The area encompassed by short plat 723-91 is slightly over two acres. It is
located in the NW quadrant of the intersection of Long.Road and Cataldo
Avenue. A large area topography map in the Spokane County Engineer's Office
indicates the area slopes to the NW. Slopes of less than .005 were measured in
the field. See Drainage Topography Map.
Cataldo and Long Road may be paved to a 36 ft. width with curbs and gutters on
a RID by the County in the future.

1) Drainage easements, as platted and shown hereon, which are for the purpose of installing,
operating and maintaining drainage swales and drainage facilities to dispose of runoff, are hereby
granted. The County of Spokane is hereby granted the right of ingress and egress to all drainage
easements adjacent to the public right of way. The property owner shall maintain the drainage
swale with a permanent live cover of lawn turf, with optional shrubbery and/or trees, which do
not obstruct the flow and percolation of storm drainage water in the drainage swale as indicated
by the approved plans.
2) The owners of Lots & , of Block , and Lots
, , & , of Block , shall be held responsible for
keeping open and maintaining the path of the natural or man-made drainage flow over and across
the property,
~ • 3) The property owner or his representative shall inform each succeeding purchaser of all drainage
easements on the property and his responsibility for maintaining drainage facilities within said

4) Spokane County does not accept the responsibility of maintaining the drainage course on private
lots within drainage easements or floodplain azeas, nor the responsibility for any drainage,
whatsoever, including but not limited to inverse condemnation to any properties due to deficient
construction and/or maintenance of drainage courses in drainage easements on private property.
5 The lowest buildin opening, including basement opening, for any building on Lots
~~C and ]iY~1r. shall be high enough to allow a minimum slope of 2%
away from the building. All drainage shall be routed away from the building to natural drainages
or other lawful drainage features.
6) Development within this subdivision shall conform to the requirements of the National Flood
Insurance Program aad Chapter 3.20 of the Spokane County Code. The lowest floor, including
basement floor, for any structure shall be constructed according to the requirements of the ,
Spokane County Flood Zone regulations in effect at the time a building permit is issued.
Purchasers of property in this subdivision are warned of possible flooding or ponding and the
potential requirement to purchase Flood Insurance. T'his warning shall be carried in each and
every deed drawn to transfer ownership of any and all property within this plat in the Area of
Special Flood Hazard.
7) An approved lot grading plan exists for Lots and ,

Grading must conform to said plan on file in the County Engineer's Office.
8) Spokane County shall not be responsible to malntain ingress or egress across the flood plaicrarea.

for service or benefit obtained by the planning, design, constructing, maintaining, or operation

permits be required prior to issuance of a building permit for driveway approachas to the County
road system. This approach shall be constructed in accordance with the approved plan on file
in the County Engineer's office.

Prior to submitting this plan I talked with Mr. Garry Nelson, P,E,, erf
your affit,e. He stated that Mr. Carabin (sponsar) cauld bernd for the
+drywells and improvements required for Long Rrsad. These improvements
could be accomplished with a Gounty RID. As the Caunty w4u:l.d accvmplish
more than just the area easti of the pra,ject, the Ccrunty would design ttne praj ect .
As the area is less than 1/ grade across it, no topographical map was
required for the shart plat. However, Mr. Nelsvn stated Mr. Carahin
would haue to show how the drainage for any additional impexvious areas
could be taken care of using dry,rells. As the three lcats were speG.
],ots, ttae future b►aTlder would tae required to accomplish drainage swales
for each 1flt at rhe time of applying for a building permit.
Mr. Nelson def3.ned the area for drainage as the lots and additions that
would make impervious areas. Are you now zedefiriing the drainage area?

