The first two paragraphs of Section 5-04.3(7)A1 are deleted and replaced with the following:
An approved mix design is required for all HMA paving. An approved mix design, must
be either 1) listed on the Qualified Products List(QPL); or 2) submitted with a Mix Design
Verification report prepared by an Independent Laboratory satisfying WSDOT accreditation
standards. The Contractor shall develop a mix design prior to the initial production of HMA and
no more than 3 months prior to submitting for QPL evaluation. The mix design shall be
developed in accordance with WSDOT Standard Operating Procedure 732 and meet the
requirements of Sections 9-03.8(2) and 9-03.8(6).
To add a mix design to the QPL, it shall be submitted by the Contractor to the WSDOT
State Materials Laboratory on WSDOT Form 350-042EF. If the mix design is approved it will be
listed on the QPL for up to 24 consecutive months. After a mix design has been on the QPL for
12 months the listing will be extended provided the Contractor submits a certification letter to
the Qualified Products Engineer verifying that the aggregate and asphalt binder have not
changed. The Contractor may submit the certification one month prior to expiration of the mix
design approval. Within 7 calendar days of receipt of the Contractor's certification the QPL will
be updated. The maximum duration for approval of a mix design and listing on the QPL will be
24 months from the date of initial approval or as approved by the Engineer.
If the Contractor requests approval by submitting his Mix Design to the Engineer, the
Mix Design Verification report shall directly reference the Mix Number being submitted.
The Contractor shall submit Mix Design with 20 percent RAP or less by total weight of HMA.

1. Describe the Change This change order adopts the attached General Special
Provision 5-04.3(7)A. This GSP allows the Contractor to submit an HMA Job Mix
Formula directly to the Engineer for approval.
2. Evolution of the Change
The 2016 WSDOT Standard Specifications revised the HMA Section concerning
submittals of Job Mix Formulas. Under the new procedure only those Job Mix
Formulas that had been verified by the State Laboratory and placed on the
Qualified Products List (QPL) could be approved by the Local Agency. The City
of Spokane and Spokane both waived this new requirement to allow local
Contractors and independent testing laboratories time to adjust to the new
requirement. The Change will allow a local independent testing lab to provide a
job mix formula for the submitted Job Mix formula.

This is a no cost change order.
