Padrta E. 6422 Mallon Spokane, WA 99206 RE: Proposed Office Addition for the existing building located at E. 5910 Broadway, Spokane WA Dear Mr. Padrta: The Spokane County Department of Building and Safety has completed a plan review of your submitted plans for the above mentioned project. Please contact the Spokane County Planning Department, the Spokane County Engin- eering Department and the Spokane County Health Department for their findings and requirements. Listed belga are several items that need correction before final approval can be granted. 1) Please provide a detail floor plan of the first floor of the proposed roan divisions for review. 2) In addition to inspections to be specified in Section 305, the owner shall employ a special inspector for the concrete of structural design greater than 2000 p.s.i. (UBC Section 306) . 3) Exit doors shall be openable from the inside without the use of a key or special knowledge or effort. (UBC Section 3303(c) .) 4) Please submit a letter which indicates the number of employees that will be employed at one time. Separate facilities shall be provided for each sex when the number of employees exceeds four and both sexes are employed. (UBC Section 705) . 5) Useable, encloseable space located under stairways shall be protected by one hour fire-resistive construction. (UBC Section 3305(m) .) Handrails shall be placed not less than 30" nor more than 34" above the nosing of treads as required by UBC Section 3305(j) . Every required stairway shall have a headroom clear- ance of not less than 6'6". (UBC Section 3305(p) . Stairs shall be firestopped between studs along and in line with run of stairs Garry J. Padrta Page 2 October 27, 1981 adjoining stud walls and partitions. (UBC Section 2517(f) .) Wood located on concrete slabs shall be pressure treated or an approved vapor barrier located under slab as required by UBC Section 2517(c)7. 6) Rams having slopes exceeding one vertical to 20 horizontal shall have handrails as required by UBC Section 3305. (UBC 3306 (e) .) 7) Exits shall be illuminated at any time the building is occupied with light having an intensity of not less than one footcandle at floor level. (UBC Section 3312) 8) Please verify that the proposed ventilation system meets the minimum requirements as specified in UBC Section 605. 9) Please specify that the proposed roofing meets a Class C rating as required by UBC Sections 1704 and 3203. 10) Floors and walls shall have a smooth, hard, nonabsorbent surface as required by UBC Section 1711(a) , in restroom locations. 11) Bathroom fixtures shall be installed to meet the minimum require- ments of Section 1711 of the Regulations for Barrier-Free Facilities. (Submit details) . 12) Please submit heat loss calculations as required by Washington State Energy Code, which requires R-13 minimum in walls, R-30 minimum in ceilings and R-5.40 under non-heated slabs (standard design) or an analysis procedure as specified by Section 503. Please supply information on the heating system so the minimum codes of the Uniform Mechanical Code can by verified. 13) The water fountain shall meet the minimum requirements of Section 1712 of Regulations for Barrier-Free Facilities. 14) Vent openings shall not be located within 3' measured laterally above window or door openings in the wall of the story immediately below. (UBC Section 3205(c) .) 15) Allow for 1" air space above the insulation to allow for ventilation as specified in UBC Section 3205(c) . (Washington State Energy Code) 16) Please verify that the existing footings under the stairway section (grid lines D-E, 1-2) and section 10 will not be affected structur- ally by the effects of frost heave. The minimum frost depth shall be 36" below finished grade as required by Spokane Ordinance 3.04.080. Garry J. Padrta Page 3 October 27, 1981 The footings and foundations shall meet the minimum requirements of UBC Table 29-A. 17) Please indicate the proposed method of roof drainage that is to be used. (UBC Section 3207 and UPC Appendix D) . 18) Please show the plumbing pipe size detail. 19) The maximum flame-spread classification of finished materials used on interior walls and ceilings shall not exceed that set forth in UBC Table 42-B. 20) The total fire flaw for this project is based on the following: F = 18C (A)0'5 C = 1.5 for V-N Construction F = 18 (1.5) (3760)0.5 F = 1655.6 gpm 25% reduction for low hazard occupancy Exposures: North-lO%, South-10%, West-5%, East-25% Total Exposure surCharae: 50% Total fire flow required: 1750 Please verify and submit revised drawings or addendum for the above listed deficiencies.
