Dear Mr. Richards :
The Spokane County Department of Building and Safety has completed a plan
review of your submitted plans for the above mentioned project. Please
contact the Spokane County Planning Department, Spokane County Engineering
Department and the Spokane County Health Department for their findings and
requirements. Listed below are several items that need correction before
final approval can be granted by this department.
1. Any room having an occupant load of more than fifty (50) where fixed
seats are not installed, and which is used for classroom, assembly or
similar purpose, shall have the capacity of the room posted in a
conspicuous place, near the main exit from the room as required by

2. The two (2) exit stairwalls for the second floor shall be placed a
distance apart equal to not less than one-half of the length of the

8. Please verify that the main stairway width is three (3) feet wide and
the landing is three (3) feet by three (3) feet minimum. U.B.C. Sec-

9. Please note the slope of the proposed ramp for the front entrance. Section
3306 of the Regulations for Barrier-Free Facilities. Ramps having a slope
exceeding one (1) vertical to twenty (20) horizontal shall have handrails
as required by U.B.C. Section 3305.
10. Exits shall be illuminated at any time the building is occupied with light
having an intensity of not less than one footcandle at floor level . At
every required exit doorway and wherever otherwise required to clearly
indicate the direction of egress , an exit sign with letters having a
prinicipal stroke not less than 3/4 inch wide and at least six (6) inches
high shall be provided from all areas. U.B.C. Section 3312(b) .

11. Where there is enclosed, usable space under stairs , the walls and soffits
of the enclosed space shall be protected on the enclosed side as required
for one-hour fire-resistive construction. U.B.C. Section 3305(m) .

12. The exit stairs 107 exits through service/storeroom which is labeled as
storage of trash cans. The required exit from the second level is not
to pass through such area, unless it is separated by a one-hour rated
wall and door assembly. Please submit details of enclosure. U.B.C.

13. In Group "A", Division 3 Occupancies , having an occupant load of more
than fifty (50) , exit doors shall not be provided with a latch or lock

14. The mechanical ventilation system shall meet the minimum requirements

1J. All water closet rooms shall be provided with a mechanically operated
exhaust system, which is connected to the light switch, capable of

17. The lavatory, urinal and water closet heig t and location shall meet the
minimum requirements of Section 1711. The mirror, towel and other dis-
pensers shall not exceed forty (40) inches above the finished floor.

19. In wood frame floor construction where suspended ceilings occur, the space
between the ceiling and the floor above shall be divided into areas not ex-

20. In all stud walls and partitions , including furred spaces , fireblocking
shall be placed so that the maximum dimension of any concealed space is
not over ten ( 10) feet. Fireblocking shall be between studs along and

21. Please supply a structual detail cross section of the new construction
for review.
22) Please submit heat loss calculations for heated floor areas as required
- by Washington State Energy Code, which requires R-13 in the walls , R-30
minimum in ceilings and R-5.40 under non-heated slabs (standard design)
or an analysis procedure as specified by Section 503
