenue as a Principal Arterial. The
euisting right-of-way width of 85 feet is not consisteat with that specified in the Plan.
Ia order to implement the Arterial Road Plan, in addition to the required right-of-way
dedication, a strip of property 24 feet in width along the Sprague Avenue finntage shall
be set asidc in reserve. This property may be acquired by Spokane Counry at the time
when arterial improvemeats are rnade to Sprague Avenue.
17. There may exist utiliries, either underground or overhead, affecting the subject
property, including property to be dedicated or set aside for future acquisition.
Spokane County assumes no financial obligation for adjustments or relocation
regarding these utilities. Applicant(s) should check with the applicable utility purveyor
and the Spokane County Engineer to determine whether applicant(s) or the utility is
responsible for adjustment or relocation costs and to make azrangements for any
necessary work.
Special Conditions:
18. An adequate tum around for vehicular traffic shall be provided for at the terminus of the
private road. Design and location of the tura around shall be approved by the County
Engineer.
19. Of the 50 feet of right of way set aside for futum acquisidon on the new arterial, (Old
Milwaukee Railroad right of way), Spokane County agrees to purchase at the time of
development, 20 feet in conjunction with the application for building pernuL The
additiona130 feet shall be purchased at such time as is warraated for the arterial
unprovements.
COUNTY HEALTH DISTRICT CONDITIQNS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as aoted.
2. Appropriate utility easements shall be ind.icated on copies of the preli.minary plat of
record for distribution by the Planning Depamnent to the utility companies, Spokane
County Engineer and the Spokane County Health I?istricL Written approval of the
easements by the utility companies must be received prior to the submittal of the final
p1aG
3. A combined surface water and sewage disposal detailed plan shall be appmved by the
Spokane County Engineer and the Spokane County Health District prior to the issuance
of any on-site sewage disposal permit or building pernut for this project.
4. Sewage d.isposal method shall be as authoriz,ed by the Director of Utilities, Spokane
County.
5. Water senrice shall be coondinated through the Director of Utilities, Spoka.ae County.
6. Water serviee shall be by an existing public water supply when approved by the

7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat
8. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
9. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the
Spokane County Health District that a suitable site for on-site sewage disposal system
is available on tract B.
10. Subject to specific application approval and issuance of pemnits by the health officer,
the use of an individual on-site sewage disposal system may be authorized on tract B
only. Tract A will continue to be served by public sewer.
11. The dedicatory language of the plat will state: "Subject to specific application approval
and issuance of penmits by the Health Officer, the use of an on-site sewage system may
be authorized"
12. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
13. The plat dedication will contain a statement to the effect that: "The public water system,
as approved by counry and state health authorities, the local fire district and purveyor,
will be installed within this plat, and the subdivider will prowide for individual domestic
water service as well as fire protecdon to each lot/tract pnor to sale of each tract."
COUNTY UTILITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Comanissioners Resolution No. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. This authorization is conditioned
on compliance with all rules and regulations of the Spokane County Health District and
is further conditioned and snbject to specific application approval and issuance of
pennits by the Health District.
2. The dedication shall state:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formation of ULID by petition method pursuant to RCW
36.94, which petition includes the owner(s)' property; and further not to object by the
signing of a pmtest petitioa against the fonm,ation of a ULID by resolution method
pursuant to RCW Chapter 36.94 which includes the owner(s)' property. PROVIDED,
this condition shall not prohibit the owner(s) or successor(s) from objecring to any
assessment(s) on the property as a result of improvements called for i.n conjunction
with the formation of a ULID by either petition or resolution method under RCW
Chapter 36.94."
3. Any water service for this project shall be provided in accond.ance with the Coordinated
Water System Plan for Spokane County, as amended.
4. The dedication shall state: "Each new dwelling unit shall be double-plumbed for
connecdon to future areawide collection systems."
BUILDING AND SAFETY DEPARTMENT CONDITIONS
1. Requirements of Fire District No. 1 need to be satisfied during the building permit
process.

