That the individuals and parties named herein as having an
interest in the above described property or project agree to the
following:
1. Reimburse Spokane County for project review and inspection
fees as specified in Board of County Commissioner's
Resolution 80-1592 attachment C, as amended. The fees will
be based on actual salary costs incurred by Spokane County
for project reviews and / or inspections plus a ten percent
administrative charge, and will be billed monthly as
accr ued .
2. The undersigned agrees that these fees are due and payable
upon receipt of the billinq as specified above. The
monthly billing should be sent to the attention of:

I. General Overview - The owner, Spokane Industrial Park is
proposing two 4,000 square foot buildings to be used as warehouses.
At this time the owner has a tentative occupant far one of the
buildinqs.
SIIMMARY OF DEPARTM$NTAL R$QIIIR$MENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
l. The proposed will be required to comply with the
findings of Binding Site Plan No. 17-89.
2. The landscaping for the proposed will be provided by
Spokane Industrial Park. Please illustrate the
landscaping on the revised site plan.

3. Parking can not be calculated because occupancy at
this time is speculative. Please designate building usage
at this time so that parking can be calculated. Parking
requirements may change as the uses of the building
change. The Planning Department will det-ermine parking
requirements as potential occupancies are reviewed through
the permit process.
4. The proposed is located over the Aquifer Sensi.tive
Area.
5. Please submit an updated critical materials listing to
Building and Safety for review.
B. Permit Release Requirements
1. Please submit a revised site plan illustrating
landscaping for review and approval.
2. Please designate a use for the building so tbat
parking can be calculated.
3. An estimate from a nursery including size, type and
quantity along with a promissory letter from the owner
stating the landscaping will be installed shall be
submitted.
4. Final action of Binding Site Plan 17-89, conditions
will apply.
II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
Safety by Bob McCann.
2. The parcel number for the proposed is incorrect it is
shown on the Assessor's Map as 01546-9106.
3. A fee schedule agreement was given to the applicant
during the meeting. The agreement is to be signed by the
applicant and returned to the Engineering Department.
4. The drainage plan for the proposed has been reviewed
by the County Fngineers. A copy of the drainage check
print was given to the applicant during the meeting.

1. Please submit road plans to Industrial Park 5th Lane
as per requixsments af Binding Site Pian 17-89.
2. An appraach permit must be abtained from the Courity
E7ngineering Department for a driveway approach ta Euclid
Avenue.
3. Please address comments an the drainage check print
and return it to the Engineerxng Department,

A. Discussian,/Requirements
1. The applicant stated that there will be no floor
drains ar loading ramps lacated in the prvposed.
2. Please submit a site plan illustrating lacatian of
utilities at the pragosed site.
3. The Department of Ecalogy is the 1 iceris ing agency for
the sewaqe disposal systern at the 5pokane Industrial Park.
4. The Departrner►t of Ecology is cancerned that the
proGessed waste water is off balance and would welcome
domestic waste at this time.
5. please natify the Department of Ecolaqy of
caanstruction.
6. The proposed is over tbe Aquifer Sensitive Area.
Prior to the issuance of a Certificate of Occ.upa,ncy an
updated critical materials listirtg must be submitted to
Building and Safety for their files. If it is determined
that the occupant is a critical materials user a spil-i
clean ug plan must also be submitted.
B. Permit Re].ease Requirements
l. The Health District is ready to release their portion
of the building permit.
IV. Air Polluti+on Cvntrol Authority (456-4727)
A. DisGUSSionfRequirements
l. The Air Pollution Control Autharity was nat present,
hawever, comments were given to Tam Davis priox to th►e
Pre--Construction Conferenae.

, M 2. Dust emissions must be controlled during all phases of
the project. This may require the use of water sprays,
tarps, sprinklers or suspension of activity during certain
weather conditions.
3. Travelled surfaces need to be paved and kept clean.
4. Measures must be taken to avoid the deposition of dirt
and mud from unpaved surfaces onto paved surfaces. If
tracking or spills occur on paved surfaces measures must
be taken immediately to clean these surfaces.
5. A Notice of Construction and Application for Approval
is required prior to construction, installation or
establishment of any air pollution source. The applicant
should contact our office to discuss potential emission
sources.
6. We request that our office be notified of potential
tenants so they can be made aware of air pollution
regulations, emission standards and verification that all
emission standards are being met.
V. Fire District No. 1(928-2462)
1. Fire flow for the proposed is 2250 g.p.m.
2. No additional hydrants are required for the proposed.
3. The Fire District is ready to release their portion of
the building permit.
VI. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
and a letter was given to the applicant by Tom Postlewait.
2. The proposed shall meet the requirements of the
Regulations for Barrier-Free Facilities.
3. Please submit an updated critical materials listing
along with a clean-up procedure program for review.
4. Special inspections shall be required for concrete
with a design strength of over 2,500 p.s.i. and for high
stress bolt testing. Please indicate the name of the
testing laboratory prior to the release of the permit.

The applicant had a question regarding pre-enqineered buildings and
bolt testing. Tam Postlewait responded to the question and referred
to Section 306 of the Unifvrm Building Code.

expressed concerns reqar+ding incarrect parcel numbers and incomplete

interest in the above desczibed p=flperty ar project agree to the
fo3lowiag;
1. Reimbuase Spokane County for project review and inspection
fees as specified in Board of Caunty Cammi.ssioner's
Resolutian 80-1592 attachment Cf as amended. The fees will
be based on actual salary costs incurred hy Spokane County
for pzoject reviews and / ar insptctions glus a ten gercent
administrative charge, and will be billed manthly as
accrued.
2. The undersiqned agrees that these fees are due and payabl.e
upon receipt af the bilZinq as specified above. The
