Runoff from nearby uphill properties should be expected, and during snowmelt periods or wet seasons the tracts may be subjected to higher amounts of stormwater runoff that what is normally observed or anticipated. Because stormwater runoff from adjacent properties has discharged onto this plat prior to development, stormwater runoff will likely continue to do so after development. lt is the responsibility of the individual lot owners to maintain existing surface paths of runoff of natural or man-made drainage flow over and across their respective properties and to grade the lots in accordance with applicable rules and regulations, so as to prevent property damage. Any building that is constructed on a tract in this piat shall be set at such an elevation so as to provide positive drainage away from any drainage entry point ta the building (ineluding but not limited to a window well, a window unprotected by a window well, or a doorway). Said positive drainage shall consist of a minimum slope of 3% away from the building for a distance of at least 10 feet from the building. The tracts shall be graded so that either a) all runoff is routed away from the building, and conveyed over the lot to a natural drainage swale or approved drainage facility, or b) drainage intercepted on the lot is disposed of on the tract in an approved drainage facility. The approved drainage facility shall be constructed in accordance with any applicable accepted plans on file at the County Engineer's Uffice. Any revisions to the accepted drainage plans must be accepted by the County Engineer's ()ff'ice prior to construction of said revisions. Spokane County does not accept the responsibility of maintaining the drainage course on private lots or floodplain areas within private lots, nor the responsibility for any damage whatsoever, including, but not limited to, inverse condemnation to any properties due to deficient construction andlor maintenance of drainage courses in drainage easements on private property. FINDINGS OF FACT AND CONCLUSIONS 1. The individual signing below has further beeo properly delegated the responsibility for rendering the decision by the Spokane County Director of BuiIding and Planning. 2. The proposal is to divide approximately 2 acres into Z lots for 1 existing residence and 1 new residential lot or those uses pernutted in the Urban Residential-3.5 (UR-3.5) zone. 3. The subject property was previously established as Agricultural Suburban in 1955 (File No. 280-55), and redesignated to Urban Residential-3.5 (UR- 3.5) on January 1, 1991, pursuant to the Prograra to Implement the Spokane County Zoning Code. Pursuant to Revised Code of Washington (RCV) 58.17.195 the proposal does conforcn to the requirements of the exisdng zone. 5. The Spokane County Comprehensive Plan designates this anea as Urban. The development and uses, as proposed and condiaoned are in compliance with this category. b. Surrounding uses consist of residential uses. 7. The required public notice was provided for this proposal and agencies having a potential interest in the project were notified and recommendadons solicited. Comments were received &om one adjaceot property owner. Said property owner had the foUowing concerns: 1) the division of property into two one acre lots could have a potenaal buildout of 7 homes according to the tJR 3.5 zone; 2) the possibility of six additional homes and its impact on the water quality of Liberty Lake; and 3) water supply by the present purveyor. The following is a response to the above concerns: 1) pursuant to RCW 58.17.195, the proposal does conform to the requirements of the existing UR 3.5 zone. Therefore, as Condiaoned, the proposal is allowed by state and local law; 2) the Spokane County Division of Engineers has reviewed the project to ensure that off-site and on-site stormwater drainage is accounted for and disposed of properly. As such, the Division of Engineers has conditioned the subject proposa] to meet adopted drainage standards; 3) the proposal is subject to review and approval by the appropriate water purveyor and fire pr+otecaon districL Specifically, a plan for water facilities adequate for domestic service and fire protection shall be appmved by the water purveyor and appropriate fire protecdon district prior to tbe finalizadon of the pmject. 8. 1'he Spokane County Arterial Road Plan idenafies Neyland Avenue as a Minor Arterial with a future right of way width of 80 feet. The existing right of way width of 60 feet is not consistent with that specified in the Plan. In arder to implement the Arterial Road Plan, a strip of property 10 feet in width along the Neyland Avenue frontage shull be set aside in reserve as Future Acquisidon Area (FAA). This property may be acquired by Spokane County at the time when Arterial Impravements are made to Neyland Avenue. In addidon, the County Engineer has designated a Local Access Roadway Secdon for the improvement of Neyland Avenue. This wili require the addition of approximately 6-8 feet of asphalt along the frontage of the development. The conswcdon of curbing and sidewalk is also required. As eood.itioned, the proposal conforms to the Plan. 9. The site is located within the Public Transportadon Benefit Area (PTBA). FTNDINGS AND DECISION SP-1088-96 Page 2 10. The proposed short plat will be served by a public water system. Waste water disposal will be as authorized by the Director of Utiliaes. 11. No comments were received from the Central Yalley School District. 