respective prvperties. `
2. Any building that is constructed vn a lot in this Plat shall be set at such an elevatian so
a.s to provide positive drainage away from any drainage entry pvint ta the building
(including but not lirnited tv a windaw well, a windvw unprvtected by a window well,
vr a doorway). Said pasitive drainage shall consist of a minimum sloge of 3% away frvm
the building for a distance of at 1east 10 feet from the buiAding. The lots shall be gradeci
so that either a} all runoff is rvuted away from the building, and cvnveyed over the lat
to a natural drainage swale or approved drainage faciiity, or b) drainage intercepted on
the lot is dispased of vn the tot in an apprvVed drainage facility. The appraved drainage
facility shall be constructed in accordance with the apprvved plans on file at the Cvunty

the County Engineer's C3ffice prior to canstructian of said revisions.

4. The Planning Director/designee shall review any proposed final plat to ensure
compliance with these Findings and Conditions of Approval.

6. The preliininarylat is given conditional'approval for three (3)'years, specifically to
e applicant may request an extension of dme by submitring a

10. A plan for water facilities adequate for domestic service and fire protection shall be
approved by the water purveyor, appropriate fire protecdon district, County Building &
Safety Department and County Health District. The agencies will certify on the Water
Plan, prior to the filing of a final plat, that the plan is in conformance with their
respective needs and regulations. The Water Plan and certification shall be drafted on a
transparency suitable for reproduction and be signed by the plat sponsor.
11. The water purveyor shall certify that appropriate contractual arrangements and schedule
of improvements have been made with the plat sponsor for construction of the water
. system in accordance with the approved Water Plan. The dme schedule shall provide
for completion of the water system and inspecrion by the appropriate health authoriries prior to application for building permits within the final plat. The airangements or
agreements shall include a provision holding Spokane County and the purveyor
harmless from claims by any lot purchaser refused a building permit due to the failure
of the subdivision sponsor to sarisfactorily complete the approved water system.
12. The f plat dedication shall contain the following statement: "The public water
syst , pursuant to the Water Plan approved by county and state health authorities, the
loc re protecdon district, County Building & Safety Department and water purveyor,
sh e installed within this subdivision, and the applicant shall provide for individual
do stic water service as well as fire protecrion to each lot prior to sale of each lot and

13. No building pernvt will be issued for any lot within the final plat until certified by a Washington state-licensed engineer that "the water system has been installed pursuant
to the approved Water Plan for the final plat" including a signed license stamp. The
certificarion may be in the fonn of a letter, but is prefened to be certified on a copy of
the Water Plan as a schemadc map showing the "as-built" water system.
14. The Water Plan and the above conditions of approval regarding the Water Plan may be
waived by the Planning Director/designee upon receipt of letters from the appropriate
water purveyor and fire protection district stating that simple connections to an exisring,
approved water system will provide adequate domestic and fire protection water to
ensure the public health, safety and general welfare.

specific mention of Eden Place in the Spokane County Six Year Road Plan.
However, the general public may use the right of way to gain access to
the river frontage at this time.

P1ace may be constructed and established as a public Road.

INTRODUCTION
The site is located in a portion of the Northeast ouarter of
Section 7, Township 25 N., Range 45, E.W.M., Spob=ane County,
Washington.
The total area ot the project is apprvr.imately 2.20 acres. This
area is divided into two (L) tracts, "A" and "P", eac-`: af which
will contain, or presentiy contains, one residence. i!-,e area of
Tract "A" is 0.89 acres and is presently undeveloped in native
oastureland. The area ot Tract "B" is 1.31 acre= and it
presently contains one residence.
The soii types in this area are Garrisvn qravelly 1o=m, 0'l.-5%
slopes and Garrison very stony loam, 0%-270% slope=, bath of which
are in the HSG B. The soil is svmewhat excessively Qrained and
has moderately rapid permeability. The surface runoff is slow.
(See Soil Map attached). The site is generaily f1s-T with an
average slope of less than 1%.
I have visited the site and have done calculativr+s indi_~=i±inq the
before and after developmer', flows on-site. Refore dev=lopm?nt,
the peak runoff from Tract "A" is 4,56 cfs. Curr=r,tly, the
runoff sheet filows over }he site, over the adjvininQ Washinqtvn
State Park= Department prope;-ty, and intv the Spar-r= River.
Afiter development, the peak -unofif from Tract "A" d?-resses frvm
0.50 cfs ±o 0.40 cfs. ThF drainage path is not affect_>j and the
water follows the same natL:ral overiand sheet flow path as it did
before development. The peak runoff from Tract "3" before
development was 0.74 cfis. Currently, there is a single residence
located in Tract "B" and the peak runoff decreased from 0.74 cfis
to 0.44 cfs. The natural drainage path did not chang= and will
not be affected during the development of Tract "A". The pea1:
runoff calculations before and after development and a basin map
are attached.
it has been noted thac this project is located withir a flovd
zone and thereTOre; a development permit shail be obtained frvm
the County Engineer before construction or develvpment L"Jegins.
Since the after development peak flow values were les= than the
betore development and the natural drainage path wiil not be
disturbed, it is our opinion that no further drainage be required
for this Short Plat.
