IN THE MATTER OF SHORT FINDINGS OF FAM"E COUMYENGINEER
PLAT SP-1195-98 CONCLUSIONS AND
HANNE WRIGHT/US BANK ) DECISION
THIS MATTER, an application for subdivision of land from Hanne Wright and US Bank has been
received and was decided upon, pursuant to the Spokane County Subdivision Ordinance, on the
18th day of November, 1998.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibility for rendering
this decision by the Director of Spokane County Division of Building and Planning.
2. The proposal is to divide approximately .8 acres into two (2) lots. One of the proposed Iots is
approximately 14,700 square feet in s¢e and the other proposed lot is approximately 22,800
square feet in size. The smaller lot is proposed for development of a single family residence and
the large lot is proposed for development of a duplex.
3. The proposal is located approximately 300 feet west of Pines Road and south of and adjacent to
12' Avenue in the SE'/e of Section 21, Township 25 North, Range 44 East W.M., Spokane County,
Washington. The site address is 12120 E 121" Avenue and the assessor's parcel number- is
45214.210%1P.
4. The existing zoning of the property is Urban Residential-3.5 (UR-3.5). The applicant has requested
approval of the short plat for the purpase of developing a single family residence and duplex which
are permitted uses in the UR-3.5 zone. Pursuant to Revised Code ofi Washington (RC1N)
58.17.195, this proposal conforms to the requirements of the existing UR-3.5 zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The Urban category is
intended to provide for the devetopment of single family, two family and multi-family residential
development with densities ranging from 1 to 17 units per acre. The development and uses, as
proposed and conditioned, are consistent with the purpose and intent of the Urban category.
6. The proposal is located inside the Interim Urban Growth Area (IUGA) boundary adopted by the
Spokane Board of County Commissioners on April 11, 1997.
7. The subject property is currently vacant and undeveloped. The surrounding land uses are primarily
single family residences on urban size lots, a cemetery, and vacant, undeveloped land. The
surrounding area is primarily urban in nature. The proposal is generally compatible with the
surrounding land uses.
8. The Spokane County Arterial Road P1an identifies 12'h Avenue as a local access street. The
existing right-of-way width is 60 feet. Provisions for roadway improvements are contained in the
conditions of approval submitted by the Spokane County Division of Engineering and Roads.
9. The property is located inside the Pubfic Transportation Benefit Area (PTBA).
10. The proposed short plat will be served by public water. Waste water disFosal will be handled by a
public sewer system.
11. The required public notice was provided for this proposal and agencies having a potential interest
in the project were notified and recommendations solicited.

12. A notice of application which included a 14-day public comment period was mailed to adJacent
property owners on November 2, 1998. No public comments were received in response to the
notice of appiication.
13. Recognizing the recommended conditions of approval and Spokane County development
standards, the proposed short plat makes appropriate provisions for the public health, safety and
general welfare and the public use and interest will be served by approving the short plat.
The short plat proposal is generally consistent with RCW 58.17 and the Spokane County
subdivision regulations, promoting the public health, safety and general wetfare in accordance with
standards established by the State and Spokane County. The Division of Building and Planning
has considered the provision of adequate public facilities as cited in RCW 58.17.110 (2). More
specifically:
a. open spaces f. sanitary waste disposal
b. drainage ways g. parks and recreation facilities
c. public andlor private right-of-ways h. playgrounds
d. transit i. schools and school grounds
e. potable water j. sidewalks
14. The project is exempt from environmental review under the State Environmental Policy Act
pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above Findings of Fact and Conclusions, Short Plat Application SP-1195-98 is
hereby APPROVED for five (5) years, specifically to November 18, 2003 and subject to conditions
noted below. This decision is final unless appealed in writing, consistent with adopted appeal
procedures.
CONDITIONS OF APPROVAL
All the below conditions imposed shall be binding on the "Applica►nt," which term shall include the
owner or owners of the property, heirs, assigns and successors.
SPOKANE COUNTY DIVISION OF BUILDING AND PLANNING
1. The proposal shall comply with the Urban Residential-3.5 (UR-3.5) zone and other applicable
Zoning Code chapters, as amended. The final short plat shall comply with the Spokane County
Subdivision Ordinance.
2. The final short plat shall be designed substantially in conformance with the preliminary plat of
record.
3. The preliminary short plat is given conditional approval for five (5) years, specifically to November
18, 2003. The applicant may submit an extension of time application thirty (30) days prior to the
above expiration date. Application(s) for extension of time shall be processed under the provisions
of Chapter 12.100.118 (Extension of Time) of the Spokane County Subdivision Ordinance.
4. Prior to filing the final short plat, the applicant shall submit to the County Division of Building and
Planning Director/designee for review any proposed final short plats to ensure compliance with
these Findings and Conditions of Approval.
5. A survey is required of the subject property pdor to filing the final short plat.
6. Appropriate road names and street addresses shall be indicated on the final short plat map.
7. Appropriate utility easements shall be indicated on the final short plat map. Approval of utility
easements by uti(ity companies must be received prior to filing the final short plat.

