The owner(s) or successor(s) in interest agree Co authorize the County to
place their name(s) on a petition for the formation of a Road Improvement
District (RID) by the petition method pursuant to Chapter 36.88 RCW, which
petition includee the owner(s) property, and further not to object, by the
signing of a ballot, the formation of a RID by the resolution method
pursuant to Chapter 36.88 RCW, which resolution includes the.owaar(s)
ptoperty. If a RID is formed by either the petition or resolutior method,
ae pYOVided for in Chapter 36.88 RCW, the owner(s) or successor(s) further
agree: (1) that the improveroents or construction contemplated within the
propoaed RID is feasible, (2) that the benefite to be derived from the
formation of the RID by the property included therein, together witb theamount of any County participation, exceeds the cost and expen'se of
formation of the RID, and (3) t'hat the property within the proposed RID
ia sufficiently developed. Provided, further, the owner(s) or
successor(s) shall retain the right, as suthorized under RCW 36.86.090, to
object to any asseasment(s) on the property as a result of the
improvements called for in conjunction with the formation of a RID by
either petition oY resolution method under Chapter 36.88 RCW.
It is further agreed that at such time as an RID is created or any Road
Improvement Project is sanctioned by Spokane County, the improvements
required (curb, sidewalk, drainage control and paving to existing
pavement) will be at the sole expense of the undersigned owner, their
heire, grantees and assigns.

SCOPE/PROJBCT DESCRIPTION:
Proposed is the construction of a 21,000 square feet building.
18,000 sq.ft. will be used as the machinery and storage area,
with 3,000 sq.ft. used as office area.
SUMIl+IARY OF DEP AL REQUIR,SMSNTS :
I. Building and Safety (456-3675)
A. Discussion/Requirements
1. A fire hydrant needs to be located within 175 feet
of any portion of the building, with a fire f low of
2,000 g.p.m.
2. The building can either be classified as B-2, as
submitted with the plans, or a B-4 Occupancy.
3. The proposal is subject to review pursuant to the
State Environmental Policy Act. On July 20, 1987, the
Department of Building and Safety issued a Declaration
of Non-significance and has circulated the
Environmental Checklist to all agencies of

jurisdictien. The department will not act on this
proposal until August 4, 1987.
B. Permit Release Requirements
1. A final set of plans needs to be submitted for
review and approval prior to release of the permit.
II. Engineering (456-3600)
A. Discussion/Requirements
1. The drainage plan has been reviewed, with comments
given to the applicant.
B. Permit Release Requirements
1. An RID Agreement needs to be signed for Euclid - a
copy of the deed to the property also needs to be
submitted at that time.
2. A revised drainage plan needs to be submitted for
approval.
3. Approach permits for driveway approaches to Euclid
Avenue needs to be obtained.
III. Health District (456-3600)
A. Discussion/Requirements
1. The proposal will be connected to the Spokane
Industrial Park sewer system.
2. There are no requirements from the Health
District. They released the permit at the meeting.
IV. Planning Department (456-2205)
A. Discussion/Requirements
1. The property is zoned Manufacturing.
.2. An approved Certificate of Exemption is on file at
the Planning Department.
3. Parking is adequate.

4. Outdoor storage and fencing must meet the required
setbacks of the Manufacturing Zone. (Sideyard - 0 ft.;
rear yard - 15 ft.; and front yard - 35 ft.)
5. Setbacks f rom Euclid must be specified.
V. Utilities (456-3604)
A. Discussion/Requirements
1. Jim Legat is to check as to whether a ULID
Statement would be required since this parcel has been
sold by the Spokane Industrial Park.
2. The property will be connected to the Spokane
Industrial Park sewer system.
