CALL TO ORDER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Code Compliance Coordinator
Tom Davis, with the following in attendance.

SCOPE/PROJECT DESCRIPTION:
I. General Overview - The applicant is proposing a fiberglass
testing facility for the testing of keyboards. The building is
being constructed of fiberglass for the purpose of preventing
interference with the electronic equipment. The size of the
building will be 36x58. There will be offices located in the
basement of the building and there will be a total of 3 employees
occupying the building.
II. Construction Schedule - The applicant stated he would like
to obtain an "Early Start" permit. The applicant provided
Building and Safety with a preliminary tentative construction
time schedule. Work was to start in the beginning of November
and finish at the end of January.
suMMARY oF nEPxRTNEWAL RsQUzRErEarrs :
I. Planning Department (456-2205)
A. Discussion/Requirements
1. It was stated that the proposal was affected by
zone chanqe ZE-14-82. The site is zoned Restricted
Industrial. Planning Department wants the applicant to

3. It was stated that the parcel number for the
project was incorrect. • .
4. The location of the proposal will change the
future development plan submitted as part of the rezone
file ZE-14-82. This includes the landscapinq and
parking areas. The applicant will need to be aware
that this proposal may affect future development of the
property.
5. There will be enough existing parking to
accommodate the new building.
B. Permit Release Requirements
l. For an "Early Start" permit release or a building
permit, zone change (ZE-14-82) will need to be
reviewed. Also, the landscaping plan and how it
relates to the site plan will need to be reviewed
before release of the permit.
II. Engineering (456-3600)
A. Discussion/Requirements
l. Comments, which included drainage plan
requirements, were given to the applicant and Building
and Safety by Engineer's Department, Bob McCann.
2. A drainage plan for the proposed building and any
new paving needs to be submitted and reviewed.
B. Permit Release Requirements
1. A complete drainage plan, which includes
elevations, grading, and water flow and calculations,
needs to be submitted and reviewed prior to the release
of the "Early Start" permit.
2. For an early start permit release, a preliminary
drainage plan which includes elevations, grading and
water f low needs to be submitted and reviewed.
III. Health District (456-6040)
A. Discussion/Requirements
1. There will be one restroom facility located in the
proposed building.
2. Applicant will install a new on-site sewage system
to accommodate the new building. A permit for the new
system will need to be obtained.

B. Permit Release Requirements
1. An application for an on-site sewage disposal
system needs to be submitted and test holes inspected
prior to the release of either an early start permit or
the building permit.
2. An ULID Statement will need to be filed prior to
the release of the "Early Start" permit. The ULID
Statement was a condition of zone change (ZE-14-82).
IV. Utilities Department (456-3604)
A. Discussion/Requirements
l. The Utilities Department was not present.
However, the comments were given to Tom Davis prior to
the conference. Comments included the filing of an
ULID Statement and a submittal of plans for double
plumbing for approval.
2. Tom Davis noted that an ULID Statement was
required of the re-zone. That the permit for the
Corporate Headquarters was released by Utilities on
October 4, 1983. Building and Safety will verify
whether an ULID Statement was filed.
B. Permit Release Requirements
1. An ULID Statement will be required prior to the
release of the "Early Start" permit if one has not
already been filed.
V. Building and Safety (456-3675)
A. Discussion/Requirements
l. It was stated that no plans had been submitted for
review.
2. One set of footing and foundation plans were given
to Ken Jeffrey by the applicant at the conference.
B. Permit Release Requirements
1. Plans, which include structural shell, interior,
room finishes, and architectural drawings needs to be
submitted and reviewed prior to the release of the
permit.

3. For an Early Start permit, a site plan plus
identifying the special inspection agency for concrete
and welding inspections will be required to be
submitted for review and approval.
REQUIRED ACTTONS (County):
1. Verification of the correct parcel number will be given to
all interoff ice departments by Tom Davis. The correct parcel
number is 01542-9088.
2. Building and Safety has verified through Utilities that an
ULID Statement was f iled by the applicant on June 6, 1984.
APPLICANT' S COrIlKENTS/ACKNOWLEDGENEN'r:
The applicant wanted to know how soon he could qet an "Early
Start" permit. Each department stated what was required to
release the permit. Health Department requires an application
for a permit for the new sewage system, test holes needs to be
inspected and approved, and a ULID Statement needs to be f iled.
Engineer's Department requires a preliminary drainage plan
submittal. Plann;nq Department requires review of the existing
landscaping. Bui.lding and Safety sequises approved plan review
including fire hydrant locations. Al1 departments indicated that
they could release an "Early Start" permit soon after the plan
information being required is submitted.
CORRECTIONS:
To iainutes or changes from what appears in the minutes, we should
be notified within one day of your receipt of these minutes.
To plans as required by any or all of the above-listed
departments shall be submitted in sets of ? to Building and
Safety who will then distribute accordingly to each department.
ADJO : There being no further business, Tom Davis thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any
unforeseen problems which may arise.
The meeting was adjourned at approximately 11:00 a.m.
