Services include checking/changing oils, lubrication, and transmissioQ fluid, eta. There will be storage tanks in the basement for the storage af combustible materiaZs (not flammable). The praposal c3oes not include any use or stoFage of gasoline. Also planned is the construction of a shell, to possibly be used in the future as a two station/two bay car wash, there is no access to this structure as yet and may possibly be used for the parkinq of vehicles or storage for oil and filters. St1MMARY OF DBP AL REQUIRSMMITS : I. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review needs to be completed. - 1 - • i 1 2. Fire District No. 1 is requiring an additional fire hydrant on the street corner. Questions regarding the hydrant, flow, etc., should be submitted to Clyde Wisenor of Fire District 1. . 3. Two exits are required from the pit area. (This and other concerns by the applicant will be discussed after the meeting.) 4. The basement area of the building shall be sprinklered. 5. The Department of Ecology will need to review the €loor drains. It is possible floor drains will be accegtable with them i€ their oil discharqe requirements are met. B. Permf t Re1.ease Requirements 1. Structural plans showing the €oundation and construction details needs to be submitted €or the car wash shell. 2. Compliance with comments contained in the plan review letter aated March 23, 1987. II . Engineering (456-36QO ) A. giseussion/Reqa,irements 1. eop~,r of comments were given to applicant and Buildinq and Safety. 2. As required in the zone change, the right-of-way deeds are being prepared €or required road dedications. B. Permit Release Requirements 1. The landscaping plans need to be reviewed for compatibility with the drainage plan. 2. Drainage plans and calculations need to be submitted incorporating the 208 drainage (this should show finished grade elevations of the building and the parking lot showing the direction of flow of the water and how it gets to the 208). Also need typical cross sections of drainage swale - 2 - and sizes of the proposed drainage areas. This can be submitted as a separate attachment. 3. Flans are required to be submitted for review and approval. 4. An approach permit is required for access to Argonne and Main. III. Health District (456-3600) A. Discussion/Requirements 1. Double plumbing is required. The sewer will be coming in around August or September. 2. There shall be no on-site dispasal of sewage. Holding tanks are to be installed, either one tank combining the domestic and chemical waste or two tanks which separate the two wastes. Outside holding tanks are the jurisdiction of the Health District and shall be located a distance of not less than 5 feet from the building. If the tanks are located inside the building, they will be under the jurisdiction of Building and Safety. 3. A permit for a holding tank is required, together with a written agreement wrth a licensed pumper f or pumping of the tanks and disposal at an approved waste disposal site. 4. A float alarm system is required to be installed on the tank(s) to prevent back-up of the waste into the building. 5. At the time the sewer is iastalled, the domestic holding tanks shall be filled with sand and pea gravel. The other tank may stay in use. 6. The applicant requested consideration be qiven to the use of a temporary septic tank and drainfield system for domestic waste since a public sewer is planned for construction. Since this matter involves a zoning requirements, the Planning Department is the only department which may grant relief from a zoning provision in accordance with established procedures. - 3 - . ~ B. Permit Release Requirements 1. A revised plot plan is required showing the holding tanks. A copy will then be sent to the Departynent of Ecology for their review and approval. 2. A permit for the installation of the tank(s) is required. IV. Planning Department (456-2205) A. Discussion/Requirements 1. A zone change to B-2 was approved in 1986. A copy of the conditions were given to the applicant. 2. It was noted that the site does not contain the proper amount of parking spaces if the car wash should become a part of the proposal. However, the parking is adequate for the existing proposal. 3. Ten feet of landscaping shall provided along the north property line. 4. There shall be no more than 100 square feet of sign face (the sign on top is 11' x 8' and the sign on the bottom is 4' x 81) and shall be litaited to 25 feet in height. There is currently an excess of 20 square feet o€ sign facing. 5. A six foot sight-obscuring fence shall be provided for the dumpster. 6. An ASA Notice to the Publie is required. (Applicant's believe it has been done, but will check, and if done, give the Auditor's number to Planning.) 7. An exterior lighting plan shall be submitted, however the applicant reported that there is no exterior liqhting being planned. 8. Permit Release Requirements 1. Verification that the ASA notice has been filed with the County Auditor. - 4 - . w e 2. A landscaping plan is required to be submitted showing size, type, quantity and materials, along with an estimate and a bond in the amount of the estimate. A sprinkler system is also required. . 3. The applicant is to submit a letter stating the revised dYmensions of the sign to conform to the zoning requirements. V. Utilities (456-3604) A. Discussion/Requirements 1. Not present at meeting, nor were any written comments received. xEQUrRED AeTIoxs ( county ) : 1.
