County ta place their name(s) vn a petition for the formation of a
Raad Improvement Qistrict (RID) by the petition method pursuant to
Chapter 35.88 RCW, which petition includes the vwner(s) praperty, and
further nat to object, by the signing of a ballot, the farmation of
a RID by the resolution method pursuant t❑ Chapter 36.88 RCW, which
resolution includes the awner(s) property. If a RIp is farmed by
either the petitivn ar resolution method, as pravided for in Chapter
36.88 RCW, the awner(s) or successar(s) further agree: (Z) that the
improvements or canstruction cflntemplated within the proposed RI❑ is
feasible, (2) That the benefits t❑ be derived from the fvrmatian of
the RID by the property included thersin, tagether with the amount
of any County participatian, exceeds the cost and expense of formation
of the RIO, and (3) that the prvperty within the propflsed RId is
sufficiently developed. Provided, further, the awner(s) ar
sucaessor{s} shall retain the right, as authorized under RCW
35.88.090, ta object tv any assessment(s) on the property as aresult
of the improVements called far in conjunction with the fQrmatian of
a RID by eitlher petition or resolutivn methnd under Chapter 35.88 RGW,
and to appeal ta the Superior Cattrt the decision of the Board of
Cvunty Camn►issioners affirming the finai assessment rvll. It is
further agreed that at such time as an RID is Greated vr any Road
Imprvvement proj ect is sanctioned by Spokane County, the imprvvements
required (curb, s idewa lk , dra inage cflntral and paving ) wi11 be at the
sole expense of the undersigned owner, their heirs, grantees and
assigns withaut participataon by Spokane County.
The RID waiver contained in this agreement sha11 expire after ten
(10) years fram the date of execution aelvw. Hcaweuer, the mwner ( s)
or S1iCCe55flr(5) agree that if said RID waiwer expires withv►at
aonstructivn of the required improvementst the owner{s} or
successar(s) agree ta construct the required improvements at their own
expense; pay to Spokane Caunty the then estimated cast of the required
imprvVements t❑ enable the County to complete the same; ❑r furnish a
hand vr vther secure method suitable to the Cflunty (which may include
the executifln of anvther RII] waiVer agreement) , providang for ar
securing ta the County the actual construction, of the improvements.
Allof the requiremenits of thi,s agreement shall run with the land and
shall be hinding upan the awner(s), their successor(s) vr assign(s).
This provision is applicable tv 8th Ave,nue and Pierce Raad.
E24 The County Engineer has designated Typical Roadway 5ection Number Ttvot
Minor Arterial Standard for the imprDvement of 8th Avenue which is
adjacent tn the proposed develogment. This will re9uire the additian of
appraximately 11-13 feet of asphalt along tha froratage of the
develapment. The canstructian of curhing and sidewalk is also required.
E24 The Caunty Engineer has designated Typical Roadway Section Number Twst
Local Ac+cess Standard far the improvement of Pierce Raad which is
adjacent ta the prapased development. This will require th+e additiQn of
apprvximately 8-10 feet of asphalt alvng the frontage of the
develapment. The canstructian of curbing is also required.
E32 The propased plat shall ba improved t❑ the standards set forth in
Spokane County Baard of Cflmmissianers Resolutian Nv. 80-1592, as
amended, which establishes regulations for roads, approaches, drainage
and fees in new construction.
E33 The C❑unty Engineer has examined this develapment proposal and has
determined that ths impact of this propvsal upon the existing Cflunty
Raad System warrants the dedication of additiQnal Right of Way and the
rvadway imprvvements herein specified.

