Section 19.40.120(B)(1) of the Spokane Valley Municipal Code states that any manufactured home placed on a city lot must be "new" and defines "new" as "any manufactured home required to be titled under RCW Title 46, which has not been previously titled to a retail purchaser, and is not a used mobile home as defined in RCW 82.45.032(2). What this means is that unless a manufactured home is being placed in a manufactured home or mobile home park, it must be new. I have reviewed the original plat map for this area and can find nothing to indicate that it was designed as a manufactured home park. As such, I am unable to approve your building permit at this time.
