The Spokane County Division of Engineering and Roads has reviewed the above referenced
application. The following "Conditions of Approval" are submitted to the Spokane County Division of
Planning for inclusion in the "Findings of Fact, Conclusions and Order/Decision" should the request be
approved.
1. Conditional approval of the plat by the County Engineer is given subject to approval of the road
system as indicated in the preliminary plat of record.
2. No construction work is to be performed within the existing or proposed Public right-of-way until
plans have been accepted by the County Engineer and a permit has been issued by the County
Engineer. All work is subject to inspection and approval by the County Engineer.
3. Approach Permits are required for any access to the Spokane County road system.
4. That the following statement shall appear within the dedicatory language of the final plat:
• Tracts C& D shall utilize the 30' Sewer, Utilities, and Access Easement shown on the south
boundary line of this altered short plat for access to Sullivan Road. No additional approaches
will be granted to Sullivan Road.
• The property owners within this plat shall be held responsible for keeping open and
maintaining the surface path of natural or man-made drainage flow over and across their
respective properties. If the property owner(s) fails to maintain the surface path of natural or
man-made drainage flow, or the drainage swale, a notice of such failure may be given to the
property owner(s). If not corrected within the period indicated on said notice, Spokane County
has the right to correct the maintenance failure, or have it corrected, at the expense of the
property owner.

• There may exist properties, located uphill and adjacent to this subdivision, which periodically
discharge stormwater runoff onto individual lots within this piat. Runoff from nearby uphill
properties should be expected, and during snowmelt periods or wet seasons the lots may be
subjected to higher amounts of stormwater runoff that what is nomnally observed or anticipated.
Because stormwater runoff from adjacent properties have discharged onto this plat prior to
development, stormwater runoff will likely continue to do so after development. It is the
responsibility of the individual lot owners to maintain existing surface paths of runoff through their
respective lots and to grade the lots in accordance with applicable rules and regulations, so as to
prevent property damage.
• Any building that is constructed on a lot in this plat shall be set at such an elevation so as to
provide positive drainage away from any drainage entry point to the building (including but not
limited to a window well, a window unprotected by a window well, or a doonNay). Said positive
drainage shall consist of a minimum slope of 3% away from the building for a distance of at
least 10 feet from the building. The lots shall be graded so that either a) all runoff is routed
away from the building, and conveyed over the lot to a natural drainage swale or approved
drainage facility, or b) drainage intercepted on the lot is disposed of on the lot in an approved
drainage facility. The approved drainage facility shall be constructed in accordance with any
applicable accepted plans on file at the County Engineer's Office. Any revisions to the
accepted drainage plans must be accepted by the County Engineer's Office prior to
construction of said revisions.
• Spokane County does not accept the responsibility of maintaining the drainage course on private
lots or floodplain areas within private lots, nor the responsibility for any damage whatsoever,
including, but not limited to, inverse condemnation to any properties due to deficient construction
and/or maintenance of drainage courses in drainage easements on private property.
• The owner(s) or successor(s) in interest agree to join in any County-approved stormwater
management program and to pay such rates and charges as may be fixed through public
hearings for service or benefit obtained by the planning, design, constructing, maintaining or
operation of stormwater control facilities.
• This short plat is located within the Aquifer Sensitive Area (ASA). Treatment of storm runoff
from driveways shall be provided. The preferred method of treatment is to have the runoff
from driveways sheet flow over lawn turf or native-type grasses. If a diteh is to be used to
collect runoff from driveways, then the ditch is to be grass-lined.
5. No road improvements are required for Sullivan Road because improvements were performed
by County Road Project 2734.
6. The proposed plat shall be improved to the standards set forth in Spokane County Board of
Commissioners Resolution No. 1-0298, as amended, which establishes regulations for roads,
approaches, drainage and fees in new construction.

7. The County Engineer has examined this development proposal and has determined that the
impact of this proposal upon the existing County Road System warrants the roadway
improvements herein specified.
8. "T'he applicant is advised that there may exist utilities either underground or overhead effecting
the applicant's property, including property to be dedicated or set aside future acquisition.
Spokane County will assume no financial obligation for adjustments or relocation regarding
these utilities." uThe applicant should contact the applicable utilities regarding responsibility for
adjustment or relocation costs and to make arrangements for any necessary work."
9. The Spokane County Phase I- Development Regulations - Section IV (B) (2e) (ii) - Allows the
proposed development to be considered exempt from full concurrency review because the
cumulative increase in the number of residential units is four or less.