12. Recognizing the recommended conditions and Spokane County development standards, apprnpriate provisions should be made to ensure the public health, safety and general welfare and that the public use aad interest will be served by platting the subdivision. 13. The project is exempt from environmental review under the State Environmental Policy Act pursuant to WAC 197-11-$00 (6) (a). 14. The subdivision proposal is generally consistent with RCW 58.17 and the County subdivision regularions, promodng the public health, safety and general welfare in accordance with standards established by the state and Spokane Counry. The Division of Planning has considered the provision of adequate public facilides as cited in RCW 58.17.110 (2). The final plat shall be designed substantiaUy in conformance with ihe preliminary plat of record. Site Description The project site is located approximately 150 feet west of the intersection of Lakeside Road and Neyland Avenue along the eastern edge of Liberty Lake in southeast Spokane County. The subject property is bordered on three sides by road. Similar sized residential lots are adjacent to the north boundary of the property. The site is approximately 86,460 square feet in size. Proposed Project The proposed project is a two lot short plat of an existing 1.985-acre parcel. Tract "A" (1.075 acre) has an existing single-family residential structure and driveway. Tract "B" will be a 0.91- acre parcel proposed for residential development. Orainage Plan Issued for Submittal ' Gambel Short Plat Il. Background Information 11.1. Topography and Drainage Basins The site slopes downhill from the northem edge, along the back property line, to the south along the frontage adjacent to Neyland Avenue. The approximate average slope onsite is 20 to 35 percent in the north to south direction. Figure 3- Topographic Map, shows the existing site contours and road system. The elevations presented in Figure 3 are based on a topographic survey conducted by DeLeo & Associates for the purpose of designing the improvements recommended herein. The bench mark elevation for the topographic survey is a relative datum (temporary benchmark) set at the southwest property comer. The datum elevation was set at 1,000. Figure 4, Basin Map, presents an approximate delineation of the basin area including the sub- basin impacted by development. Figure 5- 7.5 Minute Quadrangle, shows the project site in relation to the surrounding terrain. The subject property, along with a small sliver of land immediately north of the site, forms the drainage basin under consideration for this project. A residence and driveway control the offsite topography upstream of the subject site. They form a natural boundary that inhibits storm water runoff generated in the upstream area from entering the site. Neyland Road forms a natural drainage boundary along the western and southern edges of the site. 11.2. Soils & Vegetation The existing onsite soils are of the Spokane Stony and Rocky Complex. The StE and SrC designators are shown on the SCS Soils map for this area (Figure 6- SCS Soils Ma~). These soil groups have a low to moderate permeability of approximately .8-2.5 in/hr and are designated as hydrologic soil group C. Several rock outcrops are visible along the northern and western edges of the site. The onsite soils support a variety of smaller vegetation (grasses and plants), small shrubs and numerous medium-sized pine trees. The existing site conditions represent a moderately steep- sloped, established vegetation, rocky soil, forested land. 11.3. Drainage Basin and Flood Plain The project site and small area north of the site comprise the drainage basin relevant to the proposed project. Figure 3 and 4 show the drainage basin upstream of the site and delineation of the onsite drainage basin. Neyland Road drainage ditch is the immediate downstream basin area. Hydrology Development of the subject property will include a residential structure constructed on the easterly lot (Tract "B"). Figure 2- Proposed Project, presents the proposed subdivision of the site. Approximately 300 square feet of garage is included with the residence (2,500 sq. ft.) along with approximately 720 square feet of paved driveway and approximately 5,000 square feet of landscape area. Except for the drainage improvements recommended in this report it was assumed the remainder of the lot will remain in the pre-deve(oped condition. However, these assumptions must be confirmed at the time of the building permit process. No changes or improvements are proposed for Tract uA°. Calculation of the potential volume of stomn water runoff is based on the US Soil Conservation Service (SCS) Method. This methodology requires an estimate of the runoff curve number, which is based on the proposed land use. This method also requires an estimate of the 24-hour rainfall event with a specified recurrence interval (the design storm). The Liberty Lake Water & Sewer District's Stormwater Standards dictate the design storm as the 10-year, 24-hour precipitation event. The specified precipitation volume is 2.1 inches of rainfall. In addition, the area offsite that may contribute runoff to the drainage facility must be evaluated for a 50-year, 24-hour precipitation event, which is equivalent to 2.8 inches of rainfall. Based on the hydrologic soil group C, the curve number for the residence and associated deck is 98, for the driveway 98, and for the landscape area 96. In addition to these developed areas, the portion of the site that includes the proposed drainage improvements must also be included in the runoff calculations. The curve number for a lawn area (drainage swale) in soil group C is 79. The estimated composite runoff curve number is 93. The estimated curve number of the undeveloped land is 76. Using the specified precipitation volume and applying the above- referenced curve numbers, the estimated volume of storm water runoff generated onsite is approximately 1,250 cubic feet (CF) of wate? and 530 CF is generated in the area upstream, offsite. 