L SLMJMARY:
This project is located east of Blake and west of Mamer just south of Mission. The plat will consist of two lots
with two duplexes.
The proposeci develnpment will have (2) 2400 W buildings lhat are intended fur duplex use. These buildings wiU
have composite roofs and gravel will be placed for roadway use. The site was considered as two basins. The
west basin ( Tract "D" ) flows north, narthwest and the east basin (Tract "C") also flows north, northwest. The
Rational Method was used to caiculate the peak stormwater runoff for each basin in the pre-developed condition
and the post-developed conditiorL In the gre-devetoped condition, only one (1) basin compossd the natural
grass/weeds that exist. In tbe post-developed condition, twa (2) basins; a:) impervious roofs, and b) naturai
gasslweeds that exist. Comparing the pre-developed cunoff with the post-developed runoff for each basin
shows that there will be a negGgible increase in runoff. Therefore I recommend that oo drainage facilities be
installed at this time.
The buildings alone are coasidered in this plan for tbe drainage calculation. The eomposite roof will be guttered
and drain directly io the grass.
The RationaJ and Bowstring 1Viethods were used to calculate the peak stormwater nunoff
Soil T~e.
In accordance with "Soil Survey, Spokane County, Washington by United States Department of Agriculture, Soil
Conservatiion Service, 1968, the soil found at the site is categorized as:
GgA, Garrisan gravelly loam
The Unified Soil Classification System classifies the soil as: GN4, silty gravels, gr-avel-sand-silt mixture.

SOBJSCT: DRAINAGE LANGUAGE SP 1063 AMENDED
Any building that is oonstructed on a lot in this Short Plat shall
be at such an elevation so as to provide positive drainage from any
drainage entry paint to the building (including but not limited to a
window well, a window unprotected by a window well, or a doorway).
Said positive drainage shall consist of a minimum slope oE 3% away
from the building for a distance of at least 10 feet fram the
building. The lota shall be graded so that either a) all runoff ia
routed away from the building, and conveyed over the lots to a
natural drainage swale or approved drainage facility, or b) drainage
intercepted on the lot is dispoaed of on the lot in an approved
drainage facility. The approved drainage facility shall be
constructed in accordance witb any applicable accepted plane on file
at the County Engineer's Office. Any revisions to the accepted
drainage plans muat be aceepted by the County Engineer's Office prior
to conatruction of said reviaions.
The property owners within this Short Plat shall be responsible for
keeping open and maintaining the surface path of natural or man-made
drainage Flow over and across their respective properties. Each
property owner or authorized representative shall inform each
succeeding purchaser of any drainage easements on the property and
their respansibility for maintaining surface drainage paths and
swales within said easements. If the property owner(s) fafls to
maintain the surface path of natural ar man-made drainage flow, or
the drainage swale, a notice of such failure may be given to the
property owner(s). If not corrected within the period indicaked on
said notice, Spokane County has the right to correct the cnaintenance
failure, or have it corrected, at the expense of the property owner.
This short plat is located within the Acquifer Seneitive Area (ASA)
Treatment of storm runoff from driveways shall be provided. The
preferred method of treatment is to have the runof€ from driveways
sheet flow over lawn turf or native-type grasses. If a ditch ie to

The Spokane County Division of Building aad Planning has reviewed the application for
alteration of the final short plat known as SP-1063-96, and the evidence of record, and hereby
adopts the following findings of fact and conclusions:
A. GENERAL INFORMATION:

feet south of Mission Avenue in the NE '/4 of Section 15, Township 25 North, Ranee 44 EWM,
Spoka.ne County, Waslungton.
Legal Description: West 330 feet of Tract B of Short Plat 1063-96, as per plat thereof
recorded in Book 13 of Short Plats, Page 55, Spokane County, Washington.

Site Description: The site is currently vacant and consists of approximately 1 acre.
5urrounding Conditions: The site is one of two lots approved in the original short plat
(SP-1063-96). Lots of similar size and dimension are located in the general viciniry. A single-
family home is located on the adjacent lot known as Tract " A " of SP-1063-96.