Thank you for your letter of April 6, 1992' regarding Short Plat
723--91. In yaur letter you make several comntents and ask several
questivras. The fallawing respanses follaw the comments and
questians in your letter:
1 . You state that Gary Nelson sai.d that Mr. Carabin cauld
hond for the improwements required fnr Long Raad. This is a
true statement. The approved imprvvements must be bonded for
or actualTy built before plat approval can be gAven.
2. You state that the approVed improvements cou3.d be
acccamp7,ished with a County RID. This again i$ true. Yvur
client cDu1d circulate a petition to create a RTD for Lvng
Rvad but it would have to inelude bvth sides vf the road and
the pracess to form aRID is a lertgthy ane. If you decide to
pursue this optivn the burden vf faYming the district is an
the spansor and not 5pakane County. If a district is formed
for the required approved improvements, plat appraval can then
be given. Due to the difficulty in forming a RID rnest
develapers usually 5ond for vr buiYd th~ improvements on their
❑Wn.

4. Regarding the drainage area definxtion, yvu should be
aware that we do nQt defxne the drainage areas for 5hart

that the subject plat may affect and be a part of.

The area encaznpassed by S$ort Plat 723-91 is approximately twca (Z)
acres. IC is lracated narth of Cataldo 2►venue and wes[ of Long
Road. The area slvpes northerly with a grade of 0.0049 (less than
o.5%). ~

The west Tract "D" is a large lot TSO' x 30' 'deep. Tha.s lat is
large enough tv make surales to contain any runa ff water that would -
be nacessary due tv driveways and expeeted buil'dings.
The easr 123 feet of the area consists of three residential sires.
The south Tract "C" already had a hQUSe bui1t an xG which is ❑ver
15 years old. The east 123 feet slapes northerly and has a 1aw
area ldcated in Tract "A". In my vpinion, a drainage probletn
ceruid occrar should Tract "A" have aresidence bizilt upon it privr
ta a residence being built on Tract "g". This problem is due rcr
the present water from Tract "B" draining anta Tract "A" when hzgh
intensity rains occur. To assure that Tract "A" can handl.e the
water frQZn Traet "Br,, a type "A" drywell is, recammended to be
installed east of Tract "A" in [he County's right-of-way of Leng
Road. The 2418 swales required for a bualding perinit and tha type
"A" drywell will handle tfae water caming from Tract "B" and any
bui3.dirag allowed on Tract "A". "The flaor elevation of any build-
ing on Traet "A" is recammended to be at 1east 2028.5'. S'hould
Tract "B" be built vn first, with aecampanying 208 drainage and/ox
storage swales, Traet "A„ wauld not receive the eaater from
Tract "+g". Tract "A", with 208 swales, woul.d be able to cantain
the urater far expected intensa.ty of a 10-year cycle. •
Long Ftaad may be paved with curbs and gutters in the future. The
type "A" dryurall could be used at thaL tirne Co take on street
drainage from the west side of Zong Road. The street water cauld
be treated in a swale paralIel to Lang Raad.

Dear Mr. Nelson:
Enclosed is the revised drainage plan for Short Plat No. 723-91. This
reflects the waiver of the curbs, gutters, and additional paving until
an RID is started.
Enclosed is a topographical map of the area. This map shows drainage
toward the northwest for the area. We enlarged the field work to the
north. The results also showed that the area drains to the northwest.
The present plan could be phased in as the lots are built on. If a very
large building were to be built, possibly one more drywell would be
necessary.

Dear Mr. Hemmings:
Thank you for your comments received December S, 1992 concerning
the Short Plat 723-91.
A revised set of drainage calculations and drainage plans are
enclosed which, hopefully, cover the concerns you have in your
comments.
A note has been added to the drainage plans:
• "The lowest building opening, including basement opening,
for any building on Lots A, B, C and D shall be high
enough to allow a minimum slope of 2% away from the
building. All drainage shall be routed away from the
building to natural drainages or other lawful drainage ~
features."
Should you want this on page 1 of the Short Plat also, please let
me know by calling 1-800-637-3074 and leave me a message.
We sent Mr. Nelson revised copies of the Short Plat early in
December.

is locatecl in the N14 quadrant of the 3ntersecticsn of Zong Road and Catalda
Avenue. A large area tvpography map in the Spokane Caunty Engineer's C3ffice
xndicates the area slopes to the NW. Slapes of less than .005 were measured
in th.e £ielc3. See Drainage Topography Map.
Catal.do and Long Road may be paved to a 36 ft. width with curbs and gutters on
a RID by the Ccaunry in the future.