111.2. Water Quality Criteria Regardless of the volume of runoff generated from the entire developed area, the proposed drainage facility must be of sufficient size to adequately retain all of the stormwater runoff generated by a 0.5-inch rainfall event on the impervious area. The impervious area in the proposed development is the roof area of the residence and garage, approximately 2,500-sq. ft. and 720-sq. ft. of driveway. The estimated volume of storm water runoff from the impervious area is approximateiy 134 cubic feet. This requires a minimum grass percolation area (swale) area of approximately 400 square feet. However, based on the estimated volume of storm water runoff from the entire developed portion of the site (1,400 CF calculated in the preceding section), the required surface area of the drainage facility is approximately 2,800 square feet. 2 Appendix B, Calculations 3 • Orainage Plan Issued for Submirial ' Gambel Short Piat 111.3. Hydraulics There are three components in the storm water drainage system that function as hydraulic facilities. These components are collection inlets, drain pipe and drain pipe outlets. Each of these are analyzed to determine the appropriate size and capacity siZe for collecting and transporting the estimated volume and velocity of starm water generated by the site improvements. The size and capacity of each hydraulic facility is based on the estimated, peak-volume ra#e of discharge from the site. The volumetric rate of runoff was determined by the Rational Method (not modified or altered). The Rational Method requires three input parameters: the area (acres) of the development from which runoff will be generated, the intensity of the rainfall (inches per hour) and the estimated runoff coefficient. An area of 0.37 acres of the area and .16 acres of offsite contributing area was used for this calculation. An estimated time of concentration of 4.04 minutes was used to determine the rainfall intensity (minimum allowable). The resultant rainfall intensity was 3.18 inches. The estimated pre-development runoff coefficient is 0.20 and the estimated composite runoff coefficient for the post-development site was estimated to be .33. In addition to the nominal event (10-year), the hydraulic facilities were evaluated for the hydrologic event with an estimated probability of recurrence of 0.01 percent (100-year frequency). This latter event has an estimated rainfall intensity of 5.2 inches per hour. The calculated peak rate of runoff (post-development) is 0.49 cubic feet per minute (cfs) for the nominal design event and .80 for the 100-year event. These two volumetric rates of runoff are generated by finro separate and distinct precipitation events. Furthennore two distinct areas of the site, the hard surface roof and driveway and the undeveloped and landscape area will generate the runoff. The roof areas should be piped via downspouts directly to the drainage swale. The driveway and landscape areas require at-grade catchment(s) and piping to collect and transport the runoff to the drainage swale. A Spokane County Type 1 standard catch basin is of sufficient size for the small area off the end of the driveway. Based on 75 percent of the 100-year design event (0.71 cfs) being generated by the roof area and an estimated pipe slope of 0.05 ft/ft, the minimum pipe size required for transporting the runoff is 4 inches. However, because small diameter pipes have a high potential for clogging and the small diameter makes cleaning difficult, the recommended pipe size is 8 inches. The velocity at the downstream outlet of the transport pipe is in excess of 4 feet per second (fps) therefore the outlet of the transport piping will require riprap on the adjacent slopes. The riprap should have a Dso of 4-inches for the pipe outfall area and 6-inches for the slope areas downstream of the drainage facility and storm water inlet. 4 • -Drainage Plan {ssued for Submittal Gambel Short Plat IV. Conciusions 8 Recommendations 1V.1. Conclusions Drainage Swale The hydrologic and hydraulic calculations presented in the preceding section estimate that approximately 1,780 cubic feet of storm water runoff will be generated by the development of the proposed lot and the area in the basin upstream of the development and that this volume requires an infiltration area of approximately 3,600 square feet. These estimates are based on the proposed structural and site improvement dimensions assumed by the engineer at the time of this pian. Figure 7, Proposed Storm Water Improvements- shows a schematic of the proposed storm water management facility in Plan view. Drainage Inlets & Pipe The drainage inlet should be designed to serve as a sediment trap and as terminal cleanout for the drainage pipes. Two types of inlets are recommended. These inlets are a Spokane County Type 1 Catch Basin for the driveway and landscape area and a direct pipe connection for the roof downspouts. The drainage pipe should be PVC 3034, SDR 35 except in traffic areas where Class 52 Ductile Iron Pipe should be used. The outlet from the drainage pipes and area downstream of the catch basin and drainage swale must have riprap at the pipe exit and on the downstream slopes. IV.2. Recommendations 1. The Owner's Soils Engineer shall conduct a peer review of the storm water management facilities proposed herein to ensure compliance with soil recommendations and site constraints. 