On 30 October 2006 at the request of Rick Keith,Ken Pfaff,P.E. inspected the foundation and
anchorage beneath the manufactured home at 17420 E. 3rd, Spokane Valley, WA.
The purpose of this inspection was to confirm that the manufactured home at the above address rests
on a permanent foundation as defined by the HUD Standards(HUD Publication 7584- Permanent
Foundations for Manufactured Homes, September 1996).
We have used our best skill and judgment to provide an informative and unbiased inspection at a
reasonable cost. Although the structure and equipment may be satisfactory when examined,their
condition may change later. This report is not construed to be a warranty of guarantee of the
structure or equipment, or of the fitness for any particular use.
No tests,measurements or calculations have been made except as described in this report. We have
not investigated for toxic materials or wastes,or examined public records regarding this property.
The scope of the inspection does not assure that the property conforms to any regulations,
restrictions,or building codes that may be in effect at its location.
This report has been prepared in strict confidence with Matt and Seana Lehto as our client. They are
not required to allow reproduction or re-use of this report for the benefit of others without their
expressed written consent, except as may be required by Washington real estate regulation. Further,

Observations:
This residence is a one-story"double-wide"manufactured home approximately 52 ft long by 24 ft
wide. HUD numbers IDA 025003 and IDA 025004 are attached. Each of the chassis beams are
supported with 7 concrete block piers resting on transverse poured concrete footings. The footings
are protected from frost. A skirting wall constructed of metal siding fully encloses the crawl and
provides adequate ventilation. The soil in the crawl space is covered by a vapor barrier. Drainage is
adequate. Five transversely angled tie downs and two longitudinal tie down X-braces are present to
anchor the chassis beams to the ground. The tongue and axles have been removed. The porch and
porch roof are partially supported on the home,but have not adversely impacted the structure of the
home.
The items below must be present to satisfy the requirements of HUD Publication 7584-Permanent
Foundations for Manufactured Homes. Based on our observations and subsequent calculations,
these have been satisfied:
• The footings must bear on undisturbed soil or compacted soil(90%Proctor).
• The bottom of the footings must be below the required frost depth from grade.
• Adequate drainage of the crawl space area is required.
• The perimeter walls must extend at least 8 inches above grade.
• The exterior grade must taper away from the home for drainage.
• The tongue, axles, and wheels must be removed.
• A well supported perimeter wall(skirting)constructed of"permanent"material must
enclose the foundation to keep out vermin and water.
• An adequate number of screened vents must be installed around the entire perimeter
of the building to provide air circulation in the crawl space.
• Any additions to the home(porches, decks, roofs, etc. must not bear on the home.
• The foundation must bear upon poured concrete footings.
• The footings must be at least 8"thick.
• The footings must be of adequate mass to resist uplift.
• The home must have adequate tie downs to resist overturning,uplift, and horizontal
transverse loads.
• The home must have adequate tie downs to resist horizontal longitudinal loads.
• The dirt floor of the crawl space must be completely covered with 6-mil polyethylene
plastic.

Manufactured Homes. Based on our observations and subsequent calculations, these have NOT
been satisfied:
• The foundation must bear upon poured concrete footings.
• The footings must be at least 8"thick.
• The footings must be of adequate mass to resist uplift.
• The home must have adequate tie downs to resist overturning,uplift, and horizontal
transverse loads.
• The home must have adequate tie downs to resist horizontal longitudinal loads.
• The dirt floor of the crawl space must be completely covered with 6-mil polyethylene
plastic.
Recommendations
1. The home must rest on poured concrete footings of adequate mass to resist uplift or an FHA
approved substitute such as a Magnum® Foundation system. For concrete footings, we recommend
excavating, forming, and pouring nine strips across the width of the home. These should be located
adjacent to the current pier stacks. They should be set a few inches into the ground, be eight inches
thick and at least 18 inches wide and reinforced with two#4 bars. Properly sized anchor bolts can be
placed in the footings to attach the tie down straps or can be drilled and inserted later. When th
footings are completed,the piers can be relocated from the soil to on top of the footings.

Alternatively, you may wish to use the Magnum system. This system is an FHA approved substitute
for footings and tie downs and does not require excavation or concrete work.
2. The home must be anchored against longitudinal sliding. The Magnum&1 foundation system can
provide this anchorage. If you chose to pour concrete footings instead,two longitudinal X-brace planes
are needed along the length of the home,under each of the exterior beams per the attached sketches.
You will need 2 tie downs for the X-brace. The tie downs should attach to the chassis beam above a
pier and extend to an anchor in the footing near the adjacent pier beneath the same exterior beam and
vice versa forming an X-bracing plane. Repeat this under the other side of the home.
3. The home must be anchored against transverse sliding, uplift, and overturning. The Magnum®
system will provide this anchorage. If you choose to pour concrete footings, the chassis needs to be
secured against transverse(width-wise)sliding by 5 transversely angled tie downs equally spaced along
each exterior beam. Each tie down should attach to a beam and extend at an angle to an anchor in the
concrete. (See the attached sketches).
All tie downs need to meet ASTM D 3953-91 standards and must be secured at the beam so that they
don't slide. The foundation anchors need to equal or exceed the capacity of the tie-downs when
installed and must be stainless steel or galvanized. In addition, it is important that the tie downs are
protected from bending around the sharp edges of the beams.
4. The soil in the crawl space must be covered with a plastic(5-mil)vapor barrier.
An invoice and a copy of this report have been sent to the Lehto's. If you have any questions about
this report or inspection, please feel free to call me for clarification. There is no additional charge
for a reasonable number of phone consultations. Should further design or an additional visit to the
home be necessary,however, an additional fee will be charged.
