Residential Plan Review Minimum Checklist
1.
Plans and specifications shall be drawn to scale and shall be of sufficient clarity
to indicate the location, nature and extent of the work proposed and show in detail that it
will conform to the provisions of this code and all relevant laws, ordinances, rules and
regulations.
2. This home does not meet the conventional construction requirement of the '97
UBC. An analysis and design must be provided for this building or (a specific section of
this building) in order for the plans to be successfully reviewed by Spokane Valley.
3. Include a floor plan of each floor and basement showing location of all walls and
partitions, door sizes, and window sizes. Location of all permanently installed equipment
such as plumbing fixtures, water heater, furnaces, appliances and wood stoves.
4. Show one representative cross section through exterior walls showing all details of
construction from footing to highest point of the roof. Include framing materials and
insulation R -Values in this view.
5. Provide all window sizes and types, and designate the operable portion of
windows as well as the locations of tempered glass. Include U -Values for exterior doors
and windows.
6. Comply with light and ventilation requirements for windows in all habitable
rooms, bathrooms and utility rooms. 10% natural light/floor area for each room, 5%
opening/floor area for ventilation or mechanical ventilation. Bathrooms to have at least 3
sq ft opening or mechanical ventilation.
7. Comply with bedroom and basement window egress requirements. At least one
door or egress window opening directly to the exterior from a basement, and provide
every bedroom with a door or egress window to the exterior. Egress windows require a
minimum 5.7 sq ft opening, 20" opening width, 24" opening height and 44" maximum
window sill height.
8. Provide foundation details on the foundation plan sheet or on a separate detail
sheet.

Locate and detail all footings for the following: fireplace, girder truss
bearing locations, turn downs, interior bearing walls, posts, columns, and sunken
or raised areas. Provide end reactions for girder trusses or collectors.
Dimension the stem wall thickness, footing width thickness and depth into
undisturbed soil for each footing type and condition.
Note and detail minimum reinforcing of two number 4 rebars in the top of
the foundation and one #4 bar @ 24" centers vertical if foundation is over 48".
• ) Locate and specify all anchor bolt spacing and post anchors on the
foundation plan. List the square footage for the following areas separately:
livable area, garage, porch, patio covers and decks.
• Cantilevered retaining walls over four feet in height are required to be
designed to resist overturning. These walls are the basement walls that are
unrestrained at the top of the wall. Typically these are the walls that run parallel
to the floor joist.
• All Engineers and Architects involved in the design of the structure are to
date, sign and seal the related sheets of the plans, details and calculations. This is
in accordance with the rules of the Washington State Board of Technical
Registration.
9. Detail and specify stair width, rise, and run, landing width, handrail heights,
guardrail height and intermediate/baluster rail spacing.
10. Note and specify tie straps, framing anchors, and joist/truss hangers by type, size
and required attachment to framing members.

Provide complete roof and floor framing plans. Show size, spacing and span of all
members, i.e., trusses, joists, rafters, beams, glu-lams, lintels, headers, ledgers,
posts and blocking. Blocking reauired at mid height in unfmished bearing walls.
12. Locate and identify braced wall panels on plan view.
Provide complete truss calculations and truss layout plan on site. Bottom 36" of
6roof to be covered with 40# belt for ice dam protection. Provide uplift reactions and
required anchoring to resist those reactions.
14. Provide 5/8" type X gypsum board on all walls common to the garage and house
and all garage bearing wall and ceiling. Note doors between the house and the garage
shall be 1-3/8" solid core, o labeled 20 minute door. Doors shall be self- 99sing and tight

15. Designate the locations of water heaters. Indicate the location of the T and P relief
line.
All appliances located in the garage must have sources of ignition raised 18"
above finished floor and protected from vehicle damage.
17. Provide Waste isometric, or plumbing floor plan, hose bibs must be located on
plan. Backflow preventors are required on each hose bib.
18. Provide a mechanical plan. Designate the locations, capacity and fuel type (electric
or gas) and gas furnace efficiency of all heating and air conditioning equipment.
19. The dwelling must be provided with a heating system capable of maintaining a
room temperature of 70 degrees at a point three feet above the floor.
20 Show exhaust fan locations for bathrooms 50 CFM, water closet compartments 50
CFM, laundry rooms 50 CFM, and kitchens 100 CFM. Show environmental air duct
termination at least three feet from any opening into any building or from property lines.