8. The dedication shall contain the foliowing statement:
"Setbacks shail be determined at the time building pemnits are requested unless setbacks are
specifically drafted on this final short plat. The setbacks indicated on this subdivision may be
varied from if proper zoning or variance approvals are obtained."
9. Four (4) current Certificates of Title shall be fumished to the County Division of Building and
Planning prior to filing the final short plat
10. The Spokane County Division of Building and Planning shall prepare and record with the Spokane
County Auditor a'Title Notice" noting that the property in question is subject to a variety of special
conditions imposed as a result of approval of a land use action. This "Title Notice" shall serve as
official public notice regarding conditions of approval affecting the property in question. The "Title
Notice" shall be recorded within fifteen (15) days of final disposition of the approved land use action
and shall only be extinguished by the Spokane County Division of Building and Planning. The "Title
Notice" shall generally provide as follows:
The parcel of property legally described as (lega/ description and tax parcel number) is the
subject of a land use action, imposing a variety of special development conditions, by a Spokane
County Hearing Body or Administrative Official on (date) and as maybe amended, altered or
supplemented by official action or as already changed. File No. SP-1195-98 is available for
irispection and copying in the Spokane County Division of Building and Planning.
SPOKANE COUNTY DIVISION OF ENGINEERING AND ROADS
1. Conditional approval of the plat by the County Engineer is given subject to approval of the road system
as indicated in the preliminary plat of record.
2. No construction work is to be performed within the existing or proposed Public right-of-way until plans
have been accepted by the County Engineer and a permit has been issued by the County Engineer. All
work is subject to inspection and approval by the County Engineer.
3. Approach Permits are required for any access to the Spokane County road system.
4. The applicant shall grant applicable border easements adjacent to Spokane County Right of Way per
Spokane County Standards.
5. To construct the road improvements stated herein, the applicant may, with the approval of the County
Engineer, join in and be a willing participant in any petition or resolution which purposes is the formation
of a Road Improvement District (RID) for said improvements pursuant to RCW 36.88, as amended. At
such time as an RID is created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing pavement) will be at the
sole expense of the undersigned owner, their heirs, grantees and assigns. This provision is applicable to
12'hAvenue.
6. As an altemative method of consiructing the road improvement stated herein, the applicant may, with the
approval of the County Engineer, accomplish the road improvements stated herein by joming and
participating in a County Road Project (CRP) to the extent of the required road improvement. At such
time as an R1D is created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing pavement) will be at the
sole expense of the undersigned owner, their heirs, grantees and assigns. This provision is applicable to
12`" Avenue.
7. That the following statement shall appear within the dedicatory language of the final plat:

