CALL TO ORDSR: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Code Compliance Coordinator,

3COPE/PROJECT DESCRIPTION:
I. General Overview - Proposed is the construction of a 10,000
square foot steel building to be used as (approx.) 6,900 square
feet of shop area with three drive-in bays, mostly to be used for
the exchange of truck parts and liqht maintenance, and 3,100
square feet of office space which will include a dispatch center,
conference room, office and bookkeeping area, and a lunchroom.
There will be a one-hour occupancy separation wall between the
office and shop areas.
The site plan indicates parking for 30 trucks, each with
their own electrical hook up, up to 50 spaces for truck trailers,
and 35 car spaces for the (approx.) 20 drivers. An outside truck
wash area is included with the project and will be used as a
future building expansion area when needed.
II. Construction Schedule - Plans are to bxPak graund around
mid-January/February - mostly the owners were wantinq to know the
requirements involved in order to have a permit issued for the
proj ect .

SDrMMARY OF DEPARTMENTAL REQIIIREMENTB:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. This site consists of three lots and is a portion
of Phase I of Binding Site Plan #17-87 which has not been
recorded yet. The owner/applicant will need to work with
Douq Adams of the Planninq Department in order to address
the items listed on the conditions of Binding Site Plan, and
to sign a Hold Harmless Agreement so that Planning will be
able to release their portion of the permit.
2. A critical materials checklist needs to be filled
out and returned to Building and Safety.
3. It was determined that the fuel storage would be
below-ground, therefore heiqht requirements for above-ground
tanks would not apply.
4. A separate permit will be required for any signs
installed.
5. Parking is adequate - 28 spaces are required and
35 are shown on the site plan.
6. All parking stalls must be within 60 feet of a
landscape feature consisting of a minimum of 32 sq. ft. in
area.
7. The type of landscaping used needs to be
identified on the site/landscape plan.
8. Setbacks need to be illustrated for the fueling
island(s) canopy.
9. The fence around the site, if over 6 feet in
height must meet setback requirements and would require a
building permit.
B. Permit Release Requirements
1. A site plan needs to be submitted illustrating
those items as mentioned above, along with any additional
requirements noted on the conditions of the Binding Site
Plan.

2. A Hold Harmless Agreement needs to be signed.
3. A landscape plan showing the size, quantity, and
height of plantings, along with a promissory letter to
install needs to be submitted to the Planning Department
prior to release of their portion of the Permit.
II. Engineering (456-3600)
A. Discussion/Requirements
1. A copy of written comments were given to the
a applicant and Building and Safety by Bob McCann, along with
a copy of the Binding Site Plan conditions.
2. No additional future property dedication is
required for the expansion of Euclid - an allowance was
previously made for an additional 20 feet for a four lane
right-of-way.
3. A condition of the Binding Site Plan is that a six
foot sidewalk is required alonq Euclid.
4. The bond is being calculated for street
improvements.
5. A drainage plan needs to be submitted to the
Engineer's Office.

6. Only two driveways are permitted, one on Lots 21 &
22 and one on Lots 23 and 24, for a maximum of 40 feet total
- or (only) one forty foot driveway would be allowed. The
driveway can, at both parties option, be shared with the
owner of Lot 21.
B. Permit Release Requirements
1. A drainage plan and calculations, as indicated in
Item A(1-7) of the written conuments, needs to be submitted
and approved prior to release of the permit.
III. Health District (456-6040)
A. Discussion/Requirements
1. The project will be connected to the Spokane
Industrial Park sewer system, therefore no cn-site sewage

disposal will be allowed.
2. A critical materials checklist must be filled out
and returned to Building and Safety.
3. All construction debris must be taken to a
licensed landfill.
4. The Health District contacted the Department of
Ecology regarding the proposal and asked them to be present
at the meeting for their comments.
B. Permit Release Requirements
1. The Health District will be working as a liaison
between the project owner and the Department of Ecology.
The D.O.E.'s conditions must be met prior to the Health
District's release of their portion of the building permit.
IV. Department of Ecology (456-2926)
A. Discussion/Requirements
l. One concern of the D.O.E. is the washing of the
truck trailers and the chemical contents and where/how the
waste water will be drained. The sewer system is not
intended to be for the disposal of hydrocarbons, waste oils,
etc., in large quantities into the drainage system and must
not be used for the disposal of product waste such as
fertilizer.
2. The owner needs to provide information on the type
and volume of waste water, waste oil, detergents, and
cleaning agents, expected to be used and/or stored, and must
come up with an accidental spill prevention control plan.
(A sample of such plans is available at the D.O.E. office.)
3. A holding tank for the wash out area could
probably be installed, with minimal problems.
V. Utilities Department (456-3604)
A. Discussion/Requirements
1. The Utilities Department were not present and had
no comments for the meeting.