DECISION
TIIIS MA1"TER, an applicadon for subdivision of land, from Jack Moore bas been received
and decided upon, pursuant to Spokane County Subdivision regulations, on the 9 day of
October, 1990.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibility for
rendering the decision by the Spokane County Director of Planning.
2. The proposal is to d.ivide 1.98 a,cres into 21ots for the development of a churc6 and
commercial uses.
3. The groposal is located south of and adjacent to Sprague Avenue and approximately 650
feet east of Sullivan Road in the NW 1/4 of Section 24, Township 25 North, Range 44
EWM, Spokane County, Washingcon.
4. The curnent zoning of the property is Agricultural (A). 1fie proposed lot sities, frontage
and intended uses are allowed within this zone.
5. The Spokane Counry Comprehensive Plan designates this area as Commercial. The
development and uses proposed are generally in accord with ttus category/designation.
6. The required public aotice was provided for this proposal and agencies having a potendal
interest in the project were notified and recommendations solicited.
7. No one in the area commented on the proposal.
8. The Spokane County Arterial Road Plan designaces Sprague Avenue as a Principal
Arterial with a 130 foot right of way. A Future Controlled Access Principal Arterial with
a 164 foot right of way is located south of and adjacent tro the site.
In addidon to the required dedication, a strip of property ZO feet wide along Sprague
Avenue and a strip of property 50 feet wide along the south property line is to be set aside
in reserve as a future acquisition area.
. 9. Recognizing the recornmended conditions and Spokane County development standards,
the proposed subdivision makes appropriate provisions for the public health, safety and
general welfare and that the public use and interest will be served by platting the
subdivision.
10. The project is exempt from environmental review under the State Environmental Policy
Act pursuant to WAC 197-11-500 (6) (a).
DECISION
Based upon the above noted Findings of Fact and Conclusions, Short Plat Applicadon
SP-656-90 is hereby APPROVED until November 1, 1993, subject to cond.idons noted
below. Most of the conditions of approval shall be accomplished by the applicant and/or
sponsor prior to finalization of the shore subdivision. This decision is final unless
appealed in writing, consistent with adopted appeal procedures.
These Conditions of Approvat appiy to applicant(s), owner(s) of the
property, heirs, assigns or any successors-in-interest to property.
PLAh'NIhG DEPARTMENT CONDITIONS
1. The final plat shall be designed substandally in conformance with the preliminary plat
of record. No increase of density or number of lots shall occur without a change of
condition application subnuttal and approval.

Safety Departmnt artd County Health DistricL The agencies wiil certify an the Water
Plan, prior to the f"iling of a final plat/binding site plan, that the plan is in conf'ormance
with their respecdve needs and regulations, TheWater Plan and certif~cation shall be
drafted on a transparenc}+ suitable far reproductivn and be signed by the plat/binding

9. The water purveyar shaU certify that appropriate crvntmctual arrangements and schedule

11. No building germYt will be issued far any lot wrtthin thc final plat/binding site plan until
certi.fied by a Washington state-Iicensed engineer that "the water system has beren
installed pursvant ta the appmved Water Plan far the final plat/binding site plan,"
includ.ing a signed liGense siamp. The c+ertificatian may be in tbe farm of a Ietter, but is
preferred to be certified oQ a copy of the Water Flan as a schematic map shawisig the
"as-built" water system.
12. The Water Flan and the above four (4) canditians of appraval regarding the Water Plan
may be waived by the Planrung D'arector/designee upofl receipt of letters from the
appropriate warer purveyor and fire prot+ecti+on district stating that simple cannecuons ta
an existing, aQproved water systern will pmvide adequate domesdc and fire protectian
water to ensure the publie health, safety and general welfare.

