The building at 10804 E. 7th Ave. Spokane Valley, Washington has been used as a residence for a number of years. The basement has been used as habitable space during that time. The City Building Official finds the remodel accomplished by Ms. Bierwagen and Mr. Siegal increased the level of egress, light, ventilation and sanitation and did in fact raise the ceiling level in the hallway. The limited clearance between the existing concrete floor and the first floor joists does not allow for a full ceiling height to be created. BEFORE the remodel, the conditions of the basement were as follows: 1. Approximately 50%of basement was finished. 2. Had a large,old, out-dated oil furnace. 3. Had an electrilc hot water tank ---expensive to operate. 4. AC had not worked for years. 5. No smoke detectors in the basement. 6. Lighting was insufficient&had very few outlets and switches.. 7. Rough-in plumbing for bathroom and laundry room /partially completed. 8. No egress windows. Existing windows were small 9. Floors were painted concrete. 10. Ceiling height under duct work was between 5'10" and 6' 11. Rec room was separated by a hallway. AFTER the remodel, the condition of the basement is as follows: 1. 100% of basement is finished with the exception of doors and trim. 2. Gas furnace with a 90%+ efficiency installed. (connected to existing duct work) 3. Installed new , efficient, gas hot water tank. 4. Removed old AC. Installed a new AC in a different location. 5. Smoke detectors were added to bedrooms and hallway --& connected to smoke detectors upstairs. 6. Additional lighting was added to hallway & recroom . Remaining areas of basement was brought up to code. 7. Rest of rough-in was completed. Bathroom and Laundry room fixtures were installed. 8. installed 2 egress/escape windows to allow better lighting. Prior to remodel, there were 2 unuseable rooms. 9. Lineoleum was installed in laundry room and bathroom. Carpet was installed in the remaining areas of the basement. MqR 29 '05 08:19 TO-9211008 FROM- T-068 P.03/03 F-380 3 °e 10. Duct work was removed in order to install joist hangers on GLB—to support floor joist. Duct work was reinstalled tight to floor joist, raising it by 4 to 5". 11_ GLB was installed to open up entire hall and rec room.area.