2. Proposed Project The proposed project is a two lot short plat of an existing 1.985-acre parcel. Tract uA" (1.075 acre) has an existing single-family residential structure and driveway. Tract °6" will be a 0.91- acre parcel proposed for residential development. For the purposes of this Drainage Plan, it will be assumed that the proposed future development of Tract °B" will consist of a residential structure approximately 2,500 square feet in size, 720 square feet of driveway and 5,000 square feet of landscape area. Topography and Drainage Basins The site slopes downhili from the northem edge, along the back property line, to the south along the frontage adjacent to Neyland Avenue. The approximate average slope onsite is 20 to 35 percent in the north to south direction. Figure 3- Topographic Map, shows the existing site contours and road system. The elevations presented in Figure 3 are based on a topographic survey conducted by DeLeo & Associates for the purpose of designing the improvements recommended herein. The bench mark elevation for the topographic survey is a relative datum (temporary benchmark) set at the southwest property corner. The datum elevation was set at 1,000. Figure 4, Basin Map, presents an approximate delineation of the basin area including the sub- basin impacted by development. Figure 5- 7.5 Minute Quadrangle, shows the project site in relation to the surrounding terrain. The subject property, along with a small sliver of land immediately north of the site, forms the drainage basin under consideration for this project. A residence and driveway control the offsite topography upstream of the subject site. They form a natural boundary that inhibits storm water runoff generated in the upstream area from entering the site. Neyland Road forms a natural drainage boundary along the western and southern edges of the site. 11.2. Soils & Vegetation The existing onsite soils are of the Spokane Stony and Rocky Complex. The StE and SrC designators are shown on the SCS Soils map for this area (Figure 6- SCS Soils Ma~). These soil groups have a low to moderate permeability of approximately .8-2.5 in/hr and are designated as hydrologic soil group C. Several rock outcrops are visibte along the northern and western edges of the site. The onsite soils support a variety of smaller vegetation (grasses and plants), small shrubs and numerous medium-sized pine trees. The existing site conditions represent a moderately steep- sloped, established vegetation, rocky soil, forested land. 11.3. Drainage Basin and Flood Plain The project site and smafl area north of the site comprise the drainage basin relevant to the proposed project. Figure 3 and 4 show the drainage basin upstream of the site and delineation of the onsite drainage basin. Neyland Road drainage ditch is the immediate downstream basin area. Hydrology Deveiopment of the subject property will include a residential structure constructed on the easterly lot (Tract "B°). Figure 2- Proposed Project, presents the proposed subdivision of the site. Approximately 300 square feet of garage is included with the residence (2,500 sq. ft.) along with approximately 720 square feet of paved driveway and approximately 5,000 square feet of landscape area. Except for the drainage improvements recommended in this report it was assumed the remainder of the lot will remain in the pre-developed condition. However, these assumptions must be confirmed at the time of the building permit process. No changes or improvements are proposed for Tract "A". Calculation of the potential volume of storm water runoff is based on the US Soil Conservation Service (SCS) Method. This methodology requires an estimate of the runoff curve number, which is based on the proposed land use. This method also requires an estimate of the 24-hour rainfall event with a specified recurrence interval (the design storm). The Liberty Lake Water & Sewer District's Stormwater Standards dictate the design storm as the 10-year, 24-hour precipitation event. The specified precipitation volume is 2.1 inches of rainfall. In addition, the area offsite that may contribute runoff to the drainage facifity must be evaluated for a 50-year, 24-hour precipitation event, which is equivalent to 2.8 inches of rainfall. Based on the hydrologic soil group C, the curve number for the residence and associated deck is 98, for the ddveway 98, and for the landscape area 96. In addition to these developed areas, the portion of the site that includes the proposed drainage improvements must also be included in the runoff calculations. The curve number for a lawn area (drainage swale) in soil group C is 79. The estimated composite runoff curve number is 93. The estimated curve number of the undeveloped land is 76. Using the specified precipitation volume and applying the above- referenced curve numbers, the estimated volume of storm water runoff generated onsite is approximately 1,250 cubic feet (CF) of wate? and 530 CF is generated in the area upstream, offsite. 