Section 1 amends certain revenues and appropriations all as set forth in the At- tachment A; Section 2 creates fund 314, Railroad Grade Separation Projects Fund to be used to account for activities related to the design and construction of railroad grade separation projects; Section 3 speaks to severability; and Section 4 provides for an effective date.