VI. Building and Safety (456-3675)
A. Discussion/Requirements
1. Discussions with Fire District No. 1 with regards
to this project indicate that at least one and possibly two
fire hydrants will need to be installed. There is the
possibility that one hydrant can be installed/shared with
Lot 21, saving part of the costs involved.
2. The underground storage tanks will be required to
be double contained. (Any tank holding over 10,000 gallons
will require a S.E.P.A. checklist be done, with a fifteen
day waiting period after signing.)
3. Confirmation will need to be made by the owner
that there will be no increase in the amount of critical
materials stored or used on the site without notifying this
department beforehand in order a review, and possibly
additional requirements, to be made.
4. A flammable storage area is indicated on the site
plan - the applicant indicated they will sink the floor area
in six inches.
5. The waste oil burner/furnace may be acceptable,
however the applicant needs to indicate how the waste oil
will be stored and contained during the swnmer months.
6. The (four foot deep) pit area must meet NFPA 88
provisions which include special requirements for
ventilation, explosion proof lighting, and exits. In
addition, drainage from the pit area needs to be addressed,
will there be floor drains, if so, it would probably require
an oil separator in the drain; or provide a pump for the
waste.
B. Permit Release Requirements
1. Two complete sets of plans needs to be submitted
for review and approval prior to release of the permit,
along with a completed Critical Materials listing.
APPLICANT'S COMMENTS*ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this tiane regard ing
permit requirements.

NoTE TO APPLICANT: Some time ago, Spokane County recognized the
need to streamline the building permit system and accordingly
initiated these Pre-Construction Conferences. Coinments so far

traffic impacts. A mitlgated Deterrntnation of Nonsigniflcance ts substituted for ihe
origtnal D.N.S.. The miUgating measures reoommended by the Spokane Caunty
Engineers have been agreed upon by the sponsor to generaily reduce anticipated
traffic Impacts of the proposal.
7. That In consideraUon of the reoommended conditions and Spokane County devetopment standards, the proposal is not detrimentai to the publlc health, safety

specified. That conditions of approval of the 8inding Site Pian by the County
Engineer is given subject to dedicatlon of Right of Way and approval of the road
sytem. In oonjunctton with phastng of the finai Binding Site Plans, speclfic
conditlons apprpprlate to each phase will be specifled.
2. The proposed 8inding Site Ptan shatl be improved to the standards set forth In
Spokane County Board of Commissioners Resolution No. 80-1592, as amended,
whlch establlshes regulations for roads, approaches, dratnage and fees In new
construction.
3. The applicant shall deed to spokane County 14' feet of the subject property for Road
Right of Way along Sullivan Road and shall oonstruct an addllfonal traffic lane along

furnish the County Enqineer with 'As 6uilt" plans and a c;enificate In wdtinA that

construction ptans and that all dlsturbed monuments have been replaced.
10. No oonstruction work is to be performed withln the extsting or proposed public
right of wey until a pennit has been issued by the County Engineer. All work is
subject to inspection and approval by the County Engtneer.
11. All construction within the existinA or proposed public right of way ts to be
completed prtor to filing the flnal binding slte plan or a bond In the emount
estimaied by the County Englneer to oover the oost of c:onstruction of
improvements, oonstructlon certiflcation, "As Built" plans and monumenting the
street centeritnes shall be filed with the County Engineer.
12. The appllcant shall oonsVuct Euciid Avenue and Marietta Avenue as shown on the
preliminary btndinp site plan as public roads. These roadways shall be oonstructed
In compllance with the typical roadway cross sections designated and approved by
the County Engineer. A oopy of ihose typical cross sections 1s attached for Incluslon
in the "Conditions of Approvai". All other roadways shown on 1he preliminary
binding site plan shall be prtvate roads.
13. The change In alignment and vacation of current alfgnment of Euciid Avenue shall be
approved by the Board of County Commissioners prior to the flling of the binding