111.2. Water Quality Criteria Regardless of the volume of runoff generated from the entire developed area, the proposed drainage facility must be of sufficient size to adequately retain all of the stormwater runoff generated by a 0.5-inch rainfall event on the impervious area. The impervious area in the proposed development is the roof area of the residence and garage, approximately 2,500-sq. ft. and 720-sq. ft. of driveway. The estimated volume of storm water runoff from the impervious area is approximately 134 cubic feet. This requires a minimum grass percolation area (swale) I area of approximately 400 square feet. However, based on the estimated volume of storm water runoff from the entire developed portion of the site (1,400 CF calculated in the preceding section), the required surFace area of the drainage facility is approximately 2,800 square feet. 2 Appendix B, Calculations 3 •Drainage Plan Issued for Submittal ' Gambei Short Plat 111.3. Hydraulics There are three components in the storm water drainage system that function as hydraulic facilities. These components are collection inlets, drain pipe and drain pipe outlets. Each of these are analyzed to determine the appropriate size and capacity site for collecting and transporting the estimated volume and velocity of storm water generated by the site improvements. The size and capacity of each hydraulic facility is based on the estimated, peak-volume rate of discharge from the site. The volumetric rate of runoff was determined by the Rational Method (not modified or altered). The Rational Method requires three input parameters: the area (acres) of the development from which runoff will be generated, the intensity of the rainfall (inches per hour) and the estimated runoff coefficient. An area of 0.37 acres of the area and .16 acres of offsite contributing area was used for this calculation. An estirnated time of concentration of 4.04 minutes was used to determine the rainfall intensity (minimum allowable). The resultant rainfall intensity was 3.18 inches. The estimated pre-development runoff coefficient is 0.20 and the estimated composite runoff coefficient for the post-development site was estimated to be .33. In addition to the nominal event (10-year), the hydraulic facilities were evaluated for #he hydrologic event with an estimated probability of recurrence of 0.01 percent (100-year frequency). This latter event has an estimated rainfall intensity of 5.2 inches per hour. The catculated peak rate of runoff (post-development) is 0.49 cubic feet per minute (cfs) for the nominal design event and .80 for the 100-year event. These two volumetric rates of runoff are generated by two separate and distinct precipitation events. Furthermore two distinct areas of the site, the hard surface roof and driveway and the undeveloped and landscape area will generate the runoff. The roof areas should be piped via downspouts directly to the drainage swale. The driveway and landscape areas require at-grade catchment(s) and piping to collect and transport the runoff to the drainage swale. A Spokane County Type 1 standard catch basin is of sufficient size for the small area off the end of the driveway. Based on 75 percent of the 100-year design event (0.71 cfs) being generated by the roof area and an estimated pipe slope of 0.05 ft/ft, the minimum pipe size required for transporting the runoff is 4 inches. However, because small diameter pipes have a high potential for clogging and the small diarneter makes cleaning difficult, the recommended pipe size is 8 inches. The velocity at the downstream outlet of the transport pipe is in excess of 4 feet per second (fps) therefore the outlet af the transport piping will require riprap on the adjacent slopes. The riprap should have a Dso of 4-inches for the pipe outfall area and 6-inches for the slope areas downstream of the drainage facility and storm water inlet. 4 . • • • •Orainage Plan Issued for Submittal Gambel Short Piat IV. Conclusions & Recommendations IV.1. Conclusions Drainage Swale The hydrologic and hydraulic calculations presented in the preceding section estimate that approximately 1,780 cubic feet of storm water runoff will be generated by the development of the proposed lot and the area in the basin upstream of the development and that this volume requires an infiltration area of approximately 3,600 square feet. These estimates are based on the proposed structural and site improvement dimensions assumed by the engineer at the time of this plan. Figure 7, Proposed Storm Water Improvements- shows a schematic of the proposed stonr water management facility in Plan view. Drainage Inlets & Pipe The drainage inlet should be designed to serve as a sediment trap and as terminal cleanout for the drainage pipes. Two types of inlets are recommended. These inlets are a Spokane County Type 1 Catch Basin for the driveway and landscape area and a direct pipe connection for the roof downspouts. The drainage pipe should be PVC 3034, SDR 35 except in traffic areas where Class 52 Ductile Iron Pipe should be used. The outlet from the drainage pipes and area downstream of the catch basin and drainage swale must have riprap at the pipe exit and on the downstream slopes. IV.2. Recommendations 1. The Owner's Soils Engineer shall conduct a peer review of the storm water management facilities proposed herein to ensure compliance with soil recommendations and site constraints. 2. The Owner shall retain the services of an Engineer, Licensed in the State of Washington, experienced in the design and construction of the facilities proposed herein to view construction of storm water facilities, review compliance with the recommendations in the soils report and to observe the constn,iction of the concrete components. 3.
