SP- PLAT SP-1153-97 ) CONCLUSIONS AND TRACY & WENDY STEVENS ) DECISION THIS MATTER, an application for subdivision of land from Tracy Stevens has been received and was decided upon, pursuant to Spokane County Subdivision regutations, on the 23rd day of July, 1997. FINDINGS OF FACT AND CONCLUSIONS 1. The individual signing betow has further been properly delegated the responsibility for rendering the decision by the Director of Spokane Gounty Division of Building and Planning. 2. The proposal is to divide approximately 1.25 acres into 2 tracts for one existing single family residence, one additional residential lot, and for those uses permitted in the Urban Residential-3.5 (UR-3.5) zone. 3. The proposal is located approximately 300 feet south of Alki Avenue and approximately 600 feet east of Ftora Raad in the Southwest'/o of Section 18, Township 25 North, Range 45 East W,M., Spokane County, Washington. 4. The existing zoning of the property described in the application UR-3.5, which was established in 1991. Pursuant to Revised Code of Washington (RCW) 58.17.195, this proposal conforms to the requirements of the existing UR 3.5 zone. 5. The Spokane County Comprehensive Plan designates this area as Urban. The development and uses, as proposed and conditioned, are in compliance with this caiegory. 6. Surrounding uses are primarily single family residences. Errett's Addition borders the subject property to the west while Alki Subdivision lies to the north, across alki Avenue. Greenacres Junior High School is located on property adjacent to and directly south of the subject parcel. Residential lot sizes in the immediate vicinity of this proposal range from %acre to 5 acres. 7. Tlle Spokane County Arterial Road Plan identifies Alki Avenue as a Local Access Road with a future right-of- way width of 60 feet. The existin; right-of-way width is 50 feet. The subject propert}~ does not directly abat Alki Avenue. 8. The proposed site is located within of the Public Transportation Beneft Area (PTBA). However, public transit services to the site are not available at this time. The nearest connecting service is located approximatzly %a mile south of dle site at Apple Way. 9. The proposed short plat will be served by a public water system. Waste water disposal will be as authorized by the Director of Spokane County Division of Utilities. 10. The required public notice was provided for this prnposal and agencies having a potentia) interest in the project were notified and recommendations solicited. 11. No written comments were received from any adjoinin~ property owners. However, a property owner to the west of the subject parcel called the Division of Building and Planning on July 17th, 1997 requesting a copy of the preliminary short plat for review. 12. Recognizing the recommended conditions and Spokane Countv development standards, the proposed short plat makes appropriate provisions for the public healtb, safety and general welfare and that the public use and interest will be served by plattin; the subdivision. The subdivision proposal is generally consistent with RCW 58.17 nnd the County subdivision regulations, promoting the public health, safety and general welfare in accordance with standards established by the State and ~ Spokane County. The County Division of Building and Planning has considered the provision of adequate public facilities as cited in RCW 58.17.110 (2). DECISION Based upon the above noted Findings of Fact and Conclusions, Short Plat Application SP-1153-97 is hereby- APPROVED for five (5) years, specifically to August 1, 2002 and subject to conditions noted below. This decision is final unless appealed in writing, consistent with adopted appeal procedures. No increase of density or number of tracts shall occur without a change of condition application submittal and approval. 3. The preliminary short plat is given conditional approval for five (5) years, specifically to August 1, 2002. The applicant may submit an extension of time application thirty (30) days prior to the above expiration date. Application(s) for extension of time shall be processed under the provisions of Chapter 12.100.118 (Extension of Time) of the Spokane County Subdivision Ordinance. 4. Prior to filing the final short plat, the applicant shall submit to the County Division of Building and Planning Director/designee for review any proposed final short plats to ensure compliance with these Findings and Conditions of Approval. 5. The County Engineer has designated a Loca! Access Roadway Section for the improvement of Alki Avenue which provides direct access to the proposed development. 6. The proposed plat shall be improved to the standards set forth in Spokane County Board of Commissioners Resolution No. 95-0498, as amended, which establishes regulations for roads, approaches, drainage and fees in new canstruction. 7. The County Engineer has examined this development proposal and has determined that the impact of this proposal upon the existing County Road System warrants the roadway improvemenis herein specified. SPOKANE COUNTY DIVISION OF UTILITIES 1. Pursuant to the Board of County Conunissioners Resolution No. 80-0418, the use of on-site sewer dispvsal systems is hereby authorized. This authorization is conditioned in compliance with all rules and regulations of the Spokane County Health District and is further conditioned and subject to specific applicarion approval and issuance of permits by the Health District. 2. Each new unit shall be double plumbed for connection to future area-wide collection systems. 3.
