LOCATION OF PROPOSAL: Parcel No. 55191.0623 and 55191.0625, addressed as 18011 and 18123 E 8thAvenue, and generally located 520' east of the intersection of Long Road and 8th Avenue, further located in the SW I/4 of the NE 1/4 of Section 19,Township 25 North,Range 44 East,Willamette Meridian, Spokane County,Washington OWNER: Peter Wynia, 1030 E Kaibab Place, Chandler,AZ, 95249 APPLICANT: Michael Phillips, Simpson Engineers,N 909 Argonne Road, Spokane Valley,WA 99212 ENVIRONMENTAL DETERMINATION: The City issued a Determination of Non-Significance (DNS) on October 17, 2008 pursuant to the State Environmental Policy Act (SEPA) and Title 21 (Environmental Controls) of the Spokane Valley Municipal Code (SVMC), the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment. The SEPA threshold determination comment period expired on October 31,2008. APPROVAL CRITERIA: Title 19 (Zoning Regulations), Title 20 (Subdivisions Regulations), and Title 21 (Environmental Controls) of the Spokane Valley Municipal Code, the City of Spokane Valley Standards for Road and Sewer Construction Ordinance,the Guidelines for Stormwater Management, and the Spokane Regional Health District regulations are the primary development regulations applicable to the site. HEARING PROCESS AND APPEALS: The Hearing Examiner will conduct the hearing pursuant to the rules of procedure adopted in Title 18 (Boards and Authorities) of the SVMC. All interested persons may testify at the public hearing and may submit written comments and documents before or at the hearing. The Hearing Examiner may limit the time given to speakers. Any appeal of the Hearing Examiner's decision will be based on the record established before the Hearing Examiner, pursuant to Title 17.90 (Appeals) of the SVMC. Environmental appeals shall follow the procedures set forth in Title 21 (Environmental Controls) of SVMC. All hearings will be conducted in facilities that are accessible to persons with physical disabilities. STAFF REPORT AND INSPECTION OF FILE: A staff report will be available for inspection seven(7) calendar days before the hearing. The staff report and application file may be inspected at the Community Development Department Permit Center, located at the City of Spokane Valley City Hall, Suite 106, 11707 East Sprague Avenue, between 8:00 am and 5:00 pm, Monday-Friday, excluding holidays.
