There is, an irrigation ditch along Farr Road , but it has been abandoned. The supportin,g calculations show the post-development runoff will be increased by 0.08 cfs. This change is insignifi - cant and should not cause drainage problems downstream of the project: No drainage easements will be needed. If you need any more information regarding the County Division,of Engineering and Road,conditions, please call_me. The Spokane County Parks Department has commented on the proposed short plat, The Parks Department has requested a voluntary agreement be completed between the Parks Depa,rtment and the property owner to mitigate impacts to the County Park system. County legal counsel has ind.icated such agreements may be required. The Spokane County Planning Department recommends the property owner negotiate with the Spokane County Parks Department to provide for appropriate capital facilities as required by the Revised Code of Washington (RCW) 58.17.110. Approval of this short plat should include condidons requinng that provisions for appropriate facilicies be in place prior to recordiag this final plat in the form of a written agreement between the owner and the Spokane Counry Parks Department 13. The Central Valley Schaol District No. 356 has conunented on the proposed Short PIat. The District has indicated that existing school facilities are inadequate to serve the proposed short plat and wishes to negotiate with the owner to provide adequate capital facilities as required by the Revised Code of Washington (RCV) 58.17.110. Review by County legal counsel indicates the condition requested by the School District can be required for developments. All of the requirements of this agreement shall run with the land and shall be binding upon the owner(s), their successor(s) or assign(s). This provision is applicable tor.X' 13. The County Engineer has designated Typical Roadway Section Number 2 Minor Arterial Standard for the improvement of Barker Road which is adjacent to the proposed development. This will require the addition of approximately 11-13 feet of asphalt along the frnntage of the develapment. The construcdon of curbing and sidewalk is also required. 14. The proposed plat shall be improved to the standards set forth in Spokane County Boaxd of Commissioners Resolution No. 80-1592, as amended, which establishes regulations for roads, approaches, drainage and fees in new construction. 15. The County Engineer has examined this development proposai and has determined that the impact of this proposal upon the exisring Counry Road System warrants the dedicadon of additional Right of Way and the roadway improvements herein specified. 16. The County Arterial Road plan identifies Barker Road as a 100 foot Principal Arterial. The existing right of way width of 60 feet is not consistent with that specified in The Plan. In order to implement the Arterial Road Plan it is recommended that in addition ta the 2 feet of requixed right of way dedication, a strip of property 18 feet in width along the Barker Road frontage be set aside in reserve.
