Environmental Determination: The City issued a Determination of Non -Significance (DNS) on August 19, 2016 pursuant to the State Environmental Policy Act (SEPA) and Title 21 (Environmental Controls) of the Spokane Valley Municipal Code (SVMC). The lead agency has determined that this proposal does not have a probable sig- nificant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made after a thorough review of the completed environmental checklist and other information on file. Approval Criteria: SVMC Chapter 19.150 (Conditional Use Permits) and Title 21 (Environmental Controls). Hearing Process and Appeals: The Hearing Examiner will conduct the hearing pursuant to the rules of procedure adopted in SVMC Title 18 (Boards and Authorities). All interested persons, may testify at the public hearing and may submit written comments and documents before or at the hearing. The Hearing Examiner may limit the time given to speakers. Any appeal of the Hearing Examiners decision will be based on the record established before the Hearing Examiner, pursuant t0 SVMC Title 17.90 (Appeals). Environmental appeals shall follow the procedures, set forth in SVMC Tale 21 (Environmental Controls). All hearings will be conducted in facilities that are accessible to persons with physi- cal disabilities. Staff Report and Inspection of File: A staff report will be available for inspection seven (7) calendar days before the hearing.
