Dear Mr. Pederson:
In regards to site storm drainage for the Savage Pizza Souse. It is zoned
, Heavy Industri.al. The business occupies less than 15% of the total area
of the tract.
The occupants of the property were interviewed concerning puddling and/or
, ponding about the premises over the past 10 years. Mra. Karen Harper
~ stated there was no ponding to her knowledge. An examination of the site
disclosed one dry well east of the Savage house Pizza Parlor. It is in
Mr. Kramer's tract, but serves drainage from both tracts. There is a
small swale on the north sfde oi the parking lot of the business. It has
been accommodating the runoff from the parking lot.
In my opinion, there is not a problem with the existing drainage for the business. Should additional building(s) and/or site modifications be
proposed, the drainage would have to be reviewed at that time.

frontage satisfy the minimum standards of this zane. The existing pizza restaurant and
sirtgle fa.mil.y dwelling are non-conforming land uses within the Heavy Industrial (I-3)
zane, and any alterativn ar expansion of these non-conforming uses shall comply with
the non-confornaing provisions of the Spokane Cauncy Zoning Code (see Chagter
14.508), AlI other development standards (ie parking, landscaping, signage) of the I-3
zone sha]I alsv be cornplied with in future use of the subject praperty.

PLANNING DEPAR'TMENT CONDTTIONS
I. The preliminary plat of recprd approaal is for the property legally described tn the
applicativn for this progosal.
2. The proposal shall comply with the Heavy I.ndustrial (I-3) zane(s) as affiended.

3. The final plat shall be designed substantially in conformance with the preliminary plat
of record. No increase of density or number of lots shall occur without a change of
condition application submittal and approval.
4. The Planning Director/designee shall review any proposed final plat to ensure
compliance with these Findings and Cond.itions of Approval.
5. Appropriate road name(s) shall be indicated.
6. The preliminary plat is given conditional approval for three (3) years, specificaily to
May 1, 1994. The applicant may reyuest an extension of time by submitring a written
request approximately forty-five (45) days prior to che above expiration date.
7. Appropriate utility easements shall be indicated on copies of the proposed final ptat.
Written approval of utility easements by appropriate udlity companies shall be received
with the submittal of the final plat.
8. Three (3) current certificates of dtle shall be furnishecl to the Planning Department priar
to filing the final plat.
9. The final plat map shall indicate by a clear, dashed line the required yard setbacks from
aU private, "Tract X" or public roads. The dedicarion shall contain the following
statement:
"Side yard aad rear yard setbacks shall be detemuned at the time building permits are
requested unless these setbacks are specifically drafted on this final plat. The setbacks
indicated on this plat may be varied from if proper zoning approvals are obtained."
10. A plan for water facilities adequate for dornestic service and fire protection shall be
approved by the water purveyor, appropriate fire protection district, County Building &
Safety Department and County Health 1?istrict. The agencies will cerdfy on the Water
Plan, prior to the filiing of a final plat, that the plan is in conformance with their
respecdve needs and regulations. The Water Plan and certification shall be drafted on a
uansparency suitable for reproduction and be signed by the plat sponsor.
11. The water purveyor shall cerdfy that appropriate contractual arrangements and schedule
of improvements have been made with the plat sponsor for construcdon of the watcr
system in accordance with the approved Water Plan. The time schedule shall provide
for compleaon of the water system and inspecaon by the appropriate health authorities
prior to application for building permits within the final plat. The arrangements or
agreements shall include a provision holding Spokane County and the purveyor
barmless from claims by any lot purchaser refused a building permit due to the failure
of the subdivision sponsor to satisfactorily complete the approved water system.
12. The final plat dedication shall contain the following statement:
"The public water system, pursuant to the Water Plan approved by county and state
health authorities, the local fire protection district, County Build.ing & Safery
Deparament and water purveyor, shall be installed within this subdivision, and the
applicant shall provide for individual domestic water service as well as fire protection to
each lot prior to sale of each lot and prior to issuance of a building pennit far each loL"
13. No building pernut will be issued for any lot within the final plat until certified by a
Washington state-licensed engineer chat "the water system has been installed pursuant
to the approved Water Plan for the final plat" including a signed license stamp. The
certification may be in the form of a letter, but is preferred to be certified on a copy of
the Water PIan as a schematic map showing the "as-built" water system.
14. The Water Pian and the above four (4) conditions of approval regarding the Water Pla.n
may be waived by the Planning Direccor/designee upon receipt of letters from the
appropriate water purveyor and fire protection district stati.ng *.hat simple connecdons to
an existing, approved water system will provide adequate domestic and fire protection
water to ensure the public health, safety and general welfare.