responsible for the future construction of a new traic stgnal system at the
tntersectton of Sullivan Roed and Marietta Avenue when the tntersecilon meets
traffic engtneertnp warrants for traffic signal oonstruction.
16. That the minimum curb radii at ail street intersections within the proposal shall
be 30' feeL Minimum radii at Sulifvan Road Intersections shall be 40' feet.
17. To oonstruct the road tmprovements stated theretn, the appiicant may, with the
approvai ot the County Enptneer, ]oln In and be a willing participant In any
petition or resolution which purpose is 1he tormation of a Road Improvement
Dlstrict (RID) tor said improvements pursuant to RCW 36.88, as amended. At
such time as an RID is created or any road improvement project is sanctioned by
Spokane County, the improvements required (curbs, pathways, drainage oontrol,
paving, traffic signal systems, etc.) will be at the sole expense of the undersigned
owner, thetr hetrs, grantees and assigns.
18. Shouid an RID be pursued, it shail be ihe responsibility of the applicant to provide
road and drainage plans sufflctent for the creation of a Road Improvement District.
These ptans shall be prepared by a Itcensed professlonal civil engineer and shall be
prepared In compliance with Spokane Counly road standards and drainage
guidellnes.
In order to oonstruct requlred roadway improvements on Sullfvan Road, Marietta
Avenue and Eucltd Avenue the applicant may petition 1he Board of County
Commissioners to create a Road Improvement Otstrict R.I.D. ' The RID must be
created by the Board of County Commtssioners prior to the flllno of ihe binding site
plan.
19. The foliowing statement shali appear on the bindinA site plan document "Parking
will be prohibited along Euclid Avenue".
20. A statement shall be placed on the binding site plan doucment whlch prohibits
direct acxess from lots to Sullivan Road or Flora Road.

21. Direct access trom tots to Madetta Avenue and Euclid Avenue shall be limited to the
access polnts approved by the County Engineer and as shown on the preliminary
binding site plan.
22. A minimum 20' foot wide easement shall be provided along the east stde of Sullivan
Road and esch side of the public road right of way on Euclid Avenue and Marleita
Avenue. The purpose of the easement is to socommodate pathways, IandscapinA, and
drainage from roadways.
23. A system ot pathways, accessible to the pubiic, be constructed along Sullfvan Road,
Euclid Road and Marieria Avenue. The pathway is to be located wlthin the common
pathway, dreinage and 18ndscape easement area. That a statement shall be placed on
the binding stte pian permittinA Spokane County to enter withtn the easement for
the purpose of drywell and sign maintenance. Snow removed from the public
roadways shall be pernniried with the easement. Maintenance of pathways, drainage
swales and landsc.aping areas shail be the responsiblity of the applicant.
24. The proposed private roads as shown on the preliminary binding site plan are
approved by the County Enpineer.
25. The tollowinp statement must appear on the binding site pian document: "The
private roads as shown hereon are easements whlch provide a means of inyress and
epress tor those lots within the binding site pian hevinD frontage thereon.'
26. Private road plans with connections to a publtc road are the responsibiltty of the
developer and are requlred prior to the releese of a bulldlng permtt. A statement to
this effect shall be placed tn the btndinD slte plan document.
27. Prtvate roads be Improved to a minimum improved surface width of 30' feet with a
minimurn 20' foot wide landscaptng and drainage easement on either side of the

28. All vested owners shall sign and reoord private road documents as prescribed by

is and shall run with the land and shall be binding upon the owner, thelr heirs,

30. The followinp statement shall be placed on eech phase of the binding site plan: "The
owner(s) or successor(s) in interest agree to authorize the County to ptace their
name(s) on a petition tor the formatlon of a Road Improvement Distrlct (RID) by
the peUtlon method pursuant to Chapter 36.88 RCW, which petition lncludes the
owner(s) property, and fuhher not to object, by the sjgning of a ballot, the
formation of a RID by the resoluiion meihod pursuant to Chapter 36.88 RCW,
which resolution tncludes the owner(s) property. If a RID Is formed by either the
peUtton or resolution method, as provtded for in Chapter 36.88 RCWO the ,
owner(s) or successor(s) further agree: (1) lhat the improvements or

pUILDING & SAFETY DEPARTMENT CONDITIONS
1. The requlred fire flow for eny bullding or property development is determined by
bulldlng size, type of oonstruction, and proximily of exposures. Requlred fire
flows shall be based on an evaluatlon of each buliding at 1he time of buildinQ permit
applicatton.

3. Fire hydrants for oommerctal and Industrlai buildings shall be located so that no
portion of the building exterior is more than 175' feet from the hydrant.
4. Fire hydrants shall be bcated so as to be socessibte to fire apparatus and not be
obstructed by any structure or vegetation or have the visibility impalred for a
dlstance of flfty feet in the dtrection of vehicular approach to the hydrant. -
5. Speciflc location of hydrants shail be determined by the Fire Distrtct.
6. The applicant shall provlde verificatlon from the Fire District to the Department
of Bufid(ng and Safety that provisfons have been made for adequate flre protection
prlor to the release of bullding permits.