That in consideration of Mutual Benefits now or to be hereafter derived, do for themselves, their heirs,
grantees, assigns and successor(s) in interest hereby request and authorize Spokane County to include
the above described property in a Road Improvement District (RID) and to support the formation of a
Road Improvement District for improvement of the road(s) described below by requesting and
authorizing Spokane County to place their name(s) on a petition for the formation of a Road
Improvement District pursuant to RCW 36.88.050, or by requesting and authorizing Spokane County to
cast their ballot in favor of a RID being formed under the resolution method pursuant to RCW 36.88.030,
and/or by not filing a protest against the formation of a RID being formed under the alternative resolution
method provided for in RCW 36.88.065 and Chapter 35.43 RCW.
If a RID is proposed for improvement of the road(s) described below, said owner(s) and
successor(s)further agree: (1) that the improvements or construction contemplated within the proposed
RID are feasible and (2) that the benefits to be derived from the fonnation of the RID by the property
included therein, together with the amount of any County participation, exceeds the cost and expense of
formation of the RID, and (3) that the property within the proposed RID is sufficiently developed;
provided, themselves, their heirs, grantees, assrgns and successor(s) shall retain the right, as authorized
under RCW 36.88.090, to object to any assessment(s) on the property as a result of the improvements
called for in conjunction with the formation of a RID by either the petition or resolution method under
Chapter 36.88 RCW and to appeal to the Superior Court the decision of the Board of County
Commissioners confirming the final assessment roll; provided further, it is recognized that actual
assessments may vary from assessment estimate so long as they do not exceed a figure equal to the
increased true and fair value improvement(s) add(s) to the property.
It is further acknowledged and agreed that at such time as a RID is created or any County Road
Improvement project is authorized by Spokane County, the improvements required shall be at the sole
expense of the owner(s) of property within the RID or served by the improvements without any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from the date of execution
below. This provision is applicable to 12"Avenue.
8. The County Engineer has designated a Collector Arterial Roadway Section for the improvement of 12"
Avenue which is adjacent to the proposed development. This will require the addition of approximately
8.5-10.5 feet of asphalt atong the frontage of the development. The construction of curbing and sidewalk
is also required.
9. The proposed plat shall be improved to the standards set forth in Spokane County Board of
Commissioners Resolution No. 95-0498, as amended, which establishes regulations for roads,
approaches, drainage and fees in new construction.
10. The County Engineer has examined this development proposal and has determined that the impact of
this proposal upon the existing County Road System warrants the roadway improvements herein
specified.
SPOKANE COUNTY DIVISION OF UTILITIES
1. A wet (live) sewer connection to the area-wide Public Sewer System is to be constructed. Sewer
connection permit is required. Commercial developments shall submit historical and or estimated
water usage prior to the issuance of the connection permit in order to establish sewer fees.
2. The dedication shall state: Public sewers shall be constructed to provide for the connection of each
parcel to the County's system of sewerage. Uses on properties within the project shall be required
to connect to the sewer and pay applicable charges per the County Sewer Ordinance. Sewer
r- connection permits shall be required.
~ 3. The dedication shall state: A public sewer system will be made available for the plat, and individual
services will be provided to each lot prior to sale. Use of individual on-site sewage disposal
systems shall not be authorized.

SPOKANE REGIONAL NEALTH DISTRICT
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any attached
sheets as noted.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of record for
distribution by the Building and Planning Division to the utility companies, Spokane County
Engineer and the Spokane Regional Health District. Written approval of the easements by the
utility companies must be received prior to the submittal of the final plat.
3. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by an existing public water supply when approved by the Regional Engineer
(Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the Spokane
Regional Health District that an adequate and potable water supply is available to each tract of the
plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the recorded
service area of the water system proposed to serve the plat

THIS MATTER, an application for subdivision of land from Hanne Wright and US Bank has been
received and was decided upon, pursuant to the Spokane County Subdivision Ordinance, on the
18" day of November, 1998.
FINDINGS OF FACT AND CONCLUSIONS
1. The individual signing below has further been properly delegated the responsibil'rty for rendering
this decision by the Director of Spokane County Division of Building and Planning.
2. The proposal is to divide approximately .8 acres into two (2) lots. One of the proposed lots is
approximately 14,700 square feet in size and the other proposed lot is approximately 22,800
square feet in size. The smaller lot is proposed for development of a single family residence and
the large lot is proposed for development of a duplex.
3. The proposal is located approximately 300 feet west of Pines Road and south of and adjacent to

4. The existing zoning of the property is Urban Residential-3.5 (UR-3.5). The applicant has requested
approval of the short plat for the purpose of developing a single family residence and duplex which
are permitted uses in the UR-3.5 zone. Pursuant to Revised Code of Washington (RCV1)
58.17.195, this proposal conforms to the requirements of the existing UR-3.5 zone.
5. The Spokane County Comprehensive Plan designates this area as Urban. The Urban category is
intended to provide for the development of single family, fin►o family and multi-family residential
development with densities ranging from 1 to 17 units per acre. The development and uses, as
proposed and conditioned, are consistent with the purpose and intent of the Urban category.
6. The proposal is located inside the Interim Urban Growth Area (IUGA) boundary adopted by the
Spokane Board of County Commissioners on April 11, 1997.
7. The subject property is currently vacant and undeveloped. The surrounding land uses are primarily
single family residences on urban size lots, a cemetery, and vacant, undeveloped land. The
surrounding area is primarily urban in nature. The proposal is generally compatible with the
surrounding land uses.
8. The Spokane County Arterial Road Plan identifies 12'h Avenue as a local access street. The
existing right-of-way width is 60 feet. Provisions for roadway improvements are contained in the
conditions of approval submitted by the Spokane County Division of Engineering and Roads.
9. The property is Iocated inside the Public Transportation Benefrt Area (PTBA).
10. The proposed short ptat will be served by public water. Waste water disposal will be handled by a
public sewer system.
11. The required public notice was provided for this proposal and agencies having a potential interest
in the project were notified and recommendations solicited.