COUNTY ENGINEER'S DEPARTMENT CONDITIONS
1. The conditional approval of the plat is given by the County- Engineer subject to
dedicadon of right-of-way and approval of the road system as indicated in the
preliminary plat of record.
2. Drainage plans and design calculations showing the alignment of drainage facilities
shall be submitted to the County Engineer for approval prior to construcdon and/or the
filing of the final plat. Drainage plans to be prepared under the direction of a licensed
Professional Civil Engineer.
3. The regulations of the National Flood Insurance Program shall be observed. A
development pemait shall be obtained from the County Engineer before construction or
development begins within any area of special flood hazard (reference Spokane County
Ordinance No. 81-0726).
The following statement shall apgear within the ded.icatory langvage of the plat:
"Development within this subdivision shall conform to the requirements of the Naponal
Flood Insurance Program and the Spokane County Flood Zone 4rdinance. Purchasers
of the property within this subdivision are warned of possible flooding or ponding and
the potential requirement to purchase flood insurance. This warai.ng shall be carried in
each and every deed drawn to transfer ownership of any and all property within the plat
in the area of special flood hazard. This conditian is applicable to driveway
approaches, driveways and private roads constivcted on the site for access."
4. No construction work is to be performed within the existing or proposed public right-

5. Individual driveway access permits are required prior to issuance of a build.ing permit
for driveway approaches to the county road system.
6. Existing county roads providing d'uect access to the plat shall be paved andJor curbed to
Spokane County standards.
7. The word "applicant" shall include the owner or owners of the property, his heirs,
assigns and successors.
8. The County Engineer has designated Typical Roadway Section Number One, Local
Access standard for the irnprovement of Dishman Road, which is adjacent to the
proposed development.
9. The proposed subdivision shall be improved to the standards set forth in Spokane
County Board of Cornmissioners Resolution No. 80-1592, as amended, which
resolution establishes regularions for roads, approaches, drainage and fees in new
construction.
10. The County Engineer has examined this development proposal and has determined that
the impact of this proposal upon the existing county road system warrants the
dedicauon of additional right-of-way and the roadway improvements herein specified.
11. This praposed subd.ivision or development proposal is located within a drainage basin
which has been identified by the Spokane County Engineer's office as having
stormwater runoff problems. Since this proposed subdivision or development propasal
is affected by or is a contributor to stormwater flows, property owners should
participate in the plarming and implementation of a future basinwide stormwater
management system. The following statement shall be placed in the plat ded.ication:
"The awner(s) or successor(s) in interest agree to join in any County-approved
stormwater management program and to pay such rates and charges as may be fixed
through public hearings for service or benefit obtained by the planning, design,
construcung, maintairung or operation of stormwater control faciliries."
12. There may exist utilities, either underground or overhead, affecting the subject
property, including property to be ded.icated or set aside for future acquisition.
Spokane County assumes no financiai obligaaon for adjustments or relocation
r+egarding these ualiries. Applicant(s) should check with the applicable utility purveyor
and the Spokane Couoty Engineer to determine whether applicant(s) or the utility is

responsible for adjustment or relocaaon costs and to make arrangements for any
necessary work.
COUNTY HEALTH DISTRICT CONDITIONS
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any
attached sheets as noted.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of
record for d.istribution by the Planning Department to the utility companies, Spokane
County Engineer and the Spokane Counry Health DistricL Written approval of the
easements by the utility companies must be received prior to the submittal of the final
plat.
3. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane
County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by an existing public water supply when approved by the
Regional Engineer (Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat,
7. A public sewer system will be made available for the plat and individual service will be
provided to each tra.ct prior to sale. Use of individual on-site sewage disposal systems
shall not be authorized.
