T'he plat lies in a soils area which has moderate to high permeablity rates and which has rapid infi.ltration rates. These factors provide low potential run-oif rates from rainfall and/or snow melt. No runoif oi significant amounts enters the plat area. The Spokane River lies next to and north of the plat. The existina ground is more than 20 feet above the 100 year flood flow elevation of Spokane River. The drainage plan for this short plat slzall theretore consist of installing such dralnage facilities as may be required to catch the run-off from Montgomery Avenue and direct them to grassed percolation area "208" swales. This work will be done sometime in the future when Montgomery Avenue is reconstructed as specified in the "Findings of Fact. Conclusions. and Decisions" dated December 26, 1991. BACKGROUND DATA The plat lies next to the Sookane River at an elevation or more than 50 feet higher than the river bed elevation. The 100 year flood flow elevation of Spokane River adiacent to the plat is from 1972 feet to 1979 feet USGS mean seal level datum (see panel 315 and 325 of 625. Spokane County Flood Insurance kate Map). The ground elevation within the plat is in the range from 2013 feet to 2016 feet USGS mean sea level datum. ThE soils in the area consist of GgA - Garrison gravelly loam. 0 to 5% slope. These soils have a moderate to very rapid rate of permeability and they have a rapid iniiltration rate. These soils are in S.C.S. hydrologic soils group "D" (Refer to sheet 67, Spokane County Soils Report, March 1968 edition. issued by the United States Department-of Agriculture, Soil Conservation Service). Soils in hydrologic soils group "D" provide low run- offs. Very little, if any. run-off may be expected on these soils from rainfall and/or snow melt. Such run-off that may occur from these sails and from associated roads. driveways, roofs and other impermeable areas may readily be directed into drains which flow into "drywells". With the e.cisting sai ls, na erosion hazard exist ta this steep slape because there isn't any run-off from the pl,at towards this steep bank area. At present, no runoff into the plat from other outside areas occurs except as ta}ces p T ace along Montgomery Avenue. When NLantgamery Avenue as redesigned in accardance wi'th the "Findings of Fact.