14. Prior to finalizadon of this preliminary plat, the sponsar(s) shall submit a site plan
showing that adequate parki.ng exists for the church.
15. The Spokane County Planning Deparanent shall prepare and record with the County
Auditor a Tide Notice specifying a future land acquisition area far road right-of-way
and ucilide$. The reserved future acquisition area T'itle Notice shall be released, in full
or in part, by the Planning Departrnent. The novice should be recarded within the same
dme frame as an appeal and shall provide the following:
a. At least 20 feet of reserved future acquisition area for road right-of-way and
utilities, in addition to the existing and/or newly dedicated right-of-way along
Sprague Avenue. NOTE: The Counry Engineer has required 15 feet of new
dedication.
b. At least 50 feet of reserved future acquisition area for a proposed Controlled
Access Principal Arterial for road right of-way and utilides, in addition to the
existing right-of-way.
c. Future building and other setbacks required by the Spokane County Zonicig Code
shall be measured from the reserved future acquisidon area.
d. No required landscaping, parking, '208' areas, drainfield or allowed signs should
be located within the future acquisition area for road right-of-way and utiliaes. If
any of the above improvements are made within this area, they shall be relocated
at the applicant's expense when roadway improvemenLs are rnade.
e. The future avquisition area, unril acquired, shall be private property aad may be
used as allowed in the zone, except that any improvements (such as landscaping,
parking, surface drainage, drainfield, signs or others) shall be considered interim
uses.
CnUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The condidonal approval of the plat is given by the County Engineer subject to
dedication of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
2. Drai.nage plans and design calculations showing the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construcdon andlor the
filing of the final plat. Drainage plans to be prepared under the direction of a licensed
Professional Civil Engineer.
' 3. Individual driveway access permits are required prior to issuance of a building permit
for driveway approaches to the county road system.
4. Dedicauon of fifteen feet of additional right-of-way along Sprague Avenue is r+equired.
5. Existing county roads providing direct access to the plat shall be paved and/or curbed to
Spokane Counry standards.
6. Sidewalks ar+e required along the arterial on Sprague Avenue.
7. The word "applicant" shall include the owner or owners af the property, his heirs,
assigns and successors.
8. To construct the road improvements stated herein, the applicant may, with the approval
of the County Engineer, join in and be a willing participant in any petition or resolution
which purpose is the formation of a Road Improvement District (RID) for said
improvements, pursuant to RCW 36.88, as amended. At such time as an RID is
created or any Road Improvement Project is sanctioned by Spokane County, the
improvernents required (curb, sidewalk, drainage control and paving to existiag
pavement) will be at the sole expense of the undersigned owner(s), their heus, grantees
and assigns. This provision is applicable to Sprague Avenue.
9. As an alternadve method of consavcting the road improvements stated herein, the
applicant may, with the approval of the County Engineer, accomplish the road
improvements stated herein by joining and participadng in a County Road Project