12. A notice of application which included a 14-day public comment period was mailed to adjacent
property owners on November 2, 1996. No public comments were received in response to the
notice of application.
13. Recognizing the recommended conditions of approval and Spokane County development
standards, the proposed short plat makes appropriate provisions for the public health, safety end
general welfare and the public use and interest will be served by approving the short plat.
The short plat proposal is generally consistent with RCW 58.17 and the Spokane County
subdivision regulations, promoting the public health, safety and general welfare in accordance with
standards established by the State and Spokane County. The Division of Building and Planning
has considered the provision of adequate public facilities as cited in RCW 58.17.110 (2). More
specifically:
a. open spaces f. sanitary waste disposal
b. drainage ways g. parks and recreation facilities
c. public and/or private right-of-ways h. playgrounds
d. transit i. schools and school grounds
e. potable water j. sidewalks
14. The project is exempt from environmental review under the State Environmental Policy Act
pursuant to WAC 197-11-800 (6) (a).
DECISION
Based upon the above Findings of Fact and Conclusions, Short Plat Application SP-1195-98 is
hereby APPROVED for five (5) years, specifically to November 18, 2003 and subject to conditions
noted below. This decision is final unless appealed in writing, consistent with adopted appeal
procedures.
CONDITIONS OF APPROVAL
All the below conditions imposed shall be binding on the "Applicant," which term shall include the
owner or owners of the property, heirs, assigns and successors.
SPOKANE COUNTY DIVISION OF BUILDING AND PLANNING
1. The proposal shall comply with the Urban Residential-3.5 (UR-3.5) zone and other applicable
Zoning Code chapters, as amended. The final short plat shall comply with the Spokane County
Subdivision Ordinance.
2. The final short plat shall be designed substantially in conformance with the preliminary plat of
record.
3. The preliminary short plat is given conditional approval for five (5) years, specifically to November
18, 2003. The applicant may submit an extension of time application thirty (30) days prior to the
above expiration date. Application(s) for extension of time shall be processed under the provisions
of Chapter 12.100.118 (Extension of Time) of the Spokane County Subdivision Ordinance.
4. Prior to filing the final short plat, the applicant shall submit to the County Division of Building and
Planning Director/designee for review any proposed final short plats to ensure compliance with
these Findings and Conditions of Approval.
5. A survey is required of the subject property prior to filing the final short plat.
6. Appropriate road names and street addresses shall be indicated on the final short plat map.
7. Appropriate utility easements shall be indicated on the final short plat map. Approval of utility
easements by utility companies must be received prior to filing the final short plat.