Project Description: The applicant has proposed to divide the west 330 feet of Tract "B" of
SP-1063-96 into two separate tracts ideatified as Tracts "C" and "D" on the proposed aJteration.
Tracts "C" and "D" will each consist of approxirnately one-half acre.
B. PROCEDURAL INFORMATION:
Applicable Regulations: Short plat alterations are authorized by RCVV 58.17.060. RCW
58.17.060 authorizes sbort plat alteration applications to be considered by administrative personnel.

C. SHORT PLAT ALTERATION ANALYSIS:
1. The aovlication for short Alat alteration contains the siEnatures of those Dersons havine aa
ownershiu interest in the tract to be altered and has been nroposed bv the originaJ short 1Dlat
sponsor.
When a short ptat contai.ns fewer than four parcels, RCW 58.17.060 authorizes the owner who
filed the short plat to file for an alteration to create up to a total of four (4) lots within a five (5) ~
year period. The proposed alteration has been requested by John Neace and Lyan Parshall who
are the original oumers of the property who filed SP-1063-96. The file reflects that Mr. Neace
and Ms. Parshall are still the legal owaers of the property. The application far the short plat
alteration was signed by David Parsons, acting as agent for John Neace and Lynn Parshall. The
project file contains a letter of authorization signed by John Neace and Lynn Parshall authorizing
David Parsons to fi le for such alteration on their behalf.

2. The public use and interest will be served bv approval of the Qronosed plat alteration.
The Spokane County Subd.ivision Ordinance reyuires that the decision-inaker determine the
public use and interest in the proposed alteration and deny or approve the application.
The record indicates that the surrounding land uses are primarily single family residences on
mixed urban size lots. The proposed lot sizes are generally cansistent with the surrounding area.
The record also indicates that proper legal notice was given and comments solicited fram
adjoining property owners as part of the original short plat. No comments were submitted by
adjoining property owners when the original shart plat was submitted for approval. Notice of t11e
proposed alteration was also provided to adjacent property owners and published in the county's
legal newspaper. No comments were received after the public notice was given.
Comments regarding the proposed alteration were solicited from affected agencies. The
comments and conditions submitted by the reviewing agencies are incorporated into this decisian
by reference and are also included as conditions of approval, where appropriate.
The requested short plat alterarion is in the public interest.
III. DECISION
Based on the Findings of Fact aad Gonclusions above, the above short plat alteration application
is approved, subject to the following coaditions:
SPOK:ANE COUNTY DIVISION OF BUILDING AND PLASJNING
1. The applicant shall submit a final drawing of the alteration to Tract "Ba" of SP-1063-96
to the Division of Building and Planning. The Division shall review the final drawing for
consistency with the conditions of approval. Following signature by the various agencies
and the applicaat, the alteration shall be recorded with the Spokane Caunfiy Auditor as
part of the lawful plat of the property.
2. The appropriate road name(s) and street address(es) shall be indicated on the final
drawing.
3. Three (3) current certificates of title shall be furnished to the Building and Plaaning
Division prior to recording the alteration.
4. The proposal shall comply with tlae Urban Residential-3.5 (UR-3.5) zone, as amended.
5. Appropriate utility easements shall be i.ndicated on the alteration.
6. A survey is requued for Tracts "C" and "D°" prior to recording of the alteration.