The ar8a encompassed by 5h.ort Plat 723-91 is appraximately twa (2)
acres. Tt is locatsd north +a€ Catald❑ Avenue and west of Lommg
Road. TTie area slopes nartherly w3th a grade of 0.0049 (Zess than
fl.5%).
The west Tract "D" is alarge lot 1$0' x 34' deep. This lot is
large enough tv make swales to contain any runaff water that would
be necessary due to dr3veways and expected buildings.
The east 123 feet of the area consists of three resiaential sites.
The sauth Tract "C'f" already had a[zouse built an it which is aver
15 years oid. The east 123 feet sl.vpes nartYaerly and has a Zow
area located in Tract '"A" . In my opimivn, a drainage problem
could accur should Tract "A" ha►ae a residence bezilt upon it prior
tcx a residence being buiTt on Tract "B". Tfiis groblem is due tv
the present watez fram Tract „B" draining into Tract "A" when high
intensity raires occur. To assure that "Tract T'A" can handl.e the
water from Tract "B'r, a type "A" dryweil is recnmmended to be
instaTZer3 east of Tract "A" in the County's right-of-raay of Long
Raad. The 208 swales required fvr a building permit and the type
„A," drywell will handle tlte water comi,ng fram Tract "B„ and any
buil.ding ailawed an Traet „A". The £loor elevation of any buiJ.d-
ing an Tract "t1'° is recommended to be at least 202$.5' . 5hould
Tract "B" be built on first, with accampanying 208 drainage and]or
stvrage swales, Tract "A'T wauld nae receive the water fram
Tract „B". Tract „A", with 20$ swaZes, would be able tca contain
the water for expected intensity of a 10-year cyele.
Zong Road ma9 be gaved with curbs and gutters in Che futurre. The
type "°A" drywell cnuTd be used at that t3me ta take an street

Dear Mr. Hemmings:
Thank you for your phone call of December 9, 1992 concerning Short Plat
723-91 drainage areas. You stated the need to design only drywells to
take care of any added runoff from the site. The additions were to be anticipated due to new buildings, sidewalks, driveways, or less imper-
cious surfaces.
Calculations, dated December 8, 1992, included all offsite and onsite
flows of water and necessary drywells to handle all the water.
The site will require only one (1) small drywell to handle the 0.2 CFS
from adding four (4) buildings with an area of 8400 square feet; i.e.,
[Q = (1.6)(.65)(.19 ac) = 0.2 CFS].
It is recommended that the drywell be placed in the northeast lot.
There is a small amount of ponding in this area during high intensity
rains when the ground is frozen.

t) Drainage easements, as platted and shown hereon, which are for the purpose of installing,
operating and maintaining drainage swales and drainage facilities to dispose of runoff, are hereby
granted. The County of Spokane is hereby granted the right of ingress and egress to all drainage
easements adjacent to the public right of way. The property owner sha]I maintain the drainage
swale with a permanent live cover of lawn turf, with optional shrubbery andior trees, which do
not obstruct the flow and percolation of storm drainage water in the drainage swale as indicated
by the approved plans.
2) The owners of Lots & , of Block , and Lots
, , & of Block , shall be held responsible for
keeping open and maintaining the path of the natural or man-made drainage flow over and across
the property.
3) The property owner or his representative shall inform each succeeding purchaser of all drainage
easements on the property and his responsibility for maintaining drainage facilities within said
easements.
4) Spokane County does not accept the responsibility of maintaining the drainage course on private
lots within drainage easements or floodplain areas, nor tha responsibility for any drainage,
whatsoever, including but not limited to inverse condemnation to any praperties due to deficient
construction and/or maintenance of drainage courses in drainage easements on private property.
