a RID by the resolution method pursuant ta Chapter 36.8$ RCW, which
resolutivn includes the vwner(s) praperty. If a RIa is farmed by
either the petition or resolution methvd, as provided for in Chapter
36.88 RCW, the awner{s} vr successar(s) further agree; (1) that the

improvernents or constructivn cantemplated within the praposed RTU is
feasa.ble, (2) That the benefits t❑ kae derived from the formation of
the RII] by the property included therein, together with the amount
of any County participativn, exceeds the cvst and expense of formation
of the RID, and (3) that the property within the proposed RIO is
sufficiently developed. Pravided, further, the owner(s) vr
successor(s) shall retain the right, as autharized under RCW
36.88.090, taobject to any assessment(s) an the property as a result
❑f the improVements cailed for in conjunction with the farmation of
a RIU by either petition 4r resolutian methvd under Chapter 36.88 RCW,
and tv appeal to the Superiar Court the decisian of the Board o€
County Commissfoners affirming the final assessment roll. It is
further agreed that at such time as an RID is created or any Road
Imprauement project is sanctioned by 5pokane C❑unty, the impravements
required (curb, sid,ewalkr drainage contrvl and paVing) will be at the
sole expense of the undersigned owner, their heirs, grantees and
assigns withaut partiGigatian by Spokane County.
The RID waiver contained in this agreement shall expire a€ter ten
(10) years from the date of execution melow. Nowever, the owner(s)
or success❑r(s) agree that if said RID waiver expires without
constructimn of the required imprvvemerets, the owner(s) or
successor (s) agree to construct the required improvements at their own
expense; pay to Spokane County the then estimated cast of the required
improveanents ta enable the CQUnty to camplete the same; or furnish a
ricsnd or ❑ther secure methad s►aitable to the County {which may include
the execution of another RID waiver agreement}, providing far ar
securing to the Caunty the actuai canstructivn of the impravements.
All ❑f the requiremer►ts of this agreement sha11 run with the Tand and
shall bs bindinq upvn the Qwner(s), their successar(s) or assign{s}.
This pravision is applicahle to Montetomerv Rcaad and Lcnq Raad.

Road Systezt► warrants the dedication of add:itivrral Right of Way and the

E90 The applicant should be adviser3 that there may exist utilities either
underground or overhead affecting the applicants praperty, including
property to be dedicated or set aside fvr future acquisition. Spakane
Cvunty will assume no financial obligation for adjustments or relocation
regarding these utilities. The applicant shauld +check with the
applfcable utilities and Spokane Caunty Enginesr to determine whether

I3ear Bi1t: This letter is in regards to the starrnwater runvff flawing acrass the referenced short piat (SF).
The SP is bvrdered on the north and west by Mvntgamery Avenue and Long Road, respectively.
The existing conditivn within the short plat boundary cansists of rneadow over the majority vf
the site with svme scattered trees and a farmstead. The general tvpvgraphy of the area slcrpes
frvm narth to sauth at grades of approxunately .5 % to 1%'a as shawn ❑n the attached Water
Resvurces Map. It appears that the majority of the draina,ge will be sbeet flow hawever for
analysis purposes we are assuming acQncentrated flow. The hasin is lacated within the plat
brrundary scr a 10 year event is used to analyae the runoff. The basin is approximately 2.73
acres in size and was analy2ed using the Rativnal Methad. The resulting maxirnum runaff rate
caIculated for the existing condition is 1.65 CFS.
The hasin for the develvped canditian analyzed was the saane area as the existing condition.
Since the sauth 104' of the Short Plat is existing residence or a remvte partian of lat "C", the
surface conditian was assumed ta be the same as the existing case. The remaining area surface
conditian far this case was impervious area and the rest is lawn. The resulting maximum runoff
rate calculated far this situation was 1.35 CFS.
A, secvnd deveToped condition was a1sQ analyzed assuming 112 of the lais are developed and the
vther half remains undevelvped rneadow. The assurnptions for the develaped half are the same
with 3000 S.F. of imperviQUS area and the rest is 1awn. The resulting maximum runaff rate
calculated fvr this situatian vvas 1.59 CFS. The rates for bath the developed conditivns analyzed
are Iess than the existing case, cherefvre the lot deuelvpment should not cause any additianal
negative irnpacts beyand the existing conditivn. Road improverrients are anticipated by RiD at