7. Failure to comply with the conditions of this approval may result in revocation af this
approval by the Review Authority.
The final drawing shall be prepared by a professional land surveynr.
9. The final drawing shall include the following statements:
a. This short plat alteradon illustrates the alteratinn of the west 330 feet of Tract "B"' of
SP-1063-96, whereby the west 330 feet of Tract "B" has been altered to create two (2)
separate tracts identified as Tract "C" and Tract "D."
b. But for the alteration as provided herein, the final short plat of SP-1063-96 being
recorded in Book 13 of Short Plats, Page 55, Spukane County, Washington, shall remain
in full force and effect with all requirements and conditions associated with such short
plat still binding.
SPOK:ANE COUNTY DIVISION OF UTILITIES
1. Pursuant to the Boazd of County Commissioners Resolution No. 80-0418, the use of on-
site sewer disposal systems is hereby authorized. This authorization is conditioned in
compliance with all rules and reguladons of the Spokaae County Health District and is
further eoaditioned and subject to specific application approval and issuance of permits
by the Health District.
2. The dedication shall state "The owner(s) or successor(s) in interest agree to authorize the
County to place their name(s) on a petitioa for the formation of ULID by petition method
pursuant to RCW 36.94, which petition includes the owner(s)' propertya and furlher not to
object by the signing of a protest petition against the formation of a ULID by resolution
method pursuant to RCW Chapter 36.94 which includes the owner(s)' property.
PROVIDED, this condition shall not prohibit the owner(s) or successor(s) from objecting
to aay assessment(s) on the property as a result of improvements called for in conjunction
with the formation of a ULID by either petition or resolution under RCW Chapter
36.94."
3. Each new uait shall be double-plumbed for connection to future areawide callection
systems. Tract "C" shall be doubled plumbed to Blake Road along the sewer easement.
4. Sewer easement shall be shown on the face of the plat as "Sewer and Utilities
Easement."
5. Applicant shall submit expressly to Spokane County Utilities Division "under separate
cover," Qnly those plan sheets showing sewer plans and specifications for the "double
plumbing" for review and approval.
6. A.ny water service for this project shall be provided in accordance with the Coordinated
Water System Plan for Spokane County, as amended.

SPOKANE COUNTY DIVISION OF ENGINEERING AND ROADS
1. That drainage plans and design calculations showing the alignment of drainage facilifiies
be submitted to the Couaty Engineer for acceptance prior to construction and/or the filing
of the final plat. Drai.nage plans to be prepared under the d'uection of a licensed
Professianal Civil Engineer.
2. No construction vvork is to be performed within the existing or proposed Public right-of-
way until a permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
3. Approach pernuts are required for any access to the Spokane County road system. Direct
access to the proposed lots shall be from Mission Avenue using the Blake Road Right of
Way. The applicant shall grade and gravel from the improved portion of Blake Avenue
to the proposed ingress/ egress location for the lots. This condition is amended from the
previous Findings and Order for SP-1063-96 Engineers Condition #17. No access fram
Boone Avenue other right of way is allowed until such tune as authorized by the County
Engineer.
4. A Spokane County "Notice To Public No. 4" has been executed which allows
consfiruction of a driveway in the unmaintained Blake Road Right of Way.

I received the above referenced project application on March 3, 1997. The Development Services Section of
Spokane County Engineering has determined this application to be technically incomplete for the following
reasons:
• There was no "Agreement to Pay Fees" submitted with the application package as required b Spokane
County Resolution No. 96-0293, Section .050 Determjnation of Completeness Paragraph ~A) (5). These are
the currenay adopted administrative rules to implement the requirements that are contained in Substitute
House Bill No. 1724, State of Washington. This resolution went into effect on March 31, 1996. The relevant
section states the following: "Counter complete status may also include applicable fees and, in the
case of the Division of Engineering and Roads, shall incfude a signed "agreement to pay fees." I
believe we are all in agreement, that the existing fee agreement system for reviews, is very troublesome to
deal with. 1 am working with other staff and management in Spokane County Public Worlcs to eliminate these
agreements and replace them with a fee of some type that can be paid at the time of application. However,
until this can be accomplished, these agreements are needed in order to reimbursement the County
Engineering office for the services that our sectton provides. If we do worlc on a project that we can not bill,
the county road fund loses money that they can use to match with other grant money. Our net loss for each
dollar that we can not bill, could be as high as three to four dollars, that could have been used to improve our
county roads. Therefore, we will be unable to inibate the review of any of the application materials and any
other submittal information until we receive a properly executed, original signature (not copied or faxed) fee
agreement

Please inform the project sponsor of these issues as it is our desire to speed up the review process as much as