E61 The Caunty Arterial Road plan identifies 8tfi as a Miaar Arterial. The

either underground vr overhead affecting the applicants property,
including property to be dedicated or set aside future acquisitian.
Sppkane County will assume na financial abligation for adjustments
or relacatiQn regarding these utilities. The applicant should

side of 8th AVanue and the west side of Pierce Raad in the 5W1/4 of

The proposed sfte is relatively flat with mast rsf the site
s1Qping L°owards the nvrth. The slapes an the s3te run between 2%
and 3$. The soi1 in the area is generally comprised of Garrison
gravelly 1oam ( GgA These sails are excessively drained and have
rapid perrnsabi.lity. Surface run-off is slour and tha hazard af soil
erosion is slight.

METHOD OF MANAGEMENT
The proposed Shart Plat No. SP-893r93 is situated adjacent to
. 8th Avenue and pierce Road. A1Y off-sfte run-off will occur from
the sQuth and f1vw north tvwards 8th AVenue. Al1 on-site
stosmwater run-of f flows to the narth and off the property. Ho
imperviaus areas are glanned so "208" swales ara nQt being
considered. Stvrmwater coming from ❑ff-site wf11 rum acrvss the
praperty and off to the north and end ug at 8th Avenue and
Gontinues on its natural caurse. Bvth 8th Avenue and Pierce Road
improvements are t❑ be done thres a praposed RID. The existing Q
value is 2.11 and the estimated Q value after the two remainirsg
lvts ara de❑eloped will be 2.31, ar an increase in stormwater run=
off of 9.4%. There are na pZans to divert ar retain the stormwater
and no draiaxage imprvvements are planned do to a negligiU3e
difference. ❑evelopment vf this plat should have Tittle ar nv
ef#'ect on the drainage flow pattern in the area.

Ths praposed Shvrt Plat Na. SP-893-93 is a 3lot. single
family residential p1at to be canstructed on approximately ❑.93
acres in East Sgakane Cvunty. The site is situated vn the sauth
side of 8th Avenue and the west side of Fierce Raad in the 5W1/4 of
Sectian 21, T25N, R44E, W.M., Spokarie County.
Ttte proposed site is relatively flat with most of the site
sloping tvwards the narth. The slvpes on the site run betweera 2%
and 3%. The so3l in the area is generally campr3sed of Garrison
gravelly loam (GgA). These soils are excessively drained and have
rapid permeahility. Searface run-off is slow and the hazard of soiT
erasion is slight.

METHOD mF M,ANAGEMENT
The propflsed Shqrt Plat No. SP-$93-93 is situated adjaGent to
8th Avenue and Pierce Rvad. Al1 off-site run-off wi11 accur from
the south and fTow nvrth towards Bth Avenue. A11 an-site
atormwater run-aff flows to the north and off the prvperty. Na
impez-eious areas are planned so "208" swales are nat being
cons3dered. Stormwater coming from aff-site will run across- the
praperty and of f to the nDrth and end up at 8th Avenue and
continues on its natura1 caurse. Bath Sth Avenue and P3erce Rvad
impsovements are to be done thru a proposed Rio. The existing1 Q
value is 2.11 and tt►e estimated Q ❑alue after the two remaining
lets are developed caill be 2.31, or an in+crease in stormwater run-
vff of 9.4$. There are no plans to divert or retain the stormwater
and no drainage improvements are planned do tv a negligible
difference. Dewelopment of this plat should have lsttle or no
effect ❑n the drainage flow patterra in the area.

$th Avenue and Pierce Road. All off-site run-off will occur fram
the sauth and flvw nvrth towards Sth Avenue. All on-site
stormwater run-vff fl.ows to the north and off the property. No
impervious areas are planned so "20$" swales are not being
cvnsidered. 5tormwater avming from af£-site w~ll run across the
property and o£f to ►.he nvrth and end up at 8th Avenue and
cantinues on its natural course. Bvth 8th Avenue and Pierce Rvad
impravements are to be dvne thru a propased RIQ. The existing Q
value is 1.54 and the estimated Q value after the twa remaining
3ots are developed wil.l be 1.51, ❑r an increase in stvrmwater run-
off of 4.5%. There are n❑ plans to divert or retain the starmwater
and na drainage impravements are planned da to a negligible