8. The dedication shall contain the following statement:
"Setbacks shall be determined at the time building pemnits are requested unless setbacks are
specifically drafted on this final short plat. The setbacks indicated on this subdivision may be
varied from if proper zoning or variance approvals are obtained." ,
9. Four (4) current Certificates of Title shall be fumished to the County Division of Building and
Planning prior to filing the final short plat.
10. The Spokane County Division of Building and Planning shall prepare and record with the Spokane
County Auditor a"Trtle Notice" noting that the property in question is subject to a variety of special
conditions imposed as a result of approval of a land use action. This "Title Notice" shall serve as
official public notice regarding conditions of approval affecting the property in question. The "Title
Notice" shall be recorded within fifteen (15) days of final disposition of the approved land use action
and shall only be extinguished by the Spokane County Division of Building and Planning. The "Title
Notice" shall generally provide as follows:
The parcel of property legally described as (lega/ description and tax parce/ number) is the
subject of a land use action, imposing a variety of special development conditions, by a Spokane
County Hearing Body or Administrative Official on (date) and as maybe amended, altered or
supplemented by official action or as already changed. File No. SP-1195-98 is available for
inspection and copying in the Spokane County Division of Building and Planning.
SPOKANE COUNTY DIVISION OF ENGINEERING AND ROADS
1. Conditional approval of the plat by the County Engineer is given subject to approval of the road system
as indicated in the preliminary plat of record.
2. No construction work is to be performed within ihe existing or proposed Public right-of-way until plans
have been accepted by the County Engineer and a permit has been issued by the County Engineer. All
work is subject to inspection and approval by the County Engineer.
3. Approach Permits are required for any access to the Spokane County road system.
4. The applicant shall grant applicable border easements adjacent to Spokane County Right of Way per
Spokane County Standards.
5. To construct the road improvements stated herein, the applicant may, with the approval of the County
Engineer, join in and be a willing participant in any petition or resolution which purposes is the formation
of a Road Improvement District (RID) for said improvements pursuant to RCW 36.88, as amended. At
such time as an RID is created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing pavement) wi11 be at the
sole expense of the undersigned owner, their heirs, grantees and assigns. This provision is applicable to
121 Avenue.
6. As an altemative method of constructing the road improvement stated herein, the applicant may, with the
approval of the County Engineer, accomplish the road improvements stated herein by joining and
participating in a County Road Project (CRP) to the extent of the required road improvement. At such
time as an R1D is created or any Road Improvement Project is sanctioned by Spokane County, the
improvements required (curb, sidewalk, drainage control and paving to existing pavement) will be at the
sole expense of the undersigned owner, their heirs, grantees and assigns. This provision is appiicable to
12' Avenue.
7. That the following statement shall appear within the dedicatory language of the final plat:

grantees, assigns and successor(s) in interest hereby request and authorize Spokane County to include
the above described property in a Road Improvement District (RID) and to support the formation of a
Road Improvement District for improvement of the road(s) described below by requesting and
authorizing Spokane County to place their name(s) on a petition for the formation of a Road
Improvement District pursuant to RCW 36.88.050, or by requesting and authorizing Spokane County to
cast their ballot in favor of a RID being formed under the resolution method pursuant to RCW 36.88.030,
and/or by not filing a protest against the formation of a R!D being formed under the alternative resolution
method provided for in RCW 36.88.065 and Chapter 35.43 RCW.
If a RID is proposed for improvement of the road(s) described below, said owner(s) and
successor(s)further agree: (1) that the improvements or construction contemplated within the proposed
RID are feasible and (2) that the benefits to be derived from the formation of the RID by the property
included therein, together with the amount of any County participation, exceeds the cost and expense of
formation of the RID, and (3) that the property within the proposed RID is sufficiently developed;
provided, themselves, their heirs, grantees, assigns and successor(s) sha11 retain the right, as authorized
under RCW 36.88.090, to object to any assessment(s) on the property as a resuft of the improvements
called for in conjunction with the formation of a RID by either the petition or resolution method under
Chapter 36.88 RCW and to appeal to the Superior Court the decision of the Board of County
Commissioners confirming the final assessment roll; provided further, it is recognited that actual
assessments may vary from assessment estimate so long as they do not exceed a figure equal to the
increased tnue and fair value improvement(s) add(s) to the property.
It is further acknowtedged and agreed that at such time as a RID is created or any County Road
Improvement project is authorized by Spokane County, the improvements required shall be at the sole
expense of the owner(s) of property within the RID or served by the improvements without any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from the date of execution
below. This provision is applicable to 121" Avenue.
8. The County Engineer has designated a Collector Arterial Roadway Section for the improvement of 12'h
Avenue which is adjacent to the proposed development. This will require the addition of approximately
8.5-10.5 feet of asphalt along the frontage of the development. The construction of curbing and sidewalk
is also required.
9. The proposed plat shall be improved to the standards set forth in Spokane County Board of
Commissioners Resolution No. 95-0498, as amended, which establishes regulations for roads,
approaches, drainage and fees in new construction.
10. The County Engineer has examined this development proposal and has determined that the impact of
this proposal upon the existing County Road System warrants the roadway improvements herein
specified.
SPOKANE COUNTY D1VISlON OF UTILITIES
1. A wet (live) sewer connection to the area-wide Public Sewer System is to be constructed. Sewer
connection permit is required. Commercial developments shall submit historical and or estimated
water usage prior to the issuance of the connection permit in order to establish sewer fees.
2. The dedication shall state: Public sewers shall be constructed to provide for the connection of each
parcel to the County's system of sewerage. Uses on properties within the project shall be required
to connect to the sewer and pay applicable charges per the County Sewer Ordinance. Sewer
connection permits shall be required.
3. The dedication shall state: A public sewer system will be made available for the plat, and individual
services will be provided to each lot prior to sale. Use of individual on-site sewage disposal
systems shall not be authorized.
4. The dedication shall state: Individual tracts shall be subject to payment of current applicable sewer
connection charges and/or general facilities charges prior to the issuance of a sewer connection
permit.

