Dear Ray,
This letter summarizes my observations of foundation underpinning and surface grading at the
house you are constructing at 17926 East 8th Avenue. The purpose of this work was to witness
whether the recommendations presented in my report of April 18, 2004 were being followed.
The work was conducted in accordance with the recommendations and with generally accepted
geotechnical practice common to this area.
My letter report of April 18, 2004 recommended underpinning the westernmost 15 feet of
foundation along the south wall of the house by means of a series of slot footings, spaced at
about 4 feet on center. Each slot footing was be constructed by making an excavation 18 inches
by 14 inches in plan dimensions, by two feet deep, directly beneath the existing footing, and then
filling the excavation with concrete. On April 23 and 27 I observed construction of the slot
footings. In my opinion they were constructed in accordance with my recommendations.
On August 23,2004 I met with the excavator, Mr. Craig Zeitschel,to observe the final grading
procedure. In my opinion the grading was conducted in accordance with my recommendations.
I recommend that the newly graded slopes be seeded and mulched this fall to establish a
protective growth of vegetation.

This letter is subject to the same limitations presented in my report of April 18, 2004.

Now we have an analysis of the problem showing that our assessment was
correct. The original proposal was not in compliance with the code.
We have possible solutions that would accomplish the placement of the
footings. As I recall, those were the solutions that we talked about when the
project deficiencies came to light.
What we don't have is the solution that will be followed by the contractor.
And the solutions proposed may not stand alone. If for example a retaining
wall is designed to support the structure at the toe of the slope, the top of the
slope may also need a retaining wall. If a deeper footing is designed for the
structure's downhill side, possibly an uphill retaining wall will still be required.
Although the building foundation walls may accommodate the slope
stabilization requirement, a specific design is required, not a choice.
Whatever the contractor chooses, the design is required to be specific and to
be stamped. We are only partway there.

Aa you requested,on February 12,2004 we visited the si:e and performed limited reconnaissance of the proposed
building site. We also reviewed a letter of transmittal and policy memorandum dated February 12,2004 by the City
of Spokane Valley requesting additional information(see attached). At the time of our visit,the foundations and
interior of the daylight basement ilad bees excavated,and the forms were it plate.
The subject lot occupies a hillside along 8th Avenue ivbich was built up with impor.ud structural fill, 9utiinger&
Associates tented compaction of the 6tructural fill OF it was placed as described in the attached reports(November 26
and December 4,2CO3), The completed till slope is approximately 2:1. The foundations of the proposed residence
are closer to the erest of the till slope than allowed by code(1997,UBC,Figure 16-14)which requires tt setback of
11/3,
We provided informal recommendations to your Civil Engineer (Matic Aronson, PE, Taylor Eugineering) for
developing the lot(see attached)which illustrates a 21 slope and a 5'setback from the building to the crest of the
slope, predicated upon importing a suitable structural 4111. This would rewire placing lilt beyond the downhill
property line to allow adequate setback.
We recommend that you consider the following options:
1. increase the depth of the downhill footiigs until the setback from the bice of the slope meets code
requirements of Nm, cotraidering H to be the slope height measured from the basement floor
elevation.
2. Construct a retaining wall at the toe of the slope designed to support placement of enough
additional tilt to meet setback requirements for the proposed footings
3. Construct a retaining wall at the top of the slope designed to support foundation loads and
eliminate the need for setbacks,
4. Construct a mechanically etabitized earth(MSE)slope designed for a steeper slope angle to create
additional setuack and rear yard arca.
The design of these or other options wiil require careful review of the existing topography,proposed elevations and
locations of the residence,fill or retaining wads.

Additionally, the City of Spokane Valley has requested information regarding items b,d, end c(set attached) as
follows:
h) The structural fill comprises a well-graded gravel with sand and few tines. Native soils comprises similar
come alluvium. These soils have relatively good strength and support characteristics.
d) The native soils and structural fill are in our opinion suitable fur the support of conventional shallow spread
footings designed and constructed in accordance with the Uniform Building Code(1997,U"I3C,Table 18d-
A). The foundation soils may be considered a class 4 matenal by tbt UBC and are not considered to be
expansive or particularly susceptible to liquefaction.
e) We anticipate relatively light residential loads and a relatively law potential for settlement. Assuming that
the foundation and slab aubgrades are prepared properly(well convected and free of loose materiels or
slough, we anticipate that total settlement will be less than'A"with differential settlement of'A"or so for
foundation components. This is fairly typical for residential construction. This assumes that the slope is
adequately retained or that the foundations are sufficiently set back as discussed above.

Re: Foundation Investigation Requirement
Prior to the placement of footings, it will be required that the classification of the
soil at each building site be determined. If the soil is virgin soil, not fill, the building
inspector shall be able to determine bearing capacity. If the soil is fill, bearing
capacity is required to be determined by a Washington state licensed engineer or
architect. The soil classification and bearing capacity shall be based on observation
and any necessary tests of the materials disclosed by borings or excavations made in
appropriate locations. Additional studies may be necessary to evaluate soil strength,
the effect of moisture on soil-bearing capacity, compressibility, liquefaction potential
and expansiveness.
If the building is intended to be placed on fill material, the soil classification and
design-bearing capacity shall be shown on the plans. In addition, a written report of
the investigation will need to be submitted prior to building permit issuance. The
written report shall include:
a) A plot showing the location of all test borings and/or excavations.
b) Descriptions and classifications of the materials encountered.
c) Elevation of the water table, if encountered.
d) Recommendations for foundation type and design criteria, including bearing
capacity, provisions to mitigate the effects of expansive soils, provisions to
mitigate the effects of liquefaction and soil strength, and the effects of
adjacent loads.
e) Expected total and differential settlement.
If the fill is only documented by observation such as a compaction report, and no
foundation analysis or design is provided, this administrative decision is applicable.
The written report shall be provided prior to a building permit being issued.
