We reviewed yaur July 10, 2001 submitta] of the design documenis for this project. Tbe fotlowing items
need to be addressed or resolved prior to acceptance of the plans:
1. Please submit "as built" plans for Bascetta Lane that show the private road complies with
Spokane County Standards (see Engineering aad Roads Conditivns of Approval number 9).
2. A submittal checklist needs to be inctuded with every submittal.
3. Thc developer needs to sign the road and drainage plans.
4. A vicinity map needs to be included on the plans.
5. Please verify thai all t6e Spokane County Standand Notes have been included.
6. The `208' swale needs 6 inches of freeboard above the maximum surface elevation for the design
storm.
7. Please provide dimeasions for the `208' swale, incinding dimensioas from a known point of
origin. In addition, the plan view contours aecd to correlate with the cross-section by showing
the berm.
8. Dimensions aeed to be included for the ditch alignmeat.
9. Drywell staiioning needs to be provided.
10. A basin map needs to be provided to show the arm used for the drainage analysis.
11. A SCS soils map aeeds to be included cvith the subntittal.
12. Please provide ditch calculations that confirm that the ditch caa coatain the SO-year storm plus

c) Catculations need ta use the culvert charc instead of the pipe chart
d) Calcul$tions need to show how the culverts will convey the design flow within the allowable
headwater elevation
e) Culvert elevations need to be coordinated with the road profile. The elevations provided indicate that
the cuiverts witl have minimal cover, and may actually be exposed. CMP culverts typically require 2'
of cover, and HDPE (doub(e-wall) I' cover, depending on the bedding method.
E) Calculations need to include an extract of the SCS soils map for the drainage basin, to suppart ihe
CN calculations. Meihod needs to follow TR-55. Hydrologic Soi.ls Group of the soil type is found
from the June 1986 update to TR-55
5) RiPrap:
a) Need to indicate riprap infurmation: width, depth of ciprap to be plaeed
b) Need to provide calculaiions for the riprap: gradation, pad dimensioning, any f lter material
necessary between the riprap and the native soils.
6) Drainage essements:
aa Need to show on plans, so that they can be coordinated with the Final Sngrt Plat Map
bj Need to check Manning's "n": how will the ditch be maintained to keep the "n" value at .03?
Overgrown, weedy ditches are typically around .045.
e) Need to check slope assumed in calculations vs. slope derived from plan cantours
d) Width of easement =((width for flow + 30% freeboard) + maintenance access). IVeed to show ditch

I have no knowledge of any critical areas on this site.
I recommend the following conditions of approval:
• A Professional Engineer, licensed in the State of Washington, shall submit final road and
drainage plans, a drninage report and calculations t6at conform to all standards and laws
goveruing stormwater management in Spokane County. Final drainage plans and a
drainage report shall receive the County Engineer's ucceptance prior to release of a
construction or building permit, or approval of the land action unless a no action alternative
can be shown to be acceptable.
• Any drainAge courses that may cross this plat shall be identified and set aside in an
easement thAt is dedicated to Spokane County. The eASement sh911 be wide enough to hold
the 50 year - 24 hour storm for the contributing stormwater basin with a 30% freeboArd
while Also providing for an adequate mainteoance access for the draioage course.