5. Applicant shall submit expressly to Spokane County Division of Utilities "under separate covee",
only those plan sheets showing sewer plans and specifications for the pubtic sewer connections
and facilities for review and approval. Commercial developments shall submit historical and or
estimate water usage as part of the sewer plan submittal.
6. Any water service for this project shall be provided in accordance with the Coordinated Water
System Plan for Spokane County, as amended. '
SPOKANE REGIONAL HEALTH DISTRICT
1. The final plat shall be designed as indicated on the preliminary plat of record and/or any attached
sheets as noted.
2. Appropriate utility easements shall be indicated on copies of the preliminary plat of record for
distribution by the Building and Planning Division to the utility companies, Spokane County
Engineer and the Spokane Regional Health District. Written approval of the easements by the
utility companies must be received prior to the submittal of the final plat.
3. Sewage disposal method shall be as authorized by the Director of Utilities, Spokane County.
4. Water service shall be coordinated through the Director of Utilities, Spokane County.
5. Water service shall be by an existing pubtic water supply when approved by the Regional Engineer
(Spokane), State Department of Health.
6. Prior to filing the final plat, the sponsor shall demonstrate to the satisfaction of the Spokane
Regional Health District that an adequate and potable water supply is available to each tract of the
plat.
7. Prior to filing the final plat, the sponsor shall present evidence that the plat lies within the recorded
service area of the water system proposed to serve the plat.
8. A public sewer system will be made available for the plat and individual senrice will be provided to
each tract prior to sale. Use of individual on-site sewage disposal systems shall not be authorized.
9. A statement shall be placed in the dedication to the effect that: "A public sewer system will be
made available for the plat and individual service wil( be provided to each tract prior to sale. Use of
individual on-site sewage disposal systems shall not be authorized.
10. The dedicatory language of the plat shall state: "Use of private wells and water systems is
prohibited."
11. The final plat dedication shall contain the following statement: "The public water system, pursuant
to the Water Plan approved by county and state health authorities, the local fire protection district,
County Building and Safety Department and water purveyor, shall be installed within this
subdivision and the applicant shall provide for individual domestic water service as well as fire
protection to each tract prior to sale of each tract and prior to issuance of a building permit for each
tract."

1. Wtiat is an Aereement to Pav Fccs ?
The current "Abrccmcnt tn P:iy Fees" tivas author;zed through Rcsglution No. 80-1592 that was
ucloptecl by the Spokane Countr Cornmissioners on December 22, 1980. The Resolution authorizes the
, Cnuntv Engineer to coilect a fee for time that is cxpended by Spakanc County personnel who :tre
charged wjth rcview and inspection duties that are required to be performed for the app[icable
devclopment proposals. Thc fee ugrcemcnt is based on the individuals actuAl timc spent plus lQ°/a.
These costs are bitled out on a monthly bnsis. Thc umaunt of timc spent on review of a projcct will bc
directly pruportioaal td the complezity oi the Uroposal nnd the quality of the submittals from the
applicant and his agenis. It is the goul Af Spolcane Couotlv to minimize as much as possivle aur review
and inspectiAn time on a project. If the :ipplicant sclects agents tn represent him who arc familiar
with the process and submittaUinspection requiremcnts and thesc requiremcnts are foiloived, there
should be a savings in fees that are charged to him by the CAijntv.
2. When do I oced to submit the A2rcement to Pav fcc.c?
For :ilI plats and only those zone ch:inges that will require a cuneept drainagc plan, the fce abreement
should be submittcd ivith the project application as per Spnk:ine Couaty Resolution h'o. 96-0293,