10. The following statement shall be placed in the plat dedication:
"'The owner(s) or successor(s) in interest agree to authorize the County to place
their name(s) on a petition for the formadon of a Road Improvement Distri.ct
(RID) by the petition method pursuant to Chapter 36.88 RCW, which peddon
includes the owner(s)' property, and further not to object, by the signing af a
ballot, to the fomiation of an RID by the resolution method pursuant to Chapter
36.88 RCW, which resolution includes the owaer(s)' property. If an RID is
formed by either the petitioa or resolution mcthod as provided for in Chapte,r
36.88 RCW, the owner(s) or successor(s) further agree:
(a) that the irnprvvement(s) or conswction contemplated within the proposed
RID is feasible;
(b) that the benefits to be derived from the fonnation of the RID by the property
included therein, together with the amount of any County participation,
exceed the cost and expense of formation of the R.ID; and •
(c) that the pmperty within the proposed RID is sufficiendy developed.
Provided further that the owner(s) or successor(s) shall retain the right, as
authorized under RCW 36.88.090, to object to any assessment(s) on the
property as a resulc of the improvemcnts called for in conjunction with the
formation of an RID by either pedtion or resolution method under Chapter
36.88 RCW, and to appeal to the Superior Court the decision of the Board
of County Commissioners aff'uming the final assessment roll.
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane County, the improvements
required (curb, sidewalk, drainage coatrol a.nd paving) will be at the sole
expense af the undersigned owner(s), their beirs, grantees and assigns
without participation by Spokane County.
The RID waiver concained in this agreement shall expire after ten (10) years
from the date of exeeution Ielow. However, the owner(s) or successor(s)
agree that if said RID waiver expires without consuvction of the required
improvements, the owner(s) or successor(s) agree to construct the required
improvements at their own expense, pay to Spokane County the then
estinmated cost of the required improvements to enable the County to
' complete the same, or furnish a bond or other secure method suitable to the
County (wluch may include the exeCution of another RID waiver agreemenc)
providing for or securing to the County the actual canstrucdon of the
unprovements.
All of the requirements of this agreement shall run with the land and shall be
binding upon the owner(s), their successor(s) or assign(s)." This provision
is applicable to Sprague Avenue.
11. The County Engineer has designated Typical Roadway Section Number Ooe, Major
Arterial standard for the improvement of Sprague Avenue, which is adjacent to the
proposed developmenc. This will requine the addition of approximately ten feet of
asphalt along the ftontage of the development. The construction of curbing [and
sidewalk] is also required.

! 12. ~ The proposed private road(s) as shown on the preliminary plat serving one lot with no
extension possible is approved by the County Engineer.
J T'~ 13. Private road(s) shall be improved to Spokane County standazd for a private road
standard serving one lot, and are subject to approval under Section 10.207 of the
- Spokane County Fire Code.
14) All vested owners shall sig and record rivate road documents as rescribed b the
Spokane County Engineer.nThese documents shall be reviewed and approved by the
,J Spokane County Engineer priar to recording with the Spokane County Auditor.
Recording numbers shall be referenced in the dedicatory language of the plaL

15.) The following statement shall be Placed in the Plat dedication:
,
"WARNING: Spokane County has no r+esponsibiliry to build, improve, maintain or
otherwise service the private roads contained within or provide service to the property
described in this plat. By accepting this plat or subsequently by allowing a building
gemut to be issued on property on a private road, Spokane County assumes no
obligation for said private road, and the owners hereby acknowledge that the County
has no obligation of any kind or nature whatsoever to establish, examine, survey,
construct, alter, repair, improve, maintain or provide drainage or snow reaioval on a
private road. This requirement is and shall run with the land and shall be binding upon
the owner(s), their heirs, successors or assigns, including the obligadon to participate
in the maintenance of the private road as provided herein."
16. The proposed subdivision shall be improved to the standards set forth in Spokane
County Board of Commissioners Resoludon No. 80-1592, as amended, which
resolution establishes regulations for roads, approaches, drainage and fees in new
construction.
17. The County Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road system warrants the
dedication of add.itional right-of-way and the roadway improvements herein specified.
18. This proposed subdivision or development proposal is located within a drainage basin
which has been identified by the Spokane County Engineer's ofFice as having
stonnwater runoff problems. Since this proposed subdivision or development proposal
is affected by or is a contributor to stormwater flows, property owners should
participate in the planning and implementation of a future basinwide stonnwater
management system. The following statement shall be placed in the plat dedication:
"The owner(s) or successor(s) in interest agree to join in any County-approved
stormwater management program and to pay such rates and charges as may be fixed
thraugh public hearings for service or benefit obtained by the planning, design,
constructing, maintaining or operaaon of stormwater control facilipes."
19. The following statement shall be placed in the final plat dedicaiion: "The private road as
shown hereon is an easement which provides a means of ingress and egress for those
lots within the subdivision having frontage thereon."
20. The County Arterial Road Plan identifies Sprague Avenue as a Principal Arterial. The
exisdng right-of-way width of 85 feet is not consistent with that specified in the Plan.
In order to implement the Arterial Road Plan, in add.ition to the required right-of-way
dedicadon, a strip of property 20 feet in width along the Sprague Avenue frontage shall
be set aside in reserve. This properry may be acqu,ired by Spokane County at the time
• when arterial improvements are made to Sprague Avenue.
21. There may exist dtilides, either underground or overhead, affecdng the subject
propeny, includ.ing properry to be dedicated or set aside for future acquisidon.
Spokane County assumes no financial obligation for adjustments or relocation
regarding these utilities. Applicant(s) should check with the applicable utiliry purveyor
and che Spokane County Engineer to deternune whether applicant(s) or the utility is
responsible for adjustrnent or relocation costs and to make arrangements for any
necessary work.
Special Condidons:
22. An adequate turn around for vehicular traffic shall be provided for at the terminus of the
private road. Desigo and locadon of the tum around shall be approved by the County
Engineer.
23. Of the SQ fect of right of way set aside for future acquisition on the new arterial, (Old
Milwaukee Railroad rigbt of way), Spokane County agrees to purchase at the time of
development, 20 feet in conjunction with the application for building penniL The
addidona130 feet shall be purchased at such time as is warranted for the arterial
improvements.

COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as nated.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of
record for distdbution by the Planning Department to the utility companies, Spokane
County Engineer and the Spokane County Health DistricL Written approval of the
easements by the utility companies must be received prior to the submittal of the final
plat.
3. A combined suiface water and sewage disposal detailed plan shall be approved by the
Spokane County Engineer and the Spokane County Health District prior w the issuance
of any on-site sewage disposal pernait or building permit for this project.
4. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane
County.
5. Water service shall be coordinated thmugh the Director of Utilities, Spokane County.
6. Water service shall be by an exisdng public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
7. Prior to filing the final piat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
8. Disposal of sewage effluent beneath paved surfaces is currently prohibited.
9. Prior to filing the final plat, the sponsor shall demonstrate to the satisfacdon of the
Spokane County Health District that a suitable site for on-site sewage disposal system
is available on tract B.
10. Subject to specific application approval and issuance of pemnits by the health officer,
the use of an individual on-site sewage disposal system may be authorized on tract B
only. Tract A will continue to be served by public sewer.
11. The dedicatory language of the plat will state: "Subject to specific application approval
and issuance of pernuts by che Health Officer, the use of an on-site sewage system may
be authorized."
12. The dedicatory language on the plat shall state: "Use of private wells and water
systems is prohibited."
13. The plat dedicadon will contain a statement to the effect that: '"The public water system,
as approved by county and state health authorities, the local fire district and purveyor,
will be installed within this plat, and the subdivider will provide for individual domesac
water service as well as fire protection to each lot/tract prior to sale of each tract."
COUNTY UTILITIES DEPARTMENT CONDITIONS
1. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. lfiis authorization is conditioned
on compliance with all rules and regulations of the Spokane County Health District and
is further condidoned and subject to specific application approval and issuance of
permits by the Health DistricL
2. The dedication shall state:
"The owner(s) or successor(s) in interest agree to authorize the County to place their
name(s) on a petition for the formadon of ULID by pedtion method pursuant to RCW
36.94, which petiaon includes the owner(s)' property; and further not to object by the
signing of a protest petition against the fonnation of a ULID by resolution method
pursuant to RCW Chapter 36.94 which includes the owner(s)' property. PROVIDED,
chis condition shall not prohibit the owner(s) or successor(s) from objecting to any
assessment(s) on the property as a result of improvements called for in conjuncdon
with the formation of a ULID by either pedtion or resolution method under RCW
Chapter 36.94."

3. Any water service for this pmject shall be provided in aocordance with the Coord.inated
Water System Plan for Spokane County, as amended.
4. The dedication shall state: "Each new dwelling unit shall be double-plumbed for
connection to future areawide collection systems."

l. Requirements of F'ue District No. 1 need to be satisfied during the building permit