PLAT SP-1189-98 ~ DECISION
THIS MATTER, an application for short subdivision from Mike Bascetta has been receiWed and was
decided upon, pursuant to Spokane County Subdivision regulations, on the 4th day of September 1998.
FINDINGS OF FACT AND CONCLUSIONS
I. The individual signing below has further been properly delegated the responsibiiity for rendering
the decision by the Director of Spokane Countv Division of Building and Planning.
2. The proposal is to divide approximately 5.89 acres into two (2) residential tracts in the existing
Semi-Rural Residendal-5 (SRR-5) and Urban Residential-3.5 (UR-3.5) zones.
3. The proposal is located east of and adjacent to Bascetta Lane and approximately 300 feet east of
Dishman Mica Road in the SE'/e of Section 29, Township 25 N., Range 44 EWM and the NE 1/4 of
Section 32, Townsbip 25 N., Range 44 EWM, S-pokane County, Washington.
4. The existing zoning of the property described in the application is Semi-Rural Residential-5 (SRR-
5) and Urban Residential-3.5 (UR-3.5), whick,. was estabtished in 1991. The Semi-Rural
Residential-5 (SRR-5) zone is located on the north 5.02 acres of the subject properiy and the Urban
Residential-3.5 (UR-3.5) zone is located on the remaining .87 acres. Pursuant to Section 58.17.195
of the Revised Code of Washington (RCVV), this proposal confonns to the requirements of the
existing Semi-Rurai Residential-5 (SRR-5) and Urban Residential-3.5 (UR-3.5) zones.
5. The Spokane County Comprehensive Plan designates this area as both Semi-Rural Pius and Urban.
The development and uses, as proposed and conditloned, are in accord with the Semi-Rural Plus
and Urban categories. This proposal is also compatible with the surrounding uses which are
primarity single family residential and vacant and undeveivped 1and.
6. The applicant has proposed the subdivision of approximately 5.89 acres into two lots; one 5.02
acre lot and one .87 acre lot. The proposed .87 acre lot is lacated within the Interim Urban Growth
Area (IUGA) adopted by the Board of County Commissioners (BOCC) Resolution #97-0321. The
remaining 5.02 acre lot is Iocated outside of the Interim Urban Growth Area (IUGA) and is
consistent with the minimum residential density allowed by Section 4 of Resolution #97-0321.
7. The proposed site is lacated outside the Public Transportation Benefit Area (PTBA). The nearest
public transit service is located at the intersecteon of 32nd Avenue and University Road.
8. The proposed short plat will be served by a public water systern. Waste water disposal wiil be as
authorized by the Director of Spokane County Division of Uiilities.
9. The required public notice and comment period was provided for this proposal. In addition, those
agencies having a notential interest in the proposal were notified and comments solicited. Na
written comments were received from any adjoining property owner regarding this proposal.
14. Recoernizina the recommended conditions and Spokane County development standazds, the
proposed short plat makes appropriate provisions for the public health, safety and general welfare
and that the publie use and interest will be served by platting the subdivision. The subdivision
proposal is generally consistent with RCW 5$.17 and the County subdivision regulations,
promoting the public health, safety and general welfare in accordance with standards established
by the State and Spokane County. The County Division of Building and Planning has considered
the provision of adc:quate public facilities ns cited in RCW 58.17.110(2). More specifically:

e. potable water j. sidewalks
11. Pursuant to the Washington Administrative Code (WAC) 197-11-800 (6) (a), this proposed short
plat is exempt from the State Environmental Policy Act (SEPA) environmental review.
DECISION
Based upon the above-noted Findings of Fact and Conclusions, Short Plat Application SP-11$9-98 is
hereby APPROVED for five (5) years, specifically to October 1, 2003 and subject to conditions noted
below. This decision is final unless appealed in wnting, consistent with adopted appeal procedures.
CONDITIONS OF APPROVAL
All the belaw conditions imposed shall be binding on the "Applicant," which term shall inciude the
owner or owners of the property, heirs, assigns and successors.
SPOI:ANE COUNTY DIVISION UF BUILDING AND PLANNING
1. The proposal shall comply with the Urban Residential-3.5 (LJR-3.5) and Semi-Rural Residential-5
(SRR-5) zones and other applicable Zoning Code chapters, as amended.
2. The final short plat shall be designed substantially in conformance with the preliminary plat of
record. No increase of density or number of tracts shall occur without a change of conditions
application submittal and approval.
3. The preliminary short plat is given conditional approval for five (5) years, specifically to October
11 2003. The applicant may submit an extension of time application at least thirty (30) days prior
to the above expiration date. Applicatian(s) for extension of time shall be processed under the
provisions of Chapter 12.100.118 (Extension of Time) of the Spokane County Subdivision

4. Prior to recording the final short plat, the applicant shall submit to the County Division of Building
and Planning Director/designee for review any proposed final shart plats to ensure compliance
with these Findings and Conditions of Approval.
5. A survey is required of the subject property prior to recArding the fina) shart plat.
6. Appropriate road name(s) and street address for each tract shall be indicated on the final short plat

10. Prior to recording the final short plat, the applicant shall provide four (4) current Certificates of
'I'itle to the Division of Building and Planning.
11. The applicant shall contact the County Division of Building and Planning at the earliest possible
stage in order to be informed of code requirements administered/enforced as authorized by the
State Building Code Act. Design/development concems include: addressing, fire apparatus access
roads, fire hydrant/flow, approved water systems, building accessibility, construction type,
occupancy classification, exiting, exterior wall protection, and encrgy code regulations.
SPOKANE COUNTY DMSION OF ENGINEERING AND ROADS
1. The conditional approval of the short plat by the County Engineer is given subject to approva( of
the road system as indicated in the Preliminary Plat of Record.
2. The draiaage plans and design calculations showing the alignment of drainage facilities be
submitted to the County Engineer for acceptance prior to construction and/or the recording of the
final plat. Drainage plans to be prepared under the direction of a licensed professional Civil
Engineer. Any drainage courses that may cross this ptat shall be identified and set asidc in an
easement that is dedicated to Spokane County. The easement shall be wide enough to hold the 50
year - 24 hour storm for the convibuting stormwater basin with 30% freeboard while also
providing for an adequate maintenance access for the drainage course.
3. That the cegulations of the Nationat Flood Insurance program shall be observed since the proposed
plat is affected by a Flood Hazard Zone. A developmerit permit shall be obtained from the County
Engineer before construction or development begins within any area of special flood hazard
(reference Spokane County Ordinance 88-0521). This condition is applicable to driveway
approaches, driveways and private roads constructed on the site for access.
4. Approach Permits are required for any access to the Spokane County Road System.
5. The proposed plat shall be improved to the standards set forth ia Spokane County Board of
Commissioners Resolution No. 95-0498, as amended, which establishes regulations for roads,
approaches, drainage and fees in new construction.
6. The following statements shall be placed in the dedicatory language of the final plat:
"Developmen# within this subdivision shall conform to the requirements of the National Flood
Insurance Program and Chapter 3.20 of the Spokane County Code. Purchasers of the property

SEWER SERVICE
l. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use of on-site sewer
disposal systems may be hereby authorized. This authorization is conditioned in compliance with
all rules and regulations of the Spokane Regiona( Health District and is further condirioned and
subject to specific application approval and issuance of permits by the Health District.
WATER SERVICE
l. Any water service for this project shall be provided in accordance with the Coordinated Water
- System Plan for Spokane County, as amended.
SPOKANE REGIONAL HEALTH DISTRICT
1. Sewage disposal method shall be as authorized by the Director of the Spokane County Division of
Utitities.
2. Water service shall be coordinated through the Spokane County Division of Utilities.
3. Water service shall be by an existing public water supply when approved by the Regional Engineer
(Spokane), State Department of Health.
4. Prior to recording the final short ptat, the applicant shall demonstrate to Nie satisfaction of the
Spokane Regional Health District that an adequate and potable tivater supply is available to each
tract of the plat.
5. Prior to recording the final short plat, the applicant shall pcesent evidence that the plat lies within
the recorded service area of the water system proposed to serve the plat.
6. The fioal plat shall be designed as indicated on the preliminary plat of record and/or any attached
sheets as noted.
7. Appropriate utitity easements shall be indicated on copies of the pretiminary plat of record for

l. Reimbutse Spokane Cottnty for rroject review Rnd inspection fees ns specified in Chnpter 9.14 of
tlie Spakane Caunty Cnde. Tlie fees will be based on actual salary costs incurrecl by Spokane
County for project reviews ancl / or inspectiAns plus a ten percent administrative charge, ancl will
be billed montlily as accrued. Any billing amounts due, including any expenses incurred in the
collection Af an overdue account, must be paid prior ta tlie County's acceptance of the nroject for
filing. 1f aproject is approved and/or filed witli a balance stitl owing, tlie unpnid b1lAnce sliall he
paid witliin 30 days af the invoice date.
2. Tlie undersigned agrees thAt tliese fees are due and payable upon receint of tlie billing as specified
above.
3. Any invoices not paicl witliin 30 days aF tlie invoice date will be considered delinquent. If any
outstanding balance on the account for this project is not paid wittiin 30 days of the invoice date,
no further reviews of the project documents will be conducted until tlle entire account balance is
paid. Any balance on the account for tliis project not paid within 65 clays af the invoice date may
resutt in legnl action or the initiation of otlur collectfon procedures, including referral to n
collection agency. The Sponsor will be liable for any and all expenses incurred by the Caunty for
the callection of over(lue accaunts.
